- For a concept that is so widely used, 'power' is surprisingly elusive and difficult to measure. Power is a contested concept. No one definition is accepted by all, who use the word and people's choice of definition, reflects their interests and values. Some define power as the ability to make or resist change. Others say it is the ability to get what we want. But central to the considerations in this paper are the issues of definitions or faces of power and power in foreign policy to ensure national security. In international relations, foreign policy is expected to guarantee state sovereignty and security.

1083. Giving the Surge Partial Credit for Iraq's 2007 Reduction in Violence

- Why did violence decline in Iraq in 2007? Many credit the "surge," or the program of U.S. reinforcements and doctrinal changes that began in January 2007. Others cite the voluntary insurgent stand-downs of the Sunni Awakening or say that the violence had simply run its course after a wave of sectarian cleansing. Evidence drawn from recently declassified data on violence at local levels and a series of seventy structured interviews with coalition participants finds little support for the cleansing or Awakening theses. This analysis constitutes the first attempt to gather systematic evidence across space and time to help resolve this debate, and it shows that a synergistic interaction between the surge and the Awakening was required for violence to drop as quickly and widely as it did.

- International diplomacy efforts dealing with Iran's nuclear program continue to fill the daily news headlines. The efforts of P5+1, the International Atomic Energy Agency (IAEA) and the United Nations Security Council (UNSC) have tried, in various formats, to encourage and enforce Iran to comply with the provisions of the Non-proliferation Treaty (NPT) and its Comprehensive Safeguards Agreement (CSA) to ensure that Iran's nuclear program is not used as a cover for the development of nuclear weapons. The challenge of discovering what has taken place as well as currently with Iran's nuclear ambitions is difficult not only because of Tehran's obstructionism, but also because the same nuclear technologies, particularly uranium enrichment and spent fuel reprocessing, can be used for both civilian and military purposes.

- Nuclear weapons have provided the foundation for international diplomacy and strategic stability for over six decades now. Their often misunderstood mission and strategic value rests in the ability to prevent, not win, major wars. This ability to deter is produced through understood capability and believable will, and ultimately rests on nuclear credibility. However, the central dilemma surrounding these weapons has always been that they provide America with both security and her only existential threat. For this reason many have tried, and thus far failed, to rid the world of nuclear weapons. The latest abolition movement, championed by former high-ranking government officials and prominent business leaders, gained momentum when President Obama declared his nuclear agenda during a 2009 speech in Prague. But his vision for a world free of nuclear weapons also came with a promise to ensure America's nuclear credibility well into the future. Often labeled a no-fail mission, producing deterrence is demanding, disciplined work with inherent risk. The addition of abolition rhetoric adds unnecessary risk in the form of mission relevance and the erosion of expertise and much needed resources for sustainment and modernization. Without significant change in the geopolitical landscape, nuclear weapons will remain a relevant portion of America's long-term national security strategy. Therefore, the burdens and responsibilities of maintaining an effective nuclear deterrent force are paramount to ensure credibility for America and her allies. Bottom line: nuclear weapons and nuclear deterrence are still relevant today and for the foreseeable future. Therefore, to maintian international strategic stability we must embrace the necessity of nuclear deterrence, develop strategic policy that supports deterrence as an essential element and adequately resource the enterprise.

- This report on the U.S.-Japan alliance comes at a time of drift in the relationship. As leaders in both the United States and Japan face a myriad of other challenges, the health and welfare of one of the world's most important alliances is endangered. Although the arduous efforts of Assistant Secretary of State Kurt Campbell and his colleagues in both governments have largely kept the alliance stable, today's challenges and opportunities in the region and beyond demand more. Together, we face the re-rise of China and its attendant uncertainties, North Korea with its nuclear capabilities and hostile intentions, and the promise of Asia's dynamism. Elsewhere, there are the many challenges of a globalized world and an increasingly complex security environment. A stronger and more equal alliance is required to adequately address these and other great issues of the day.

