Abstract:
Many recent government and corporate policies aimed at reducing a variety of negative externalities include regulations that ban the provision of externality‐​generating products. However, these policies often ban only a narrow subset of products associated with the underlying externality. For example, the U.S. Department of Justice banned bump stocks, which assist in rapid‐​fire shooting, after a Las Vegas mass shooting rather than placing stricter regulations on all assault weapons. Similarly, Starbucks recently banned the distribution of plastic straws at its stores to reduce environmental waste, and New York City attempted to pass a restaurant ban on sugar‐​sweetened beverages over 16 ounces to curb obesity.

372. UK Green Growth Index

Abstract:
Our UK Green Growth Index, produced on behalf of Lloyds Banking Group, assesses the degree to which each UK nation and region may be impacted by the challenges of the net zero transition, and how well placed they are to capitalise on green growth. The transition to net zero will require substantial investment and adaptation across the UK economy. This will create unique opportunities for British businesses to innovate, produce, and supply the goods and services needed to enable the transition, not only in the UK but globally. At the same time, for many parts of the economy the transition will create challenges due to the need to adapt products, processes, and skills. Our UK Green Growth Index, produced on behalf of Lloyds Banking Group, assesses the degree to which each UK nation and region may be impacted by these challenges, and how well placed they are to capitalise on green growth. Our research suggests that green growth opportunities are especially strong in Scotland, given its existing base of green economy activity and its access to a workforce with relevant skills. Similarly, Wales appears well placed to capitalise on green growth opportunities, although it may face greater disruption in the nearer term due to its reliance on high emitting industries. Northern Ireland is also relatively exposed to disruption and may need to accelerate efforts to put in place the factors needed to fully exploit green economy opportunities. Amongst English regions, the South East and South West appear to be best placed to capitalise on the green economy and are less exposed to disruption from the transition than many other parts of the UK. In contrast, Yorkshire and the Humber may face greater disruption and has further to go to develop some of the factors needed to capitalise on green growth. London is somewhat of an outlier: its status as a city-region with a service-orientated economy means it is much less exposed to the challenges than areas which rely more on industrial activity, but it also has less scope to capitalise on green economy opportunities in fields such as manufacturing and energy (although it is well positioned to develop as a centre for green finance and other professional services).

373. Can adjustment costs in research derail the transition to green growth ?

Abstract:
Adjustment costs are a central bottleneck of the real-world economic transition essential for achieving the sizeable reduction of greenhouse gas (GHG) emissions set out by policy makers. Could these costs derail the transition process to green growth, and if so, how should policy makers take this into account? I study this issue using the model of directed technical change in Acemoglu, Aghion, Bursztyn, and Hemous (2012), AABH, augmented by a friction on the choice of scientists developing better technologies. My results show that such frictions, even minor, materially affect the outcome. In particular, the risk of reaching an environmental disaster is higher than in the baseline AABH model. Fortunately, policy can address the problem. Specifically, a higher carbon tax ensures a disaster-free transition. In this case, the re-allocation of research activity to the clean sector happens over a longer but more realistic time horizon, namely around 15 instead of 5 years. An important policy implication is that optimal policies do not act over a substantially longer time horizon but must be more aggressive today in order to be effective. In turn, this implies that what may appear as a policy failure in the short-run | a slow transition albeit aggressive policy | actually re ects the efficient policy response to existing frictions in the economy. Furthermore, the risk of getting environmental policy wrong is highly asymmetric and `robust policy' implies erring on the side of stringency. Details

374. Financing energy innovation: internal finance and the direction of technical change

Abstract:
Achieving the goals of the Paris Agreement and of climate neutrality by 2050 in the European Union will require mobilizing financial investments towards clean energy innovation. This study examines the role of internal finance (cash flows and cash holdings) and financing constraints for innovation in energy technologies. We construct a dataset for 1,300 Europeans combining balance-sheet information and patenting activities in renewable (REN) and fossil-fuel (FF) technologies and estimate the sensitivity of patenting activities to's internal finance. We use count estimation techniques and control for a large set of-specific characteristics and market developments in REN and FF technologies. We find that patenting activities ofs specialized in REN innovation are significantly more sensitive to a shock in cash flows thans specializing in FF innovation. Hence, our results emphasize that innovatives in clean energy may be particularly vulnerable to financing constraints. We discuss the implications of these results for energy transition policies aiming to redirect finance towards clean energy R&D.

Abstract:
We build a novel news-based index of US environmental policy and examine how it relates to clean investments. Extracting text from ten leading US newspapers over the last four decades, we use text-mining techniques to develop a granular index measuring the salience of US environmental policy (EnvP) over the 1981-2019 period. We develop further a set of additional measures, namely an index of sentiment on environmental policy, as well as various topic-specific indices. We validate our index by showing that it correctly captures trends and peaks in the evolution of US environmental policy and that it has a meaningful association with clean investments, in line with environmental regulations supporting growing opportunities for clean markets. In firm-level estimations, we find that the salience of environmental policy in newspapers is associated with a greater probability of cleantech startups receiving venture capital (VC) funding and reduced stock returns for high-emissions firms most exposed to environmental regulations. At the aggregate level, we find in VAR models that a shock in our news-based index of renewable energy policy is associated with an increase in the number of clean energy VC deals and in the assets under management of the main benchmark clean energy exchange-traded fund. Overall, our EnvP index provides a lot of substantial information on environmental policy and can help assist the policy and financial community in understanding how these regulations are perceived by investors | providing many avenues for future research.

