Abstract:
Inequality and exclusion are among the most pressing political issues of our age. They are on the rise and the anger felt by citizens towards elites perceived to be out-of-touch constitutes a potent political force. Policy-makers and the public are clamoring for a set of policy options that can arrest and reverse this trend. The Pathfinders’ Grand Challenge on Inequality and Exclusion seeks to identify practical and politically viable solutions to meet the targets on equitable and inclusive societies in the Sustainable Development Goals. Our goal is for national governments, intergovernmental bodies, multilateral organizations, and civil society groups to increase commitments and adopt solutions for equality and inclusion.

Abstract:
Recent large-scale protests in Iraq reveal deep dissatisfaction with the political elite and the dysfunctional system of governance. The protests could pose a threat to Iran’s foreign policy, whose channels of influence lie within parts of the Shia political elite in Iraq.

Abstract:
The creation of international organizations and the signature of free trade agreements have become common in Latin America. However, few studies have tackled the attitudes of political elites. This work aims to analyze the determinants of support by Latin American legislators for free trade agreements with the US and the EU, and for the Pacific Alliance and ALBA. Results show that ideology, pro-state/market positions, and trustworthiness vis-à-vis Chinese and Russian governments are the main predictors.

Abstract:
his paper reveals the structure and trends within Belarus government elites in the period between 1994 and 2017. Belarus remains one of the least free and under-reformed post-Soviet countries yet it seems to have a strong functional bureaucracy. Seventy-еight per- cent of ministers and state committee chairs are employed according to their professional ca- reer background. The share of appointees with specialized education rose from 71.9% to 86% during Lukashenka’s presidency. So the author assumes that in the case of unrest or political transition, a bureaucratic apparatus composed of specialized professionals could play a stabi- lizing role. This research also shows slight indigenization1 and westernization of Nomenklatura2. The number of officials born in Belarus increased from 71.9% to 81.4%, and those from the west- ern Horadnia region increased from 4% to 20%. At the same time, the research revealed, that the Government continues to have an inadequate representation of women (<5%), and other parties (<11%); meanwhile, it has an increasing presence of professional military (from 15% to 20%).

Abstract:
The challenge of systematically studying the African power elite and the mode by which it governs has become urgent not only because of the conceptual and theoretical dead-ends to which much of current received wisdom leads, but also because a better understanding of the nature, composition and renewal of the elite is critical to our understanding of the governance of the public sphere (CODESRIA, 2003). A focus on political elites is a focus on the primacy of political interests. As both Mosca and Pareto underscore in their works, members of the elite act in order to preserve their position within their societies. Specifically, political elites’ action is aimed at the preservation of their political power. As Thomas Schwartz argues, members of the political elite are ‘ambitious people seeking office for individual recognition, career advancement, and the power to affect societies’ (Schwartz 2009, cited in Tardelli, 2013:88-89). [...] This study therefore, interrogates the content and context of executive immunity and its attendant culture of impunity that permeates the political environment. It contends that the immunity clause not only sanctifies, abinitio, criminal behavior by the said public officials but also gives them every incentive to be vile and depraved to their heart’s content – to turn immunity into impunity.

Abstract:
Religious commonalities between Pakistan and Afghanistan are inevitable part of their relationships. So there is a need to understand the ramifications of dynamics of religious elite approach of Pakistan in order to comprehend the true nature of PakAfghan relations. Pakistan right after its creation faced a dilemma about that what role should Islam play in the Pakistani state. The Modernists were not ready to reconcile with the idea of theocracy. The conservatives with contrary position over role of religion believed that only Sharia Law should govern it. This debate stiffened with the passage of time and finally religion was followed as a consistent policy of state for defining Pakistan’s identity as Islamic state. Eventually the role of religion in Pakistan’s political system gave birth to a unique power pole, that is the priest class, the ‘Ulema’ in the capacity of leaders of religious political parties. Who, however, despite being in an ideological state, failed to secure a significant political representation in elected bodies and take an influential and meaningful share in the strata of ruling elite. However, these religious elite have always had relevance with Afghan affairs. Specifically, their role became more visible and relevancy increased owing to their proactive role during the Afghan Jihad against Soviet Union, and later during the Taliban Rule. The central question of research is why religious elite in Pakistan have always shown a proactive stance towards Afghan affairs. So this study would be analyzing the role and relevancy of Pakistan's religious elite with Pakistan – Afghanistan Relations. This research would also substantiate the current scenario of Pakistan Afghan Relations with special reference to religious elite approach.

18. Soap Operas and Socialism: Dissecting Kim Jong-un’s Evolving Policy Priorities through TV Dramas in North Korea

Abstract:
Romance, humor, tension — everyone loves a good sitcom, even North Koreans. But in North Korea, TV dramas are more than mere entertainment. They play a crucial political role by serving as a key messenger of party and government policy. They aim to shape social and cultural mores in North Korean society. And in the Kim Jong-un era, they act as an advertisement for the “good life” promised to the political elite. Through TV dramas, the North Korean people learn what the regime says constitutes being a good citizen in Kim Jong-un’s North Korea today: showing loyalty to the party, using science and technology to advance national interests, thinking creatively in problem-solving, and facing the nation’s continued economic hardships with a positive attitude. The soaps and sitcoms reveal a shift in social priorities: Viewers are encouraged to put their families first, to nurture and elevate the next generation, and to be bold in thinking outside the box rather than settling for the status quo. These contrast with themes popular in films made during the Kim Jong-il era, which emphasized putting the state before family, the military above the party, and conformism over originality. The props in today’s dramas, including laptops, drones, fashionable clothes, and gold wristwatches, are prominently positioned in such settings as elevators, computer labs, and newly built high-rise apartment buildings. These consumer products are the arsenal of the new generation of Kim Jong-un elites — not the tanks and rifles of his father’s era of filmmaking.

Abstract:
This study focuses on democratization process in Tunisia since January 14th, 2011, the date President Zine el Abidine Ben Ali left the country. The article examines democratization and normalization process of Tunisia as a starting point of the Arab Uprisings through the conceptual framework of elite choice theory. The theory postulates that if softliner regime and opposition elites cooperate, democratization process succeeds. Based upon this assumption, this paper seeks to answer how it was possible for Tunisia to follow a more successful transition path when compared to the other countries in the region through the steps and policies implemented by the representatives of the leading softliner actors in the Tunisian regime and opposition.

Abstract:
Over the past decade illiberal democracy has spread across the globe. Many analysts argue that democracy itself is to blame. Democracy is all about empowering the people, but, according to this line of argument, the people can be moved by passions and self-interest, and their unchecked rule can lead to tyrannical majoritarianism. While illiberal democracy is certainly worrying, many of its critics fundamentally misunderstand how democracy has traditionally developed and what its historical relationship with liberalism has been. Rather than the norm, liberal democracy has been the exception. Moreover, illiberal democracy is most often a stage on the route to liberal democracy rather than the endpoint of a country’s political trajectory. In addition, although democracy unchecked by liberalism can slide into tyrannical majoritarianism, liberalism unchecked by democracy can easily deteriorate into elitist oligarchy.
