1. Recycling Regime, Environment, and Exclusion of Electronic Scrap Workers in Delhi

Abstract:
In recent years, the Indian e-waste sector has undergone a process of formalisation through the implementation of E-waste Management Rules (2016), leading to the creation of what I call recycling regime. The upper and middle classes, along with NGOs and industry actors, are frontrunners in thinking about e-waste policies. They were prompted by a twofold motive: the desire for a “world-class”, clean, and pollution-free city; and seizing business opportunities by extracting value from e-waste. Rather than replacing the State, they co-opted the State so that it would legislate to safeguard the environment, and address toxicity and health problems associated with e-waste. Recycling regime relies on formalisation processes embedded in multiple technologies – technicity, capital-intensive facilities, certifications, authorisations, and licences – that work together to exclude the “informal” sector from the e-waste governance system. Recycling technologies act as “technologies of domination” that further contribute to sidelining the “informal” labour of scrap workers or e-kabadis, who as Muslims already find themselves on the margins of society. However, the recycling regime fails to safeguard the environment in the end as e-waste trickles down back to the informal sector via authorised actors.

2. Integrating community development in public procurement of renewable energy generation: Lessons from South Africa

Abstract:
Renewable energy is key to combatting climate change, but it is critical to ensure a just energy transition that benefits all. Denmark’s development cooperation supports the growth of large-scale renewable energy schemes in several countries, but what is good for recipient governments and Danish exports is not automatically good for the poor. In recent years large-scale wind- and solar schemes in developing countries have increasingly met with local resistance from communities who do not feel they benefit from such projects. How can Denmark help ensure that renewable energy projects contribute to community development in the areas where projects are situated? This policy brief provides lessons learnt and associated recommendations from one particular attempt to address this issue, namely South Africa’s efforts to incorporate community development as a criteria in the auction schemes through which renewable energy is procured. This policy is implemented through the nationwide REIPPP programme, which is among the few of its kind globally. While South Africa’s REIPPPP is not perfect and still developing, the programme does exemplify the basic principle that governments can build requirements for privately owned wind- and solar projects into procurement schemes. Requirements to finance community development, support Community Trusts, and allocate shares to communities are thus examples of approaches that could be developed and adapted elsewhere. In addition, the South African programme includes scoring and - performance criteria in the tendering and monitoring process that align with South Africa’s Black Economic Empowerment policy. The South African experience also, however, illustrates how public, private and community interests may differ in terms of what community development is and how it should be supported. This highlights the importance of developing democratic and inclusive structures for debating and decision-making on the use and allocation of benefits from large-scale renewable energy projects. Drawing on the lessons from South Africa and other similar schemes, the policy brief recommends that Danish development cooperation should: Support the incorporation of community benefits in regulatory frameworks for public procurement of private renewable energy generation Support development of practice frameworks for community engagement in the renewable energy sector Support community co-ownership of renewable energy generation and democratic governance of benefit sharing arrangements The policy brief is the result of collaborative research between DIIS, Stellenbosch University and the UNEP DTU Partnership. It forms part of the wider TENTRANS project, funded by the Ministry of Foreign Affairs of Denmark and administered by Danida Fellowship Centre.

3. Trade and trust: the role of trade in de facto state conflict transformation

Abstract:
De facto states – unrecognized secessionist entities that eke out a living on the margins of the international system – are often heavily dependent on external patron states for economic aid and investment. When the parent state – the state that the de facto state seeks to break away from – responds to the secessionist attempt by imposing sanctions or economic blockades, this further exacerbates such dependency. Moreover, due to their lack of international recognition, de facto states often have limited opportunities to engage with the outside world beyond the patron and the parent state. However, closer examination of one such de facto state, Abkhazia, reveals that de facto states can enjoy some bounded independent economic agency. Abkhazia’s maneuvering between Russia as “patron,” Georgia as “parent state,” and the wider international community (here exemplified by the EU) in the sphere of trade and economic interaction has important implications for de-facto state conflict transformation.

Abstract:
The novel Mayombe, in which the character “Milagre” assumes the first person of the narrative, is fundamental to rethink the process of creating the state in Angola, based on the internal political disputes that still occurred during the colonial period and that extended into post-independence. The controversies about Angolan nationalism and identity were woven from different interests among the groups that disputed political power, which in their way, supported on the disqualification of others, proclaimed themselves as genuinely Angolan. The policy of favoritism, based on privileges for the closest ones, cases of corruption, ideological differences, and regional disputes that will characterize post-independence in Angola, were also already present in the anti-colonial struggle, despite of there seeming to be plenty of time available to fix them and maintain the dream of a more egalitarian and democratic society. Written during the guerrilla war, but published only in 1980, a period in which there was a political discourse of national mobilization, from the defense of the construction of a “New Man”, the book also brings an enriching debate about the ethnic and racial fissures that existed within the Popular Movement for the Liberation of Angola (MPLA, in portuguese), as well as in Angolan society. As the proposal here is to address the power relations and micro-powers that have been built between the state and the Angolan society in the post-independence through the reading of Mayombe, it is valid to return to these issues. It is noted how much ethnic and racial tensions remained in the political arena after the country’s independence and contributed, in a significant way, to the political structuring of Angola, guided by the MPLA, which sought to detach itself from these debates, diminishing them and treating them on the margins. After all, the tension surrounding this discourse contributed to the political escalation among nationalist movements and to the mobilization for civil war, which is inseparable from the process of formation of the post-colonial Angolan state.

