1. Protecting Freedom of Thought: Mitigating Technological Enablers of Disinformation

Abstract:
It has been said that a lie can travel halfway around the world while the truth is putting on its shoes. Social media and internet ad-supported business models that capitalize on capturing attention have introduced powerful technological enablers that are supercharging the targeting, dissemination and amplification of false information online. Influence operations have been quick to use these tools to manipulate and compromise freedom of thought. Assuming these ad-based business models are here to stay, at least for now, steps must be taken to address the problematic elements that influence operators are leveraging. Remediation efforts must both prevent amplification of harmful content, and increase the risk, cost and complexity to the influence operator. Alexa Raad describes frameworks that can be used to analyze the stages, tactics, techniques and procedures used in influence operations, and outlines the need in the United States for regulation in four areas — actions which, alongside effective public-private collaboration and increased media literacy, would help to “mitigate the pollution of our information ecosystem and protect our freedom of thought.”

Abstract:
Merging artificial intelligence (AI) and global governance, global AI governance focuses on defining terms to deepen understanding, promote collaboration and create informed policies. It emphasizes multi-stakeholder and multi-level cooperation in managing AI’s global impacts. AI’s societal impacts are broad, offering exceptional benefits while carrying unintended risks. Its rise poses geopolitical challenges, affecting transparency, privacy and power dynamics in both democratic and non-democratic states. Empirical and normative research is essential in forming global AI governance, guiding ethical values and legal practices for ethical data use and unbiased algorithm development. Empirical research provides verifiable knowledge through data and experiences, highlighting regime complexities in an anarchic system of global governance, meaning a system with no central authority. Normative research examines values and norms, assessing AI systems’ trustworthiness and ethical compliance. Multilateral cooperation in global AI governance involves collaborative efforts among numerous actors to establish universally accepted norms and policies for AI. An institutional framework for global AI governance should incorporate lessons from international organizations such as the International Atomic Energy Agency and the European Organization for Nuclear Research/Conseil européen pour la recherche nucléaire to guide AI’s ethical development and deployment within and beyond national borders. 3. New Logics for Governing Human Discourse in the Online Era

Abstract:
The democratization of access to online media tools is driving a transformation of human discourse that is disrupting freedom of thought. This shift in the flow of thought is being encoded into a global infrastructure dominated by commercial platform companies whose operations co-opt individual, collective and governmental agency. In this policy brief, Richard Reisman argues that attempts to govern these tools are relying on “yesterday’s logic.” The new logic, largely unrecognized, relates to acceleration of word-of-mouth propagation, much like rumouring, putting the listener’s freedom of impression, rather than the speaker’s freedom of expression, at the fore. Reisman writes that governance is needed to restore individual and community agency, which could re-energize the vision of technology as “bicycles for our minds,” enabling individuals and society to flourish and maintain resilience in an increasingly challenging world.

4. Machine-Learning Theory and Its Policy Implications

Abstract:
The goal of this paper is to present an intuitive summary of computational learning theory, and its application for analyzing the most popular learning algorithms in machine learning, neural networks. This paper assumes no mathematical background or knowledge of machine learning from the reader. Throughout the paper, the important sections are presented using a pyramid approach (that is, in three levels). After introducing each major idea/topic, its policy implications and connection to Canada’s law are discussed. Finally, a summary of Canada’s relevant artificial intelligence law, with a case example, is given.

Abstract:
THE rapid technological progress observed in the last decade throughout the world, especially in China and Russia, threatens the established sources of military and industrial dominance of the collective West on the world stage. NATO views this as an alarming trend, and in an attempt to stop it, bloc members are making a determined effort to preserve their militarytechnological leadership and the international order structured around their policies. To this end, they are initiating a new arms race, partially through the active incorporation into the military sphere of the latest breakthrough technologies (Emerging and Disruptive Technologies – EDT), which, they believe, can reverse the emerging multipolarity of international relations and radically change the nature of future wars. Thus, the Allies are stepping up collective efforts to master innovative technologies and introduce them into the operational activities of NATO and all member nations to ensure their victory in future high-tech wars. They emphasize the urgency of adapting the armed forces of said countries to the realities of global technological advancement. As the communiqué adopted at the Alliance summit in Vilnius in 2023 directly stated: “We are accelerating our own efforts to ensure that the Alliance maintains its technological edge in emerging and disruptive technologies to retain our interoperability and military advantage including through dual-use solutions.”1 The US, as the main sponsor of NATO militarism, demands that its allies and partners closely and expeditiously collaborate on the creation of novel weaponry utilizing these emerging technologies and dramatically increase investment in various EDT projects and adapt their armed forces to them. Under the US’s diktat, Brussels and its American allies are creating new bureaucratic and financial entities. Private businesses and academic and research institutions are also being drawn into this sphere. To speed up this process, at the urging of Washington at the NATO summit in Brussels in 2021, a strategic initiative was launched to create the NATO Defense Innovation Accelerator for the North Atlantic (DIANA), which will manage and coordinate all this activity within NATO. The main task of this organization is to form an innovative technological network that unites R&D centers, innovative start-ups, defense enterprises, and military agencies in order to simultaneously and rapidly master all types of dual-use EDT technologies and implement them in the civilian and military fields. In addition to these efforts, a decision was also made to form a €1 billion NATO Innovation Fund to finance venture capital companies developing dual EDT in areas of strategic importance to NATO. Essentially, these decisions by the alliance are aimed at mobilizing European resources, primarily to strengthen American military power. Of course, the main efforts to field the latest technologies are being undertaken by the largest member nations.

