31. QUEER FEMINIST INTERNATIONAL RELATIONS: UNEASY ALLIANCES, PRODUCTIVE TENSIONS

Abstract:
This article examines the ‘uneasy alliance’ between Feminist IR and Queer IR. The article focuses on three areas of tension and continuity between the fields: (1) sexuality, sexual deviance and gender variance; (2) the roles of liberalism in gendered, sexualized and racialized violence; and (3) binaries relating to sex, gender and sexuality. The article argues that it is around tensions between Queer and Feminist IR that a Queer Feminist IR can be productively articulated. In particular, a Queer Feminist IR should: centre women and femmes as well as sexuality and gender variance; disrupt of binaries and fixed identities without losing the political leverage that sometimes comes with them; and acknowledge entanglements with the institutions Feminist and Queer IR seek to transform while also resisting being neutralized by assimilation. Abstract:
It seems wonderfully fitting that we're celebrating the Centre for Feminist Foreign Policy's one year anniversary with the launch of Disrupted, focusing this issue on none other than feminist foreign policy itself. At CFFP, our endgame is the adoption of feminist foreign policy worldwide as we believe it to be one of the best solutions to combat the elitest, inequitable, and harmful foreign policies we see all too often. The aim of this journal is to highlight both established and emerging voices, and to seek to understand how the everyday actions of people - actions which might seem simply social or even private - are decidedly politically charged, and vice versa. We challenge assumptions about the unquestioned objectivity of policy - assumptions which miscalculate power structures and tend to leave an analysis of international politics lacking. We attempt to understand how the identities of both subjugated and the elite interact to reify systemic bias, and perhaps most importantly, we do not presume the authority to speak on behalf of anyone else. Ultimately, we see a feminist analysis of foreign policy not only as compelling, but as indispensable to achieve a more equal world. Thank you so much for supporting this publication. 33. Feminist Strategy in International Law: Understanding Its Legal, Normative and Political Dimensions

Abstract:
While international law has typically waxed and waned in feminist favours, contemporary feminist engagements reveal a strongly critical, reflective thrust about the costs of engaging international law and the quality of ostensible gains. To inform this reflection, this article draws on feminist scholarship in international law – and a specific feminist campaign for the implementation of United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security in Northern Ireland – to distil three distinct feminist understandings of international law that underpin both theory and advocacy. International law is understood, first, as a system of rules to which states are bound; second, as an avenue for the articulation of shared feminist values; and, third, as a political tool to advance feminist demands. The study finds that feminist doctrinalists, and those working within the institutions of international law, share concerns about the resolution’s legal deficiencies and the broader place of the Security Council within international law-making. These concerns, however, are largely remote for local feminist activists, who recognize in the resolution important political resources to support their mobilization, their alliances with others and, ultimately, it is hoped, their engagement with state actors. The article concludes that critical reflection on feminist strategy in international law is usefully informed by more deliberate consideration of its legal, political and normative dimensions as well as by an awareness that these dimensions will be differently weighted by differently situated feminist actors.

34. Critique of ISIS’ Women Policy

Abstract:
This article addresses the policy employed by ISIS with respect to women. ISIS differs from other extremist organisations in terms of its impact on women and specifically, the number of female militants it has recruited from the West. Such high numbers of women joining ISIS is striking when considered in the face of the fact that ISIS is well known to be involved in rather oppressive and barbaric practices in territories under its control. Therefore, the article examined the rea- sons that trigger women to join ISIS and the promises of ISIS for women. The present review builds the policy employed by ISIS with respect to women upon the meanings attributed to women in the founding process of a state and the man- ner in which women experience this process. Focused on the policy employed by ISIS with respect to women, the article carries on the claim of extending beyond a cultural discourse inflicted with orientalist prejudices by addressing the matter from the perspective of the state and its gender perspective in contrary to research studies approaching ISIS and women from a theological standpoint.

35. The Varying Roles of the Female Combatant

Abstract:
While the idea of women as combatants in the US military is relatively new, some stories of women in war goes back to Greek myths of armies of goddesses at war. Still, this subject gets very little, if any, press in the news. Women are often seen as victims of war, but some women may also be perpetrators. Beyond simply fighting on the ground, Dara Cohen explores the idea of women as perpetrators of wartime sexual violence. She points out that in the Democratic Republic of the Congo, 41% of female sexual violence victims were victimized by females, as were 10% of male victims. She argues that within armed groups, women face many of the same pressures to commit similar forms of violence as their male counterparts. Women have been used historically in various roles during recruitment and combat, including being a nurse, cook, telephone operator, or journalist. Some conflicts have also seen a rise women used as a recruiting tool, or as wives, to young men joining forces. In the Second World War, the Soviet Union used female soldiers to encourage their male counterparts to join the forces. Of the 820,000 women who served in the Red Army, 15% of those were combatants. ISIS recruits young women in a similar way, promising them marriage to ISIS fighters and offering them a meaningful role in a big world. They are then used as mothers, wives, nurses, recruiters, and general supporters of ISIS.