Abstract:
This study presents the importance of patron states for de facto states within the context of Turkey-Northern Cyprus relations intending to highlight how and in what ways the Turkish Cypriot civil society is influenced by this relationship. It analyses the societal dissent in Northern Cyprus through a detailed study of the leading role played by trade unions given the conjectural developments since the early 2000s and argues that this differentiates Northern Cyprus from other de facto states. With the case analysis of Northern Cyprus, this study aims to contribute to the gap on the study of de facto states’ domestic affairs and the influence of patron states on the societal structures of these entities.

6. Traditional authority and state legitimacy: Evidence from Namibia

Abstract:
Do African traditional leaders weaken state legitimacy at the local level? Past scholarship raises the possibility that unelected chiefs might undermine trust in national-level institutions. Relying on an original map of areas governed by chiefs and survey data from Namibia, this study examines whether respondents governed by traditional leaders are less likely to trust state institutions. I find that compared to individuals not living under traditional authority, chiefdom residents are more likely to trust government institutions. To partially alleviate the concern that chiefdom residence is endogenous to trust in national-level institutions, I use a genetic matching strategy to compare relatively similar individuals. I further find that the association between chiefdom residence and trust in state institutions is considerably weaker and less statistically significant for individuals who do not share ethnicity with their chief. This evidence suggests that traditional leaders’ ability to complement state institutions at the local level is compromised by ethnic diversity.

7. Emerging Countries in Global Financial Standard Setting: Explaining Relative Resilience and Its Implications

Abstract:
This special report explores the role of emerging-country members in the Basel process, a key aspect of global financial standard setting. It argues that this process has been significantly more politically resilient than adjacent aspects of global economic governance, in part because major emerging countries have perceived continuing “intra-club” benefits from participation within it. Most important among these are learning benefits for key actors within these countries, including incumbent political leaders. Although some emerging countries perceive growing influence over the international financial standard-setting process, many implicitly accept limited influence in return for learning benefits, which are valuable because of the complexity of contemporary financial systems and the sustained policy challenges it creates for advanced and emerging countries alike. The importance of learning benefits also differentiates the Basel process from other international economic organizations in which agenda control and influence over outcomes are more important for emerging-country governments. This helps to explain the relative resilience of the Basel process in the context of continued influence asymmetries and the wider fragmentation of global economic governance. The report also considers some reforms that could further improve the position of emerging countries in the process and bolster its perceived legitimacy among them.

Abstract:
This article is based on the assumption that theoretical contributions from the global South – and in this case, from Africa, do not need to be radically different from existing theories to constitute an advancement in terms of engendering a better understanding of international relations. Reinterpretations or modifications of existing frameworks and the introduction of new concepts for understanding are equally important. This is an accepted practice in mainstream IR, where existing theories are constantly amended and revisited. One need only consider the various incarnations of realist thought.While adaptations and conceptual innovations by western scholars are recognised as legitimate and adopted into the canon of theory, this is not always the case with similar contributions emerging from outside of the West. This article will examine three examples of such contributions by African scholars. The first group of scholars reinterpreted the concept of “middle power,” arguing that there are specific characteristics that set emerging middle powers like South Africa apart from traditional middle powers. The second, Deon Geldenhuys, developed the concept “isolated states” and generated a novel analytical framework to categorise states based on indicators of isolation. Finally, Thomas Tieku draws on the African worldview of ubuntu in calling for the state to be reconceptualised in a collectivist, societal way. It is hoped that these examples will illustrate that there are theoretical innovations emerging from the Global South that can assist us in not only better understanding international relations in a particular part of the world, but can in fact provide greater insights into the field as a whole.

Abstract:
Four years after the negotiations started in Havana, 2016 marked the success of the peace talks between the Colombian government and the Farc rebels. Even if during the entire process the outcome was unclear, most political actors did not wait for the actual signature of the agreement to claim results. New public policies have been launched and in the rural and land sector the break with a violent past has been loudly dramatized. Changes conducted in the name of the consolidation of peace do however have more discreet effects. They cause an increased business of land, which risks producing exclusion and dissent in rural areas. Although it is undeniable that the post conflict agenda includes reparation policies for the victims and protection for small farmers, taking advantage of peace as an opportunity for economic development does also trigger interest for territories that are defined as new agrarian frontiers. And so, not only have the agro-industrial exploitation and the commodification of nature become legitimate, but they seem to be part of the social changes that are both made possible by peace, and desirable.

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.
