During the 1950s, the Eskimo Affairs Committee played a significant role in shaping a new set of policy initiatives that Ottawa was framing toward Inuit. The record of the committee’s activities offers important insight into development-administration in-the-making, covering a wide swatch of issues from education to health care, the case for a new field administration, proposals for expanded credit channels, and measures to extend the scope of wage employment and small manufacturing.

Abstract:
Proven to be the best engines for job creation, new and smaller enterprises are India's answer to rising unemployment and a burgeoning youth population. Research findings related to entrepreneurship, business growth, and job creation—as well as a comparison of India’s private sector with those of other countries—reveal an alternative path forward for generating productive jobs in India. Seven findings are particularly relevant: 1. Although micro businesses dominate most countries’ economies, India’s economy has an excessive proportion of less productive, informal micro businesses. 2. Employment in India is concentrated in the micro businesses, whereas in developed countries, it is concentrated in formal small and medium-sized firms. 3. Productive jobs are created by firms that start out as formal. 4. New and young firms create more jobs than older, established firms. 5. Growing and efficient firms are founded and run by educated entrepreneurs. 6. Older firms in India exhibit lower productivity than firms of similar ages in developed countries. 7. India has a deficit of productive, job-creating entrepreneurs and an excess of informal entrepreneurs focused on surviving. Based on the findings, it is clear that policies aimed at creating jobs should support, first and foremost, the establishment and growth of new and young formal firms. These policies should make it easier and less costly for entrepreneurs to start and grow a firm.

23. Why do we need self-employed persons? Some economic reflections, mainly tax related ones

Abstract:
For many years, we have been hearing about the need for innovation and entrepreneurship. Successive Polish government declare their support for entrepreneurs and expand the catalog of privileges, mainly related to taxes and mandatory contributions. Not infrequently, in these discussions the self-employed are equated with entrepreneurs. In this work, we will seek an answer to the questions: Who, then, are the self-employed? Are they really entrepreneurs? Should we support their activities? And finally the fundamental question: What does the economy get from the self-employed? In this work we point out that the differences in rates of self-employment between countries may result from differences in taxation on the labor provided by self-employed and salaried workers. In the main part of the work, taking advantage of the potential of the EUROMOD tax-benefit microsimulation model, we show that in Europe there is no single model of taxation of work conducted as one’s own business. In the majority of the tax-contribution systems we examined, the profitability of employment or self-employment changes along with changes in income. In light of the regressivity of the burdens on the self-employed, as a rule it begins to be profitable only above a certain income level. In the first part of the work we define the self-employed as those who run a business, and later we distinguish within this group entrepreneurs, meaning those who take on risk and create innovations. Discussing the advantages and disadvantages of self-employment from the point of view of the self employed and the employer, we point out that the benefits – including systemic (tax and contribution) benefits, outweigh the disadvantages. We also discuss in more detail the imposition of income tax on the self-employed. In the second part we present changes in the value of self-employment over the last 25 years. Here we use data from the World Bank and certain data points from the European Union Statistics on Income and Living Conditions (EU-SILC). They allow us to observe how the relationship between the self-employed and the economy is changing: The significance of services provided for other businesses is growing. Additionally, we can see that the significance of self-employment is falling. In Poland the level of (non-agricultural) self-employment is low. The dynamics of the rate of self employment indicate that the influence of legal regulations on the scale of self-employment is secondary. It seems that in this case, technological and demographic factors are much more significant.

Abstract:
Progressive policy proposals that would have appeared radical just a few years ago, including high marginal tax rates, wealth taxes, universal basic income, single-payer health insurance, and free college for all, are now on the agenda. The recognition that we can do more to create shared prosperity — that is, economic growth benefiting society at large, not just corporations and the very well-educated — is a welcome development. But are we targeting the right policies? We are at a critical juncture both economically and politically. We do not have much time left to reverse the trend towards greater inequality and worsening economic prospects for less educated Americans before its social consequences become more deeply ingrained. And the 2020 presidential election may provide a unique opportunity to adopt fundamentally different economic policies. Failing to identify the right policy priorities would not only squander this critical juncture; it could also deepen the rift between the different wings of US politics.

