1. Time to Exist and Resist: the European Union and Russian Political War

Abstract:
In March 2019, the European Parliament formally voted on a resolution that “Russia can no longer be considered a strategic partner.” This was a non-binding political resolution, though, and it is still unclear what is behind the EU’s Russia policy. A particular problem in formulating EU-wide responses to Russian political war is the breadth of opinion between member states and organizational culture – and often institutional requirement – for consensus or unanimity.

Abstract:
The rule of law holds great importance to the EU, as it also should to its member states and improving its protection has become a focus of new legislative efforts. Will this proposed regulation be useful and effective tool added to EU’s legislation or will it do the opposite and hurt the member state governments? The author focuses on already existing procedures and their deficiencies and compares them to the current proposal while also shedding light on the background of the new legislation. The reflection addresses some of the questions that may be raised related to EU law, member state sovereignty and its possible effects. The regulation still has a long way to go to become a law and in or order for that to happen it needs to be accepted by the Council. The author lists potential scenarios that could occur in the process of the law’s adoption and explains the legislative procedures.

3. The next generation of digital currencies: in search of stability

Four major developments have challenged the status quo and reopened the debate on the forms that money will take in the future: 1) use of cash as a medium of exchange has declined; 2) distributed ledger technology (DLT) has led to the emergence of thousands of digital cryptocurrencies; 3) some global tech giants are planning to provide private digital currencies to their billions of users in the form of stablecoins; and 4) in turn, public authorities are thinking about providing their own digital currencies to the general public. These developments raise questions about the implications for financial stability, the transmission of monetary policy and financial intermediation. This Policy Contribution focuses on the consequences stablecoins and central bank digital currencies could have. Stablecoins, such as Facebook’s Libra, differ from earlier generations of cryptocurrencies in three fundamental ways. First, they would start with large networks of users and global accessibility, two pivotal features for the critical uptake of a new currency. Second, given the current limitations of DLT, including in terms of energy efficiency, new stablecoins would rely on (more) centralised systems to validate transactions. Third, stablecoins would focus particularly on reducing the volatility in the value of the new currency. These new features of stablecoins attempt to correct some of the critical deficiencies identified in first-generation cryptocurrencies, which meant they did not acquire the main functions of money. However, new stablecoins raise other questions and potentially create new problems. One issue could arise from the more centralised (permissioned) validation system, which could lead to collusion problems. Another issue could arise from the reserve system that is supposed to ensure the stability of stablecoins, such as Libra, which could be incompatible with the profit maximisation behaviour of a private issuer. Facebook’s Libra plan has been a wake-up call to central banks and governments which, afraid of losing their monetary sovereignty, have renewed their interest in central bank digital currencies (CBDCs) as a potential solution. CBDCs could make private digital currencies less attractive and slow down their adoption. But there are other reasons to give the general public access to central bank liabilities. One important reason to provide CBDCs to citizens is that if cash disappears, citizens will lose direct access to sovereign money. Another benefit of the introduction of CBDCs is that monetary policy could be strengthened by transmitting it directly to the general public. However, the introduction of CBDCs could also be disruptive and create risks. In particular, CBDCs could have major consequences for financial intermediation. These risks would have to be evaluated by policymakers before any decisions are taken. If CBDCs are introduced, central banks would have to carefully calibrate their properties to minimise these risks. But, eventually, if these risks – and in particular the risk of structural financial disintermediation – do materialise, central banks would have various instruments to counter them.

4. Proposed Frontex reform and its impact: Border politics and the external security nexus in the EU

The EU Commission has proposed that the European Border and Coast Guard Agency, known as Frontex, should have a standing corps of 10,000 operational staff, who could be deployed anywhere in the world to willing host countries. Frontex would emphasize its focus on migration management and returns, and expands its tasks to countering terrorism.The reform would increase Frontex’s operational capabilities, but decrease the role of the member states by centralizing decision-making within the Commission. A partial overlap with the Common Security and Defence Policy (CSDP) instruments, especially with civilian crisis management, could have an impact on the external action of the EU. Since the member states have diverging views on how to improve border security and the role that the Council should have in the decision-making, it is likely that the proposal will face some changes before it can be accepted by the Council and the European Parliament. To this end, the planned timeframe seems unrealistic.