1087. What Friends Are Made Of: Bilateral Linkages and Domestic Drivers of Foreign Policy Alignment with China

- With China's emergence as a global economic and political power, it is commonly assumed that its leadership's influence in international politics has increased considerably. However, systematic studies of China's impact on the foreign policy behavior of other states are rare and generally limited to questions regarding economic capabilities and the use of coercive power. This paper seeks to contribute to the literature on China's global political rise by taking a broader perspective. Drawing on voting data from the UN General Assembly for the last two decades, it explores the plausibility of different explanations for foreign policy similarity: economic, diplomatic and military linkages; domestic institutional similarities; and parallel problem‐solving processes. The logistic regression analyses find that high similarity levels correlate with shared regime characteristics and comparable patterns of sociopolitical globalization. The results further indicate that foreign aid and arms trading seem to help buy support in global politics.

- Rising powers have attracted tremendous interest in international politics and theory. Yet the ways in which secondary powers strategically respond to regional changes in the distribution of power have been largely neglected. This article seeks to fill this gap by presenting a systematic comparative analysis of the different types of and causes of contestation strategies undertaken by secondary powers. Empirically, it focuses on two contentious regional dyads in East and South Asia, exploring how structural, behavioral, and historical factors shape the way in which Japan and Pakistan respond, respectively, to China's and India's regional power politics. The paper concludes that the explanatory power of these factors depends on the particular context: in the case of Japan, China's militarily assertive regional role has invoked the most significant strategic shifts, while in the case of Pakistani contestation, shifts in polarity have had the largest impact on the strategic approach.

1089. Malaysia's U.S. Policy under Najib: Ambivalence No More?

- This paper adopts a neoclassical realist perspective to explain Malaysia's evolving policy towards the United States under Prime Minister Najib Tun Razak. It argues that to the extent that there is a “shift” in Malaysia's U.S. policy under the current leadership, the substance and symbolism in Najib's U.S. policy has been driven and limited by the needs of the ruling elite to strike a balance between a variety of structural imperatives and domestic considerations. Structurally, in the face of a fast rising China (with whom Malaysia has come to develop an increasingly productive relation in both economic and diplomatic domains, but with whom it has unresolved territorial issues), the leader of the smaller state is increasingly confronted with the geostrategic need to keep a more balanced relationship with all the major players. This is especially so with the United States, which, under the Obama administration's “pivot” to Asia policy, has demonstrated a renewed and enhanced commitment to engage countries in the Asia-Pacific, including Malaysia. This structural push, however, has been counteracted by the smaller state's desire of not wanting to be entrapped in any big power rivalry, and by its concern about the uncertainties of great power commitments. Domestically, there is a strong economic need to further enhance two-way trade and increase the flow of American capital and technology into Malaysia, deemed vital to Najib's Economic Transformation Program. Perhaps more importantly, there is also a political calculation by the governing elite to capitalize on the increasingly warm and close bilateral ties as a leverage to reduce – if not neutralize – Washington's support for the Anwar Ibrahim-led opposition and civil society movements, which have presented a growing challenge to the ruling BN coalition. This calculation, however, has been counteracted by UMNO's domestic concern of not wanting to appear too closely aligned with America, in order not to alienate the country's Muslim majority voters who have been critical of U.S. policy on the Israeli-Palestinian conflict. These structural and domestic determinants together explain Malaysia's evolving policy toward the superpower under the current leadership.

- As America ends its military commitment to Iraq and continues its drawdown in Afghanistan, a lively discussion has emerged on what future challenges the Nation faces. High on every list is the requirement to deal with a rising China. In his remarks to the Australian Parliament on November 17, 2011, President Barack Obama stated, “As we end today's wars, I have directed my national security team to make our presence and mission in the Asia Pacific a top priority.” As part of this re-balancing to Asia, the administration has stated that it seeks “to identify and expand areas of common interest, to work with China to build mutual trust, and to encourage China's active efforts in global problem-solving.” Clearly, the United States seeks prudent and coordinated political, economic, and military actions to further integrate China into the international system.