6. Reclaiming leadership: Australia and the global critical minerals race

Abstract:
Climate policy, geopolitics and market forces are coalescing to deliver Australia a global leadership opportunity in critical minerals. To grasp that opportunity, Australia needs both to utilise its domestic mineral endowment and its mining knowledge and technology and to leverage the global footprint of Australian companies to help build a global supply chain network. How Australia responds will not only determine economic benefits to the nation but will also affect the world’s ability to achieve minerals security and the sustainability required for the global energy transition and inclusive economic growth. The global energy transition and other high-technology applications have increased demand for critical minerals, particularly in countries that have strong complex manufacturing industries. At the same time, the concentration of production of many critical minerals, the dominance of China in supply chains and its actions to restrict supply and influence markets, are disrupting both minerals production and availability. In response, developed nations have formulated critical minerals strategies and entered into bilateral and multilateral agreements, involving supplier nations and customer nations, to build alternative supply chains that are more diverse, secure and sustainable. Australia has committed in multiple agreements to work with like-minded nations to achieve this. This report is intended to provide the government with a road map to ‘step up’ to (re)activate Australia’s global mineral leadership.

The AUKUS trilateral partnership presents Australia with an unprecedented opportunity to achieve national-security goals that have eluded it for decades. It could offer access to cutting-edge technologies. It can further integrate Australian, US and UK military forces, allowing more unified action to maintain deterrence against national and transnational actors who threaten the global rules-based order. Perhaps most importantly, AUKUS—in particular its Pillar.2 objectives—is an opportunity for Australia to pursue the long-sought industrial capacity necessary to defend its borders and its interests across a range of probable conflict scenarios.

Abstract:
The Australian Strategic Policy Institute (ASPI) is delighted to share its latest report – the result of a multi-year project on Artificial Intelligence (AI), technical standards and diplomacy - that conducts a deep-dive into the important, yet often opaque and complicated world of technical standards. At the heart of how AI technologies are developed, deployed and used in a responsible manner sit a suite of technical standards: rules, guidelines and characteristics that ensure the safety, security and interoperability of a product. The report authors highlight that the Indo-Pacific, including Australia and India, are largely playing catch-up in AI standards initiatives. The United States and China are leading the pack, followed by European nations thanks to their size, scope and resources of their national standardisation communities as well as their domestic AI sectors. Not being strongly represented in the world of AI governance and technical standards is a strategic risk for Indo-Pacific nations. For a region that’s banking on the opportunities of a digital and technology-enabled economy and has large swathes of its population in at-risk jobs, it’s a matter of national and economic security that Indo-Pacific stakeholders are active and have a big say in how AI technologies will operate and be used. Being part of the conversations and negotiations is everything, and as such, governments in the Indo-Pacific - including Australia and India - should invest more in whole-of-nation techdiplomacy capabilities. Authored by analysts at ASPI and India’s Centre for Internet and Society, this new report ‘Negotiating technical standards for artificial intelligence: A techdiplomacy playbook for policymakers and technologists in the Indo-Pacific' - and accompanying website (https://www.techdiplomacy.aspi.org.au/) - explains the current state of play in global AI governance, looks at the role of technical standards, outlines how agreements on technical standards are negotiated and created, and describes who are the biggest ‘movers and shakers’. The authors note that there are currently no representatives from Southeast Asia (except Singapore), Australia, NZ or the Pacific Islands on the UN Secretary-General Advisory Body on AI – a body that’s tasked to come up with suggestions on how to govern AI in a representative and inclusive manner with an eye to achieving the UN Sustainable Development Goals. The capacity of the Indo-Pacific to engage in critical technology standards has historically been lower in comparison to other regions. However, given the rapid and global impact of AI and the crucial role of technical standards, the report authors argue that dialogue and greater collaboration between policymakers, technologists and civil society has never been more important. It is hoped this playbook will help key stakeholders - governments, industry, civil society and academia - step through the different aspects of negotiating technical standards for AI, while also encouraging the Indo-Pacific region to step up and get more involved.

9. Australia’s new digital ID system: finding the right way to implement it

Abstract:
This report reviews the Australian Government's proposed plans for establishing a digital ID, and the ways the new system is expected to work. It explores the planned digital ID system, the key features of the approach, and the privacy and security protections that have been built into the proposals. Australia has had a long and troubled history with national ID systems, dating back to the mid-1980 when the government failed to introduce the Australia Card. Since then, Australia has ended up with a clunky and inefficient process to identify peoples’ identities online. It has led to an oversharing and storage of sensitive personal data. As the Medibank and Optus data breaches has shown, this creates serious cybersecurity risks. Now that Parliament has passed the Digital ID legislation, it’s critical that government gets the implementation right. The report outlines that, although the proposed federated model for a digital ID system is commendable and a needed step-forward, there is a need to still address a range of policy issues that - if left unresolved - would jeopardise trust in the system.
