Abstract:
The U.S. government has made a firm commitment to support peaceful democratic change in Egypt. The challenge now is how to fulfill that commitment while at the same time pursuing U.S. national security and economic objectives. In the long term these objectives are mutually consistent and re inforcing. But in the short term the challenge is to craft policies that lay the foundation for building strong democratic state institutions in Egypt and supporting those in civil society who are committed to working toward that objective, while at the same time dealing with the formidable economic challenges now facing Egypt as well as the local and regional security issues in which the government of Egypt has a key role to play. President Mohamed Morsi's November 23 decree and the various reactions to it, have underscored both the scope of these challenges and the critical need for the U.S. government to respond well.

Abstract:
2011 was undoubtedly a year that witnessed the beginning of grand transformations which will continue in the years ahead. The popular movements under the name of the Arab Spring started in Tunisia and spread quickly to the rest of the region, sparking the process of political transformation. In another part of the world, the economic crisis which began in Greece and then engulfed the whole eurozone took the European Union to a difficult test regarding its future. Both events, one lying to the south of Turkey and the other to its west, interact directly with our country and therefore its zone of interest. Ankara inevitably stands in the epicenter of these two transformations of which the effects will certainly continue for a long period. Consequently, rising as a stable focus of power with its growing economy and its expanding democracy, Turkey has tried to respond to historically important developments throughout the year. In light of these realities and developments, this study will focus on the performance of Turkish foreign policy with regard to global and regional transformations which took place during 2011.

1065. The Concept of "Normality" in German Foreign Policy since Unification

Abstract:
In this paper I examine the use of the concept of "normality" in debates about German foreign policy since unification. In the early 1990s, left-wing intellectuals such as Jürgen Habermas tended to criticize the idea of "normality" in favor of a form of German exceptionalism based on responsibility for the Nazi past. A foreign policy based on the idea of "normality" was associated above all with the greater use of military force, which the right advocated and the left opposed. Thus, "normality" became a synonym for Bündnisfähigkeit. Yet, from the mid 1990s onwards, some Social Democrats such as Egon Bahr began to use the concept of "normality" to refer instead to a foreign policy based on sovereignty and the pursuit of national interests. Although a consensus has now emerged in Germany around this realist definition of foreign-policy "normality," it is inadequate to capture the complex shift in the foreign policy of the Federal Republic since unification.

Denktaş's speech before the United Nations (UN) Security Council in 1964 was included in my edition of Rauf Denktash at the United Nations: Speeches on Cyprus (The Eothen Press, Huntingdon, 1997); and except for a few small changes, my opening essay here differs little from the first chapter of my book Sovereignty Divided: Essays on the International Dimensions of the Cyprus Problem (CYREP, Nicosia, 1998; third enlarged imprint, 1999). These earlier works are now out of print and will probably remain so.

The Arab Spring is a revolutionary event on the EU's doorstep, of importance comparable to the end ofthe communist regimes in Eastern Europe some two decades ago. First it has ended the Arab exception to the proposition of democracy and human rights as universal values. Second it has demonstrated to all remaining authoritarian and/or grossly corrupted regimes around the world the power of the new technologies of social networking in undermining such regimes. Third it renews the challenge for both political scientists and practitioners to work out feasible political reform strategies for bridging the transition between authoritarianism and sound democratic governance.

Abstract:
On the eve of the January 1, 2011, inauguration of Brazilian President Dilma Rousseff, the State Department noted that the United States “is committed to deepening our relationship on a wide range of bilateral, regional and global issues with Brazil's government and people.” President Rousseff herself declared shortly thereafter, “We will preserve and deepen the relationship with the United States.” During President Barack Obama's March 2011 visit to Brazil, both leaders cited “the progress achieved on defense issues in 2010” and stated their commitment to “follow up on the established dialogue in this area, primarily on new opportunities for cooperation.” While these rhetorical commitments are important, will they lead to greater cooperation on defense issues and improve U.S.-Brazil ties?

Abstract:
In 2006/2007 Turkey became a regional power in the Middle East, a status it has continued to maintain in the context of the Arab Spring. To understand why Turkey only became a regional power under the Muslim AKP government and why this happened at the specific point in time that it did, the paper highlights the self-reinforcing dynamics between Turkey's domestic political-economic transformation in the first decade of this century and the advantageous regional developments in the Middle East at the same time. It concludes that this specific linkage – the “Ankara Moment” – and its regional resonance in the neighboring Middle East carries more transformative potential than the “Washington Consensus” or the “Beijing Consensus” so prominently discussed in current Global South politics.

1070. The Geopolitics of Satellite Vision and North Korea

Abstract:
Satellite imagery plays an important role in contemporary geopolitics. Arguably the most well‐known example is Colin Powell's (in)famous presentation to the UN Security Council in February 2003, during which he used satellite pictures to legitimate the invasion of Iraq. Satellite photographs draw on a techno‐scientific discourse that enables them to function as undistorted records impartially documenting space and place. As a result, they assume a defining authority to “speak the truth” – which is probably enhanced with regard to (allegedly) unknown and mysterious sites like North Korea. Since satellites are deployed to reveal what should be invisible, their ability to detect and expose, or “see from above,” implies a particular power. However, satellite photographs are not necessarily objective reflections of a geographical surface but, like all visual representations, underlie what will be called a logic of inclusion and exclusion that makes them deeply political. Taking North Korea as an example, the article argues for the need to develop a sensitized understanding concerning the use and function of satellite images as they often come to have international political implications. Referring to the linkages between seeing, knowing and acting, the article examines the role of remote sensing as a way of knowing and inquires as to the immediacy of images and the ensuing imperative to respond to them.