36. FEMALE ACADEMICS IN FRANCE AND THE GLASS CEILING ‘ORGANIZED SCARCITY’?

Abstract:
The place of women in the French academic world is often analyzed through the aspects of their place in research or the evolution of women's careers in universities and centers for research. In this article, we propose to consider aspects which have been overlooked by researchers, in particular their place in governing bodies of French universities: Administrative Council, the Council for Research (Conseil Scientifique), the Council of Studies and University Life (Conseil de la formation et de la vie universitaire) and the National University Councils (Conseil national des Universités). These councils have an important role in academic careers. For example, they deliberate about promotions, they decide on sabbatical leave for research, they establish schedules for courses, and they elect researchers to various posts or positions of responsibilities. What our research shows is a very contrasted result: - the place of academic women remains deeply unbalanced in these councils at the places of governance in spite of the parity principles that were introduced by the law in 2013; - women want to be invested in the places of the decision-makers when they have the opportunity to do that. They do not shy from them as it has been suggested in previous research; - but when large numbers of them have the opportunity to secure these places, as in the National University Councils, they are relegated to administrative tasks rather than decisional and political ones.

37. ON FEMINISMS IN CZECH POLITICAL CONTEXTS

Abstract:
This paper is suggesting a periodization of Czech emancipist women’s movement within historical, political and other contexts, from the perspective of feminist analysis. The first phase (roughly up to 1860s – 1870s) represents the beginings of of the movement. This period of the emancipist movement was much influenced by liberal thoughts, namely those of John Stuart Mill. The main emphasis was put on female education. During the seconf phase (up to the end of the First World War and establishing of independent Czechoslovakia), new political aims were articulated, especially the struggle for the female suffrage. In 1905, a “Committee for women’s suffrage” was founded. This phase can be characterized as a shift from more vague emancipism to feminism as a political program. The period between the First and Second World Wars is often called as a „Golden age of feminism in the Czech country“. By the constitution of the new state, education became equal for all the citizens, women got the right to vote and be elected. Czech feminist movement became a part of the world’s movement of the times. This development was cut by the war. The communist dictatorship (1948-1989) supressed any activities from below, feminist activities included. Women as obligatory “builders of socialism” remained loaded with the duties in the private sphere (family) and thus faced a double burden work. Their “emancipation” was rather doubtful. After 1989, a beginning of a transfer to democracy opened the scene for independent activities, the feminist ones included (NGOs). Some laws supporting equal opportunities were passed but some are waiting for acceptance. In the academy, gender studies emerged for the first time – a separate Master´s department was established at Charles University, Prague. Feminism has been developing as a plural system of thoughts, with the specifics of the Czech historical experiences.

38. APPROCHING FEMINISM FROM THE MARGINS: THE CASE OF ISLAMIC FEMINISMS

Abstract:
This article tries to contribute to one of the most relevant debates within the framework of current Gender Studies and feminist activism: the debate dealing with feminism and religions. The aim is to provide these reflexions with some theoretical elements that help us to better understand some of the complex issues of this field, such as the meaning of considering secular feminism as the only acceptable feminist model, and the possibilities of building one feminist movement that takes into account all the diversity of women's needs, wishes and oppressions. The author goes in depth these questions through the analysis of the "Islamic feminism", which takes an element as the religion (historically discarded by the European hegemonic feminism) as its starting point. Firstly, the article puts it in context by analysing "new feminist currents from the margins" that, in the eighties, started to question the ethnocentric and classist visions of an hegemonic feminism that concentrated their struggles on the concerns and interests of western, white, secular and middle class women, leaving aside the specific claims of other women's profiles. Afterwards, the article goes deep into the characteristics shared by the different Islamic feminist movements, its areas of work as well as its main purposes. Finally, it highlights some of the most important Muslim feminist thinkers and activists emerged in recent decades in the United States, Europe, Latin America, Africa and Asia.

Abstract:
Over the past 15 years there has been growing recognition of the gender-differentiated impact of conflict, the opportunities to promote women’s rights that post-conflict peacebuilding processes provide and – crucially – the value that women bring to peacebuilding. Yet in many conflict-affected settings women’s participation and leadership in shaping the peacebuilding agenda remain strongly resisted by male elites and are not prioritised by international actors. This report explores the opportunities for achieving women’s meaningful participation and influence in peacebuilding, and the challenges faced by such an agenda. Given the crucially important role that political parties can play in shaping the direction of peacebuilding and post-conflict politics, the report focuses particularly on the ability of women to exercise political voice and leadership through parties and the party system. Finally, it examines why international actors have failed to live up to their commitments on women’s inclusion in peacebuilding, and identifies opportunities and strategies to strengthen international support for women’s participation and influence in the politics of peace.

40. Is UNSCR 1325 Empowering African Women to Negotiate? Peace Insights and Policy Options

Africa faces formidable challenges with regard to the relatively few women influencing decisions and policies related to peace and security. A study on women’s participation in thirty-one peace processes between 1992 and 2011 showed that of the fifteen African countries, only five had women on their ne- gotiating teams (Burundi, Sudan, the Democratic Republic of Congo (DRC), Kenya, and Uganda); five had women witnesses or observers ( Liberia, Si- erra Leone, Somalia, Sudan, and Uganda); two had women lead mediators (DRC and Kenya); and only one (DRC) had women signatories.1 Although UN Security Council Resolution (UNSCR) 1325 “reaffirms the important role of women in the prevention and resolution of conflicts, peace negotiations, peace-building, peacekeeping, humanitarian response and in post-conflict reconstruction and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security,”2 its full implementation remains a work in progress in Africa, as women’s participation in peace and security remains more symbolic than substantive, and their capacity to influence and engage in peace negotiations is often resisted by local cultural norms and patriarchal hierarchies.
