Abstract:
In the past decade, relations between Israel and China have become closer, following a decision in Jerusalem to diversify and expand Israel’s ties with emerging powers and countries that do not belong to the European Union and are less identified with the American coalition. The visit to Israel by China’s vice president is evidence of the warming of relations between the two countries.

Abstract:
Leadership theory in IR still lacks a coherent approach, and it is analytically useful to use eclectic lenses by combining all factors related to power and the usage of power to gain leadership status. I define the term "international leadership" as a process in which a state mobilizes its resources to influence a group of other states (followership) in order to achieve a common goal. In the empirical investigation, I will focus on China's abilities to lead in Southeast Asia. Despite the fact that there are many advantages for China, the mechanism of transforming power resources into regional leadership is still questionable.

23. Global Peaceful Change and Accommodation of Rising Powers: A Scholarly Perspective

Abstract:
Can the accommodation of rising powers in the international system be accomplished peacefully? Prof. Paul, in his recent publication, argued that if the established and status quo powers hold grand strategies which allow for peaceful accommodation, this is feasible. He clarifies the differences between accommodation and appeasement and the value of soft balancing, relying on institutions, economic diplomacy, and limited ententes as mechanisms for restraining the aggressive behavior of major powers. Variations in current US policies toward Russia and China are discussed. Non-accommodation of major powers as well as minor powers has major internal and external consequences. He concludes by arguing that contemporary rising powers, such as China and India, have much greater prospects of rising peacefully than previous era great powers, partially due to the opportunities offered by the globalization process. However, these states must initiate economic and developmental programs for other states, without neocolonial overtones, in order to increase global development and their own status. The discipline of IR has a special duty to encourage students and policy makers to develop strategies of peaceful transformation, rather than war, as the main mechanism of change.

Abstract:
India is an emerging power and its influence as well as the government’s aspirations in global politics has steadily been growing in recent years. The economy has experienced impressive growth but India’s political, social and economic development has neither been coherent nor smooth and millions of Indians still suffer from inequalities and poverty. The study looks at recent developments in India’s global aspirations, at the history of India’s foreign policy—with its shifts and changes—and at the ideological foundations of these different foreign affairs notions, namely idealism, realism and geopolitics, Hindu nationalism and the now predominant liberalisation and internationalisation concepts. In this report, the debate in India is reconstructed against the background of existing international relations theories. India has a great, but still largely untapped soft power potential and the capacity of integrating tradition and modernity, resulting in the creation of resilient institutions, a functioning federalism and an interesting amorphous character of the society with an aptitude for vagueness and improvisation to make things work. The report arrives at the conclusion that the Indian government is trying to play a greater role in global rule-making but does not want to change these rules fundamentally; it rather wants to enhance its status within the existing nation state oriented global governance system.
