1. “Engaged Opportunism”: Russia’s Role in the Horn of Africa

Abstract:
After spending nearly three decades as a marginal player in the Horn of Africa, the Russian Federation has made significant progress towards recapturing its great power status in the region. Russia has engaged with all countries in the Horn of Africa and refused to take sides in the region’s most polarizing conflicts, so Moscow can be best described as an “engaged opportunist” on the Horn of Africa. Russia is principally focused on establishing itself as the region’s leading arms vendor, but prospectively, has one eye on constructing a Red Sea base. Russia’s resurgence in the Horn of Africa has generally dovetailed with the People’s Republic of China’s regional aspirations, but has placed it increasingly at odds with France and the United States. Looking ahead, Russia’s ability to link its Horn of Africa strategy to its aspirations in the Middle East will shape the future trajectory of its involvement in the region. Abstract:
The North Korean nuclear and ballistic missile crisis is the most serious proliferation crisis the European Union (EU) and its member states currently face on the world stage. Despite the staging of diplomatic meetings, the threat caused by this crisis to European interests, in terms of proliferation, instability and to prosperity, persists. It is now essential that the EU and its member states move from a strategy of critical engagement to implementing a more proactive strategy of credible commitments in four areas: political engagement, non-proliferation, the implementation of restrictive measures and engagement with the North Korean people. Such a renewed strategy should be highly coordinated, build on the many initiatives already being taken and facilitated by the appointment of an EU Special Representative on North Korea.

Abstract:
It appears unlikely that Iran will engage in diplomatic negotiations with President Donald Trump’s administration before the U.S. elections. However, the international community may find Iran ready to consider a return to negotiations in 2021—regardless of the results in November—either because of Iran’s interest in engaging a Biden administration or in an effort to avoid four more years of the Trump administration’s maximum pressure campaign. This report lays out potential options for a new U.S. administration to engage Iran in 2021. Many of the ideas also can be adapted for a second term Trump administration as described at the end of this report.

4. The Tunisian Experience of Decentralization Since 2014

Abstract:
In order for decentralization to be effective and lead to greater equality in development and political engagement, both processes of codification (i.e. enshrining provisions in the constitution) and operationalization must be guided by strong legal and political foundations, principles and structures. The paper discusses the Tunisian experience of decentralization since the adoption of the 2014 Constitution that described the Tunisian state as a unitary state and enshrined administrative decentralization, thus consolidating the Tunisian decentralized state. It argues that after the fall of Ben Ali, decentralization was seen as a way to preserve the integrity of the unitary state in Tunisia while introducing instruments of participative democracy through a reinvigorated decentralization process. First, it presents the legal and political foundations for decentralization and the new structures that were set up to implement it. Second, the paper addresses the fiscal and logistical challenges of implementation, the importance of collective civil society engagement in decentralized structures and concludes with recommendations and lessons learned from this experience in a country that recently experienced democratic transition.

Concerns about US engagement in NATO, a potential dissonant threat perception towards and relationship with China and Russia, and the tensions around trade agreements, and in general a perceived defiance of international liberal order are all issues that have ranked high on the agenda of European leaders since early 2017, and that continue to represent - among other issues - topics that require a deeper discussion at the political and the expert level.

Central America has received little attention in the Russia Federation’s ‘return’ to Latin America. The region’s small population and underdeveloped markets make it relatively uninteresting for a far-off country like Russia. Yet, in recent years, Russia has intensified and diversified its engagement with Central America, expanding beyond Moscow’s traditional partner, the Republic of Nicaragua. Central American leaders want more trade and investment with Russia as Moscow seeks to bolster its presence in the Caribbean. However, tense relations between Managua and its neighbors could make Moscow’s defense cooperation with Nicaragua counterproductive. Seeking to become a significant player in the region, Moscow is set to expand its presence in Central America through bilateral and multilateral channels, a move that will likely affect the region’s conflicts.

8. Talks, Markets, and Recognition? Addressing the North Korean Nuclear Conundrum

North Korea has become a de facto nuclear power. Regardless of one’s views about the regime and its treatment of the country’s ordinary citizens, its nuclear and weapons of mass destruction (WMD) programs, and its illegal activities ranging from proliferation of WMD to currency counterfeiting, the international community has to accept that it is dealing with a nuclear North Korea. This means that stopping and rolling back Pyongyang’s nuclear programme is no longer a realistic goal, at least in the short term. Both in public and in private, the regime has clearly indicated that the program itself is not a bargaining tool. Rather, the Kim Jong-un regime considers a nuclear deterrent the best means to avoid the same fate as the Muammar Gaddafi and Saddam Hussein regimes: military strikes led or supported by the U.S., followed by the execution of their leaders at the hands of their former citizens. The debate has to now shift towards how to deal with a nuclear North Korea. Sanctions have clearly not worked. The current round of UN and bilateral sanctions implemented from July 2006 onwards has failed. Pyongyang had not even conducted a nuclear test when sanctions were first implemented. Today, it is believed to be in possession of dozens of nuclear devices.3 Isolation of the Kim Jong-un regime has not worked either. Two consecutive South Korean conservative governments led by Lee Myungbak and Park Geun-hye dismantled many of the cooperation mechanisms set up by their predecessors. The Barack Obama administration refused to countenance diplomatic engagement with Pyongyang unless it changed its behavior. Xi Jinping is yet to meet with Kim Jong-un, even though they sit less than two hours away from each other. In return for sanctions and isolation, North Korea has pressed ahead with its nuclear and ballistic missile programs. Deterrence is a useful way to prevent a North Korean attack on Seoul, Tokyo or the U.S. mainland. Nevertheless, few experts think that Pyongyang would strike first.4 Engagement thus seems to be the only viable option to deal with Pyongyang.

9. Governance Innovation for a Connected World: Protecting Free Expression, Diversity and Civic Engagement in the Global Digital Ecosystem

Worldwide, the internet and the increasingly important social media and content applications and platforms running on it have assumed an extraordinary and powerful role in people’s lives and become defining features of present-day life. This global digital ecosystem has created immeasurable benefits for free expression, social and cultural exchange, and economic progress. Yet, its impacts, and the easy access to content it provides, have not all been either foreseeable or desirable, as even a cursory scan of the daily news will show. In this environment, the Global Digital Policy Incubator at Stanford University and the Centre for International Governance Innovation, in cooperation with the Department of Canadian Heritage, invited government, business, academic and civil society experts to an international working meeting in March 2018 to explore governance innovations aimed at protecting free expression, diversity of content and voices, and civic engagement in the global digital ecosystem. One of the goals was to bring different players and perspectives together to explore their similarities within a comparative public policy context. This publication reports on the meeting’s discussion as participants sought innovative approaches to deal with both present and emerging challenges, without impeding the creativity and benefits that the internet can bring.

Abstract:
Should the US strategy toward the Gulf be one of offshore balancing or one of deep engagement? The debate on US grand strategy lacks solid empirical ground. I address this issue by providing a study of the US´ role as the Gulf’s security provider. I investigate the extent to which distinct military strategies have affected the stability of the region. My findings show no clear correlation between increased US military presence and a reduction in either the incidence or the intensity of regional armed conflict, possibly lending credibility to the arguments of the advocates of a strategy of offshore balancing.
