11. Stabilization Policies and Structural Developments: Poland and the Crises of 1929 and 2008

Abstract:
This paper contrasts the impact of the 1929 and 2008 world crises on the Polish economy. Her much better performance during the recent crisis can be explained by two groups of factors: first, by very different stabilization policies and second, by distinct structural developments (resulting both from authorities' structural policies and spontaneous processes). It is emphasized that several factors responsible for Poland's superior performance during the 2008 crisis also contributed to her economic success vis-à-vis other European Union countries.

Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Since gaining independence twenty-five years ago, Azerbaijan has pursued three major foreign policy goals: resolution of the Karabakh conflict based on the territorial integrity of the country; preservation of its own independence and security; and finally becoming the major regional player by using its energy and geographical positions. Azerbaijan’s foreign policy actions may be considered a kind of “silent diplomacy,” which Baku is using to gradually develop Azerbaijan’s role in the region, playing off of contradictions among other powers. During this time, Baku has taken some bold actions that indicate its policy is not dependent on regional powers and that its interests are to be taken into account. Today, looking at the fast-changing situation in the region, we can conclude that none of these goals have been fulfilled completely. In fact, the country is perhaps facing more challenges than before. The Karabakh conflict remains one of the most problematic issues. In terms of security and trade, Azerbaijan is still struggling to find its place in the mosaic of such institutions as the EU and the Eurasian Economic Union. In addition, the sudden drop in oil prices and the inability of the country to create a diverse economy has become another headache for the political establishment. Moreover, the lack of needed investments decreases the chances that the country will become a regional hub. This chapter reviews current problems challenging the country and recommends ways the transatlantic community can deal with Baku on pressuring issues.

Saudi Arabia’s leadership recently introduced an ambitious plan called Vision 2030 to move the country away from oil and toward a more diversified, modern economy. Fortunately, the economy is already much more diversified than is often reported, a fact obscured by the very high price of oil from 2000 to 2014. Since the mid-1970s, the Kingdom has developed chemical, metal, and fertilizer industries that are among the most advanced in the world. Most of these industries have been built on the natural advantages of Saudi Arabia: low-cost energy, large mineral resources, access to plentiful capital, and proximity to the huge markets of Asia.

Latin America is at a crossroads. The “golden age” inaugurated with the turn of the new millennium seems a faint memory. Economies that had grown at a steady pace are now slowing down, while some are in freefall. Politically, the “pink tide” of populist movements is now ebbing. From Brazil to Venezuela, from Argentina to Bolivia, left-leaning leaders across the region seem to have lost their bond with the people. Their promises of an equitable society through an apparently never-ending redistribution of wealth crashed against the reality of shortsighted and unsustainable policies. Political and social turmoil are heralding an era of changes and – maybe – of new opportunities for Latin America. And this ‘great transformation’ is precisely what this volume is all about. Where is it leading to? Does it mark the beginning of a new age? Which lessons can be learnt from the past? 15. How not to create zombie banks: lessons for Italy from Japan

Japan serves as a cautionary tale for Italy on how to clean up banking-sector problems. A general lesson is the need for policies to forthrightly address non-performing loans (NPLs) in countries with widespread banking problems. This helps address zombie banks and sluggish economic growth. The Japanese experience indicates that three elements are necessary to address NPLs: (a) sufficiently capitalised banks that can take losses from NPL write-downs; (b) an independent regulator that can identify problems and force action; and (c) tools to manage the orderly disposal of NPLs. The problem is not that this combination of policy tools is unknown, but that banks and governments lack incentives to use them in combination. Italy’s December 2016 package providing €20 billion for recapitalisation of banks is a step in the right direction. Similarly, pressure from the European Central Bank on Italian authori- ties and on banks to address NPLs is welcome. However, policy tools to manage and dispose of NPLs and, just as importantly, incentives to use them, are lacking. In January 2017, the European Banking Authority published a set of policy proposals for NPL resolution. Those include national and European-level public asset management companies (AMC), also known as ‘bad banks’. We argue that in Italy, the incentives to use such tools and dispose of NPLs have been weak.

16. Institutional investors and home bias in Europe’s Capital Markets Union

Abstract:
Integrated capital markets facilitate risk sharing across countries. Lower home bias in financial investments is an indicator of risk sharing. We highlight that existing indicators of equity home bias in the literature suffer from incomplete coverage because they consider only listed equities. We also consider unlisted equites and show that equity home bias is much higher than previous studies perceived. We also analyse home bias in debt securities holdings, and euro-area bias. We conclude that European Union membership may foster financial integration and reduce information barriers, which sometimes limit cross-country diversification. We calculate home bias indicators for the aggregate of the euro area as if the euro area was a single country and report remarkable similarity between the euro area and the United States in terms of equity home bias, while there is a higher level of debt home bias in the United States than in the euro area as a whole. We develop a new pension fund foreign investment restrictions index to control for the impact of prudential regulations on the ability of institutional investors to diversify geographically across borders. Our panel regression estimates for 25 advanced and emerging countries in 2001-14 provide strong support for the hypothesis that the larger the assets managed by institutional investors (defined as pension funds, insurance companies and investment funds), the smaller the home bias and thereby the greater the scope for risk sharing.

Abstract:
Russia faces bleak economic prospects for the next few years. It may be a case of managed decline in which the government appeases social and political demands by tapping the big reserves it accumulated during the boom years with oil and gas exports. But there is also a smaller possibility of a more serious economic breakdown or collapse. A proper analysis requires consideration of a number of key and often overlooked features of Russia’s post-Soviet economy.

Abstract:
The North Korean economic system is the product of a variety of influences that have shaped its evolution. To understand this system and its challenges today, it is necessary to appreciate North Korea’s unique history and dynamics of change, both internally and externally. These factors have shaped national economic policies and behavior of state and non-state actors in ways that are different than has been the case in other transition economies following the collapse of the Soviet Union. This paper reviews the evolution of the North Korean economic system under the terms of its three leaders; assesses the impacts of recent developments on the system, including UN Security Council Resolution 2270, closure of the Kaesong Industrial Complex, and Seventh Party Congress; and discusses the fundamental challenges facing the economic system today and implications for future engagement policies by the international community. Despite its isolation and many difficult challenges, the North Korean economic system has proven more resilient and adaptive to changing circumstances than many outside observers have expected. A clearer understanding of the limits and opportunities for international economic engagement with North Korea should be a consideration in strategies to address the long-standing security challenges that North Korea poses to its neighbors and the world.

Abstract:
This paper assesses the attempt by Justin Lin, former Chief Economist of the World Bank, to posit a new development paradigm through his New Structural Economics, NSE. Lin’s attempt to redefine development economics deserves scrutiny for at least two reasons. He launched his new framework from the platform that his position as Chief Economist at the Bank. Critical scrutiny of his propositions then allows for continued insights into the complex relationship between scholarship and policy at the Bank and further illuminates, more broadly, the role of the Bank across the spectrum of development economics, development studies and development policy. Second, Lin’s framework claims a return to a “structural” understanding of development, with a strong industrial policy rhetoric emanating from it. This has been greeted with considerable enthusiasm by erstwhile critics of the Bank. Closer scrutiny of the NSE, however, both reveals the flawed nature of its core theoretical notion of comparative advantage and exposes its strong, if unfortunately conservative, commitment to a flawed and incoherently applied neoclassical economics. These issues are explored across Lin’s propositions regarding structural change, the role of the state and finance and are further examined in the context of specific policy interventions that Lin attaches to the NSE.
