- El cambio climático es uno de los mayores desafíos de la actualidad. La UE ha abordado el tema de forma claramente insuficiente desde el punto de vista teórico, con unos planteamientos demasiado inmovilistas y hasta conformistas con su propia acción. Pero, al mismo tiempo, ha sido uno de los primeros y principales actores internacionales en actuar y posicionarse claramente en la lucha contra el cambio climático. La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

- El presente artículo hace un recorrido de las relaciones de la UE y Rusia en la última década y constata el deterioro en las relaciones bilaterales. La Rusia de Putin se ha convertido en un jugador geoestratégico muy activo, con un comportamiento inquietante, rompiendo equilibrios de la escena internacional que se arrastraban tras el final de la guerra fría. Rusia es una prioridad de la política exterior y la seguridad europea en la nueva Estrategia Global de Seguridad, pero ha llegado a ser también un formidable competidor. Este aspecto tendría que haber vertebrado más esta sección de la Estrategia que no resulta convincente. Simultáneamente, la cuestión que no queda clara es qué instrumentos tiene la UE para la defensa de sus vecinos cuando pueda ponerse en cuestión la soberanía o la defensa territorial, cuestión que va más allá del apoyo a la resiliencia de estos vecinos.

- Before the bing-bang enlargement of the EU in 2004, the Union needed to define a coherent policy towards its new neighbours. The European Neighbourhood Policy was formulated when Poland became a member of the EU. Due to its close ties with the Eastern European countries, Poland tried to shape the EU foreign policy towards its neighbouring countries and became their advocate in Brussels. In 2009 it succeeded in establishing the Eastern Partnership as one of the dimensions of the European Neighbourhood Policy.

- Twelve years have passed since the Polish entry into the European Union. For Poland the date of 1 May 2004 is the culmination of a transformation process launched at the end of the Cold War in 1989. One of the priorities of Polish foreign policy, the expansion of the political, economic and cultural relations with Western Europe and the United States has been met. This approach has been described as ‘the return to Europe’. Membership in the European Union changed the Polish economy and the new politics opened up new opportunities for businesses and citizens. The aim of the article is to analyze the balance of the Polish membership in the European Union in the economic, financial, political and social dimensions.

- The Václav Havel European Dialogues is an internation- al project that aims to initiate and stimulate a discussion about issues determining the direction of contemporary Europe while referring to the European spiritual legacy of Václav Havel. This idea takes its main inspiration from Václav Havel’s essay “Power of the Powerless”. More than other similarly focused projects, the Václav Havel Euro- pean Dialogues aims to offer the “powerless” a platform to express themselves and in so doing to boost their posi- tion within Europe. The Václav Havel European Dialogues is planned as a long-term project and involves cooperation with other organisations in various European cities. Indi- vidual meetings, which take the form of a conference, are targeted primarily at secondary and third-level students, as well as specialists and members of the public interested in European issues.

- The movement has been part of human history; it is and has been integrated inside every human, becoming active as a result of various factors which at a moment are more or less dominant in one’s life. It is like a code written down in everyone’s DNA, making humans unable or better said “hungry” to be free and always look for better. Starting in March 2010, the Arab Spring opened a door for the biggest migration flow in modern history. Such as conflicts were crossing borders from one state to another in the fight for democracy and freedom from regimes, as domino effect migration did the same. Numbers increased every day and during 2015, in time of the Syrian crisis, we were witnessing a major migration flow to Europe since the European colonization and the Transatlantic Slave Trade. Mentioning the theory of push and pull factors as a starting point, although it has been used to explain the everyday movement of people, victims of human trafficking, towards rich countries which at the end become their countries of destination in the labyrinth of exploitation, lured by stories of well-paid jobs and good life, it can also be discussed in the context of migration movements during the 2015 and the beginning of 2016.

508. Does EU Regulation Hinder or Stimulate Innovation?

- ‘Does EU regulation hinder or stimulate innovation’ is a frequently heard query in the EU, but there is little systematic analytical literature on the issue. Fragmented evidence or anecdotes dominate debates among EU regulatory decision-makers and in European business, insofar as there is a genuine debate at all. This text focuses on the multi-faceted, ambiguous and complex relationship between (EU) regulation and innovation in the economy, and discusses the innovation-enhancing potential of certain regulatory approaches as well as factors that tend to reduce incentives to innovate. We adopt an 'ecosystem' approach to both regulation and innovation and study the interactions between the two ecosystems. This general analysis and survey are complemented by seven case studies of EU regulation enabling and disabling innovation, two horizontal and five sectoral ones. The case studies are preceded by a broader contextual analysis of trends in EU regulation over the last three decades. These trends show the significant transformation of the nature as well as improvement of the quality of EU regulation, largely in the deepened internal market, which tend to have a favourable and lasting effect on the rate of innovation in the EU (other things being equal). Our findings include the following: Regulation can at times be a powerful stimulus to innovation. EU regulation matters at all stages of the innovation process. Different types of regulation can be identified in terms of innovation impact: general or horizontal, innovation specific and sector-specific regulation. More prescriptive regulation tends to hamper innovative activity, whereas the more flexible EU regulation is, the better innovation can be stimulated. Lower compliance and red-tape burdens have a positive effect on innovation. We recommend incorporating a specific test on innovation impacts in the ex-ante impact assessment of EU legislation as well as in ex-post evaluation. There is ample potential for fostering innovation by reviewing the EU regulatory acquis.

509. EU home affairs diplomacy: why, what, where – and how

- Home affairs matters such as border control, crime-fighting and counter-terrorism are all increasingly subject to international rule-setting and cooperation. The European Union is facing up to this challenge, under pressure of events but also thanks to a high degree of coordination between home affairs officials and diplomats. With its near abroad now host to mass movements of migrants, radical Islamist groups and transnational organised crime networks, the Union is investing in making the relationship between internal and external security processes more substantive. But enhanced coordination can only work if Europeans adopt the right geographical focus, toolkit and strategy. This Chaillot Paper explores the genesis of ‘home affairs diplomacy’ and how it has taken shape, and highlights the challenges as well as the opportunities that bringing together different policy communities (at both national and EU level) generates for a more confident and more ‘strategic’ European approach to an outside world that has become more connected and more complex than ever before.