26. Education and Labour Market Activity of Women in Botswana

Abstract:
This study examines the prevalence of female participation in labour market activities and investigates the role played by education in this participation. Using the 2015/16 Botswana Multi Topic Household Survey data and a multinomial logit model, the study found that women with tertiary education are more likely to be wage employed relative to self-employment, whereas those with lower to no education are more likely to be unemployed or out of the labour force. This is because higher education is normally considered a prerequisite for most wage jobs. It is therefore imperative for the government to continue educating women beyond secondary level as it will better equip them to participate in more meaningful labour market activities. On the other hand, there is need to stimulate the demand side of the labour market in order to accommodate the rising numbers of women with high levels of education. In order to encourage participation of women in high rewarding self-employment activities, there is need to intensify empowerment schemes that are largely oriented towards their self-employment.

27. Unemployment in the SADC Region

Abstract:
The objective of this study is to estimate the determinants of unemployment in the Southern African Development Community (SADC) region using annual data from 2000 to 2016. Given the characteristic of the data, the study adopts Fixed Effect (FE) estimation technique. For further analysis, the study also estimated the ARDL panel model to capture persistence effect of unemployment in the region. The FE results reveals that real GDP, foreign direct investment, consumer price index, credit to the private sector and interest rate are negatively related to unemployment. While trade openness, labour productivity and population have a positive sign. The results estimated with ARDL model are not very different from those of FE model, but we obtained a noticeably smaller estimates for ARDL model. Variables which have negative association with unemployment suggest that they are likely to reduce unemployment. Therefore, such indicators may be of interest to policy makers when formulating unemployment reduction strategies. In terms of policy advise, the study recommends the government of SADC member states to encourage the education system that can equip leaners with entrepreneurial skills and in-job practical skills, in order to promote high success rate of SMMEs as well as to provide skills needed in the labour market. It also recommended enforcement of free trade of goods and services in the region as a means of making the industrial sector an engine of economic growth in order to create much needed employment.

28. Financial Inclusion and its Impact on Employment Creation in Botswana

Abstract:
The study examines the impact of financial inclusion on employment creation in Botswana using quarterly time series data for the period 2004-2016. Using Autoregressive Distributed Lag (ARDL) model, we find that availability of bank branches, ownership of bank account and borrowing from the commercial bank have a positive impact on employment creation in the short run. Similarly, in the long run, availability of bank branches, ownership of bank account has a positive relationship with employment creation in the long run. Depositors with commercial banks has a negative bearing on employment creation, both in the short run and in the long run. Therefore, policies should be aimed at ensuring easy access into the financial sector by way of reducing costs associated with account opening as well as creating affordable deposit and borrowing windows to the financially excluded groups.

29. Platform Economy and Employment: What it is like to work for an app in Argentina?

Abstract:
Digital platforms emerged globally about ten years ago and entailed a major disruption in the world of work. However, they are a relatively recent development in Argentina. Early in 2016 there were five such platforms in operation, all of them domestic capital companies. After that, the flexibilization of the system of payments abroad and other factors accelerated the entry of new platforms and affiliates of foreign companies, which, in turn, fostered the flow of new investments in local platforms that were already installed. In fact, during the following two years, at least eight new platforms that offer the possibility of income generation were incorporated. However, new forms of work through digital platforms is not included in the government´s official statistics and thus remains invisible in other categories: unemployed working persons, freelancers, some non-standard wage-earning employment, and informal workers. This study is the first to classify, describe, and analyze digital labour platforms in Argentina. It includes a specific survey of more than 600 cases: the 2018 Survey of Platform Workers (ETP 18, as per its Spanish acronym). The survey’s results show that, although this phenomenon is at its earliest stages, in 2018 the group of users-providers of services through digital platforms represented 1% of all those employed in Argentina, that is to say, more than 160,000 registered workers. That figure encompasses very different realities, from people transporting passengers in their cars to graphic designers working from home, or people renting out a room in their homes. One conclusion drawn from this research is that the platform economy offers new income generation opportunities and plays a social safety role in the face of unemployment and underemployment, but it also creates regulatory issues and challenges the scope of labour, tax and worker protection rules that were designed for the traditional economy. The digital platform economy democratises the generation of income, offers more flexible opportunities and income generation methods, and facilitates access to work. Nevertheless, it also brings new challenges to workers: more job insecurity and volatility, and less accumulation of skills. 30. Fiscal Transfers and Inflation: Evidence from India

Abstract:
Controlling for monetary policy, government transfers are potentially inflationary. This, however, may not be true when the economy is demandconstrained. Using a panel data of 17 Indian states over 30 years, we show that government transfers via welfare programs do not lead to inflation. For identification, we use a narrative shock series of transfer spending that is based on the introduction of new welfare programs. We then look at a specific program, NREGA, which has been shown to increase rural wages, and show that its implementation did not increase inflation.