376. The Role of Blockchain in Green Hydrogen Value Chains

Abstract:
A rainbow of colors currently dominates almost every conversation on the transition to a low-carbon economy: green, grey, blue, turquoise, pink, yellow[1] - an ever-increasing palette to describe the same colorless, odorless, and highly combustible molecule, hydrogen. The only difference is the chemical process used to produce it. The colors of hydrogen are crucial for the energy transition because each production pathway generates different amounts of greenhouse gas emissions. For example, while grey hydrogen, produced from fossil fuels, yields up to 20 tons of carbon dioxide per ton of hydrogen, green hydrogen, produced from renewable energy sources like solar and wind, yields no emissions. Furthermore, although these colors all refer to the same molecule, production costs differ: green hydrogen remains substantially more costly today. With aggressive development and deployment of electrolyzers and other hydrogen technologies at scale, green hydrogen could become cost-competitive with blue hydrogen, produced from natural gas with carbon capture, by 2030 in many countries.[2] Overall, the rate at which green hydrogen costs decrease will also depend on government policies and incentives, such as carbon pricing and tax credits. Therein lies a critical challenge for the successful transition to a low-carbon economy. As energy systems increasingly evolve from centralized to decentralized, from “grey” to “green,” stakeholders will need to efficiently account for and track emissions and green molecules in a transparent, secure, and standardized way, and must be able to do so along value chains from production to consumption.

377. The European Union at a Crossroads: Unlocking Renewable Hydrogen’s Potential

Abstract:
European countries are at a crossroads on their path to carbon neutrality. Today, they are at the forefront of the global clean hydrogen race but going forward they would be better served by collaborating instead of working alone. Overall, the European Union (EU) is highly competitive in clean technologies manufacturing and thus well-positioned to benefit from the emergence of global hydrogen markets. But a narrow focus on short-term cost considerations could drive member states to implement national roadmaps with little or no coordination among themselves and hence little or no chance of competing globally. As a bloc, the EU has pledged to reach carbon neutrality by 2050. Clean hydrogen is a cornerstone of this transformational effort; accordingly, in July 2020, the EU adopted its hydrogen strategy with the ambition of deploying open and competitive clean hydrogen markets for all energy sectors and segments by 2050.1 Success hinges around implementing a cohesive long-term strategy to address a fundamental ques- tion and its associated challenges: where could the EU source competitive and secure renewable hydrogen supplies? As our previous research shows, all countries have access to renewable resources (such as solar or wind), to different degrees, and could produce some renewable hydrogen locally. However, while resource-rich countries, such as Spain, could evolve into regional exporters, no EU member state has the potential to become a global export champion. At the same time, North African countries, such as Morocco, are well-situated to act as key suppliers to the EU. Furthermore, imports from resource-rich regions like North America could help to address security of supply concerns.2 Today, EU hydrogen demand stands at 7.8 million tons per year (Mt/yr), equivalent to about 10% of global demand. Germany and the Netherlands are the largest consumers, accounting for over a third of EU demand, followed by Poland, Spain, Italy, Belgium, and France, which consume about 0.5 Mt/yr each.3 According to available projections, as hydrogen use grows across all economic sectors, EU hydrogen demand could reach 76 Mt/yr by 2050. But while the EU strategy sets clear targets on electrolyzer deployment by 2030, it provides very few details on how the bloc could meet demand—and at what cost—by 2050.

Abstract:
In the last decade, many states set ambitious goals to decarbonize their energy portfolios. Seven states along the Atlantic coast are pursuing 100% clean electricity targets, while others have adopted stringent emissions reduction targets.1 Realizing these goals requires scaling wind, solar, and other renewable resource electricity generation at rates three to four times recent levels. If wind is to play a significant role in decarbonizing the electricity sector in the densely populated northeast section of the United States, a substantial proportion of the investment must occur offshore, as onshore wind speeds and available land area are limited. Some states have taken an additional step by establishing specific offshore wind targets. For example, New York's 2019 Climate Leadership and Community Protection Act contains a goal of 9,000 MW of offshore wind by 2035.2 This policy brief examines the economic and technical feasibility of substantial wind generation development along the Eastern Seaboard.

The precedence afforded in recent decades to environmental issues and to the centrality of a sustainable development agenda has led financial institutions to redefine and redirect their funding as well as their institutional and market arrangements to contribute towards balanced and inclusive development, such as strategies to support national environmental targets that will secure the sustainable development goals. This research will therefore explore some elements that underline the relation between the NDB and the BNDES, the Brazilian Development Bank, which can be considered one of the main agencies implementing funding geared for Brazil, with various joint projects approved.

380. The Dynamic Implications of Globalization and Renewable Energy in Turkey

Abstract:
This study aims to analyze the dynamic effect of renewable energy use and globalization on the environmental quality in Turkey by utilizing quarterly time series data spanning the period 1990- 2017. After identifying the series order of stationarity by utilizing ADF test, this study makes use of SVAR model. The reason is that SVAR is powerful method in testing contemporaneous and past shock among the variables. In addition, SVAR is the powerful in variance decomposition and the possibility of observing long run forecast. The results disclose that environmental quality reacts negatively to the shocks in hydro energy and economic growth, while the globalization seems positively impact the degradation of the environment. These outcomes are consistent with relevant theories and empirical findings. The only striking result is the positive impact of biofuel and waste energy on the environment. Although Turkey has recently implemented a range of energy policies to promote renewables but some challenges still there, future policymaking should enhance the development in renewables and create more competitive environment for investment in the renewables market.
