11. EUROPEAN INTERESTS AND EXTERNAL CLIMATE CHANGE POLICY OF THE EU TOWARD EGYPT

Abstract:
According to the International Panel on Climate Change, climate change will affect the rivers leading to the Mediterranean, desertification will increase, rise in sea level will affect coastal settlements, and crop productivity will decrease in the region. Therefore, climate change is an important issue for the Mediterranean region. The European Union (EU) is a frontrunner in climate change policy, committing itself to a decarbonized economy by 2050. The EU also promotes climate action in the world through its climate diplomacy. Such EU action in promoting the norm of climate action can be explained with reference to EU’s economic interests. In this paper, I analyse whether the EU serves its economic interests by promoting climate action in its neighbourhood policy towards Egypt. Based on documentary analysis, this paper argues that European companies benefitted from the market-based solutions adopted by the Kyoto Protocol in Egypt, exported renewable energy technologies to Egypt and face a level-playing field in terms of regulations promoted for them by the EU in Egypt.

Abstract:
There is something deeply and comprehensively flawed in the EU’s relations with its Mediterranean neighbourhood. After more than 50 years of European cooperation, agreements, declarations and plans with the southern Mediterranean and the Arab countries, only one new democratic state (Tunisia) has emerged. A benevolent observer would say this democratisation process was not initiated as a result of the EU’s resolute support for a population demanding freedom from an authoritarian regime. A blunter observer, however, would argue that Tunisians managed to topple their former autocrat despite the support he received from certain European quarters until the very last minute. So much for decades of European pro-democracy rhetoric.

Abstract:
On Wednesday the 5th of February the European Commission proposed a revised methodology for the accession process for candidate and potential candidate countries. This methodology will be applied to Albania and North Macedonia, although for Montenegro and Serbia there has also been foreseen an opt-in in case they want to join. The document strives to inject new dynamism into the enlargement process in the Western Balkans, while attempting to introduce more clarity and predictability, stricter monitoring as well as improved incentives for the soon-to-be negotiating countries to deliver on EU reforms. The negotiating chapters have been divided into six clusters, where the fundamentals cluster will be the first to open and the last to be closed.

The euro never challenged the US dollar, and its international status declined with the euro crisis. Faced with a US administration willing to use its hegemonic currency to extend its domestic policies beyond its borders, Europe is reflecting on how to promote it currency on the global stage to ensure its autonomy. But promoting a more prominent role for the euro is difficult and involves far-reaching changes to the fabric of the monetary union.

From 2002 up to 2009, the economies of European Union countries went through a skill upgrading, rather than a polarisation between low-skill and high-skill jobs. After 2009, this changed, with declining real wages and a significant increase in the share of workers in low-skill jobs. This assessment evaluates these changes in connection with labour market variables, population densities and the emergence of machine learning and artificial intelligence.

It would provide protection in case of any need to resolve at national level a large bank with a Scandinavian footprint, and would mark a choice in favour of more cross-border banking. In the wake of COVID-19, some economic recovery policies will help green the economy – for example, energy renovation of buildings. But there are limits to the share of stimulus that can be explicitly green. The European Union should therefore also green the fiscal consolidation by setting out the path to much higher carbon prices than today. This would guide investment and provide revenues to help the fiscal consolidation.

COVID-19 has triggered a severe recession and policymakers in European Union countries are providing generous, largely indiscriminate, support to companies. As the recession gets deeper, a more comprehensive strategy is needed. This should be based on four principles: viability of supported entities, fairness, achieving societal goals, and giving society a share in future profits. The effort should be structured around equity and recovery funds with borrowing at EU level.
