Abstract:
As energy markets and technologies rapidly change, international oil companies (IOCs) are facing a set of interconnected challenges that will fundamentally affect their business models. From changes in the supply and demand picture, to shifts in how energy is produced and consumed, to public pressure to decrease greenhouse gas footprints, companies have a wide range of issues to consider as they decide how to prepare for an unpredictable future. In a new issue brief, “Navigating the Energy Transition: International Oil Company Diversification Strategies,” Global Energy Center Senior Fellow David Koranyi provides a macro picture of select IOC’s strategic (re)thinking and explores some of the strategies IOCs have undertaken to diversify their portfolios and prepare for the unfolding energy transition.

Abstract:
Inga III is a huge hydroelectric project that could supply much of the Democratic Republic of Congo and the African continent with energy. For several years, discussions about the project between the Congolese presidency and two international consortiums have been held behind closed doors. In this report, released on October 28, Resource Matters and the Congo Research Group tell the story of the negotiations around the world's largest hydroelectric site. The report argues that there is currently no guarantee that the population will benefit from the electricity generated by the future power plant.

116. Does the New Saudi Reactor Justify Proliferation Fears?

In early April 2019, Saudi Arabia’s progress in constructing its first nuclear reactor with the assistance of Argentine firm INVAP was the subject of considerable media attention that speculated on the dangers of this development. This was made all the more alarming given the reported nuclear technological assistance to the kingdom that the American administration approved. In fact, a cursory review of events surrounding this development reveals that there are at least two indicators that can be seen as cause for concern. First, Saudi leadership rhetoric pertaining to proliferation has not been reassuring, as crown prince Mohammed bin Salman signaled his country’s resolve to pursue the path of nuclear armament in the event that Iran, its regional rival, moves in that direction too. Second, the construction of this reactor is seen as the first step toward acquiring the knowledge and experience necessary for developing a sizeable nuclear power infrastructure that will supply the kingdom’s needs in the future. The kingdom has plans to build two large nuclear reactors to diversify its energy sources and meet its electricity needs, as well as a number of small reactors for desalination purposes. As these plans begin to materialize, the importance of Saudi compliance under a Comprehensive Safeguards Agreement (CSA) will become indispensable and equivocation on the matter unacceptable. Having said this, speculation that is largely focused on a handful of events reported by the media is not good at providing a clear picture. Grounding analysis in an understanding of regional politics and global nonproliferation dynamics is likely to capture a clearer picture of the situation. There are at least two factors should be grounds for concern about potential Saudi nuclear proliferation.

Over the last two decades, every component of the global energy scenario has changed: demand, supply and energy-type. The only constant has been the U.S. Dollar as the currency of energy trade. Lately, the Chinese Yuan has emerged to challenge the Dollar. Can the Indian Rupee be a third player? India is now the world’s third-largest consumer and second-largest importer of energy. Its open market, transparent regulation and growing demand give it an opportunity to become the hub of a vibrant new oil market, simultaneously ensuring its energy security and raising the international profile of the Rupee. This paper explores the possibility the Rupee could be the third currency in which energy is traded, and the challenges and opportunities it presents.

The Baltic region is making a significant progress in developing functioning regional natural gas market, expanding and integrating the related infrastructure, and ensuring the security of supply. However, there are multiple factors—at the national, regional, European and even global levels—that prevent this from becoming an ideal market capable of delivering greater security at a reasonable cost. Liquidity of the market is low due to falling consumption; state aid and state participation in the energy enterprises discourage private investments and distort market conditions, while geopolitical tensions between the West and Russia add further complications. The report considers the trends in the overall natural gas sector—such as greater portion of trade being conducted in gas trading hubs; more reliance on spot pricing rather than long-term contracts; LNG glut in the global markets, introduction of “virtual pipelines” and flexible infrastructure, pressure to reduce CO2 emissions as well as the US entry into the global LNG market as a major player—and analyses their implications to Estonia. It puts forward a number of recommendations on how to create and sustain the conditions necessary for efficient natural gas market in the region as well as for improved energy security of Estonia.

Abstract:
Russia and China share a number of interests in the Middle East: limiting US power and maintaining good relations with all players in the region while remaining aloof from the key conflicts, especially between Iran and Saudi Arabia, and Iran and Israel. Russia’s position has been based on political support for particular states, arms sales and the provision of civilian nuclear energy technology. Moscow has boosted its role by intervening militarily in the Syrian civil war. China has been strengthening its political position in the region for the last decade and its presence is more substantial from a financial-economic perspective. The current Chinese and Russian regional posture further marginalises the influence of the EU in MENA. In the Middle East, the EU is already a weaker economic actor than China and a weaker military player than Russia. However, the EU can cooperate with Russia and China on upholding the Joint Comprehensive Plan of Action on Iran’s nuclear programme.

Framed around the inter-related themes of energy, mobility and digitalization, the conference sought to provide a platform for dialogue between political leaders, diplomatic officials, and representatives from the private sector, academia and civil society. This European Policy Brief aims to illuminate the major topics that were discussed at the conference and put these into a wider context. The umbrella theme of connectivity in infrastructure speaks to the common ambition that Belgium and Germany share: propelling the European project forward – even when facing headwinds – by embracing increased economic interdependence.