5. The Concepts of parliamentarism in the EU's political system: Approaching the choice between two models

EU-level parliamentarism is at a crossroads. The hybrid form of parliamentarism, combining elements of parliamentarism as control of the executive and parliamentarism as a separation of powers, has rendered the public image of the European Parliament obscure, and decreased the democratic legitimacy of the EU’s political system. Even the contradictory elements of the two main models of parliamentarism have been incorporated into the Union’s political governance. Lack of clarity concerning the contours of parliamentarism tends to support an underestimation of the role it plays at the EU level. The path towards the revision of the Union’s democratic governance along the lines of the separation of powers system is currently shorter than the one provided by parliamentarism as control of the executive.

6. The 2019 European elections: New political constellations

Abstract:
Three main factors will determine the shape of the next European Parliament (EP): the outcome of the elections, the organisation of national parties into supranational political groups, and developments in the Brexit process. Everything points towards some significant changes – and a considerable degree of uncertainty – in the new EP. The EP’s centre-right and centre-left groups are expected to lose their combined majority for the first time since 1979, whereas far-right parties and liberal democrats will likely increase their representation. The EP’s mainstream groups will therefore need new allies to achieve majorities, which could boost the influence of the smaller groups. The choice of the next Commission President will be the first major test for the new EP. While most political groups have designated candidates, it is unclear whether the Spitzenkandidaten system will be followed. If and when it takes place, Brexit will have an impact on the size of the EP, reducing it from 751 to 705 seats, as well as on the composition of the political groups that include British parliamentarians.

7. The Emergence of a European Political Space

Abstract:
When citizens vote in the European Parliament elections in May, the exercise will yet again boil down to 27 parallel national elections. The 705 members will be elected according to national lists and national electoral laws, after campaigns organized by national parties. Certainly, there will be Europe-wide lead candidates (Spitzenkandidaten) from some of the main EU party groups. Yet, as in the last elections in 2014, they are unlikely to get much traction, as most national parties ultimately see the contest as a domestic trial of strength. This is one of the paradoxes of EU politics. Political elites in member states have been very generous in providing the European Parliament with expansive legislative and budgetary powers, turning it into the most powerful transnational assembly in the world. Yet, they have also been extremely restrictive when it comes to allowing space for a genuinely European electoral process to take shape. There have been several initiatives to introduce transnational lists, whereby seats would be reserved for a special electoral district covering all of the EU. This would enable, for example, a Portuguese citizen to vote for a Finnish candidate, and would thus reduce the control of national parties over the elections. So far, however, the majority of the latter do not wish to create a parallel European political space and have blocked these initiatives repeatedly. Nonetheless, a European political space is gradually opening up. This is due to two interrelated developments: the “nationalization” of European politics and the “Europeanization” of national politics.

8. The European Union makes a new push for democracy

European Union leaders will not be able to dodge the growing constitutional crisis. They are bound to improve the way the Commission president is chosen by reforming the electoral procedure of the European Parliament and by advancing federal political parties. Angela Merkel has dropped her opposition to transnational lists and now agrees with Emmanuel Macron to return to the EU’s institutional agenda. This means treaty change. President von der Leyen promises to help MEPs initiate the reforms and broker the deal in the European Council. Andrew Duff explains what these reforms mean for the balance of power within the Union, and in annexes to this paper, he sets out proposals. He argues that the Conference on the Future of Europe is the right forum to plan how to rectify the weak government of the Union and to strengthen its democratic legitimacy. But he urges swift progress on the related items of Spitzenkandidaten, transnational lists and seat apportionment. Duff favours a direct role for citizens in the work of the Conference, but warns against using this as an excuse for evading tough and complex constitutional questions. The Conference will only succeed if it has a clear and meaningful mandate backed throughout by the three EU institutions.

Abstract:
A coalition government that is largely, if not entirely, alien to mainstream party politics has run Italy since June 2018. The coalition is made up of the League, a right-wing anti-immigration party, and the anti-establishment Five Star Movement (Movimento 5 Stelle, M5S), which refuses to categorize itself as either left or right wing. While the two parties did not campaign on a joint agenda, and actually competed in the March 2018 election, a number of important commonalities are present, particularly if one looks at party politics not through the horizontal “left-right” prism but through a vertical “open-closed” one.
