Abstract:
ACBF with close to three decades of capacity building on the continent, it is high time to reflect on and share in a single document the lessons learnt in these efforts. This volume, therefore, tackles important questions including: what works, what doesn’t work in capacity development interventions and why? What are the implementation bottlenecks facing countries? What critical factors need to be reconsidered and what initiatives should be undertaken to effectively and sustainably support the capacity development efforts on the continent? What results have these capacity building efforts produced for African citizens? Are there adaptable generic capacity building tools that have emerged from over a quarter century of ACBF engagement with African institutions and societies?

Abstract:
This discussion paper is available below in both Arabic (2019) and English (2018). The structural transformation of countries moves them towards more sophisticated, higher-value products. Network analysis, using the Product Space Methodology (PSM), guides countries towards leading export sectors. The identification process rests on two pillars: (1) available opportunities, that is, products in the product space that the country does not yet export which are more sophisticated than its current exports; and (2) the stock of a country’s accumulated productive knowledge and the technical capabilities that, through spillovers, enable it to produce slightly more sophisticated products. The PSM points to a tradeoff between capabilities and complexity. The methodology identifies very basic future products that match the two countries’ equally basic capabilities. Top products are simple animal products, cream and yogurt, modestly sophisticated plastics, metals and minerals such as salt and sulphur for Egypt; and slightly more sophisticated products such as containers and bobbins (plastics) and broom handles and wooden products for Tunisia, which is the more advanced of the two countries. A more interventionist approach steers the economy towards maximum sophistication, thus identifying highly complex manufactured metals, machinery, equipment, electronics and chemicals. Despite pushing for economic growth and diversification, these sectors push urban job creation and require high-skill workers, with the implication that low-skilled labour may be pushed into unemployment or into low-value informal jobs. A middle ground is a forward-looking strategy that takes sectors’ shares in world trade into account. This approach identifies medicaments in the chemicals sector; seats (e.g. car and aeroplane seats) in the “other highly manufactured” sector; inflated rubber tyres in the chemicals community (plastics and rubber); containers, bobbins and packages of plastics also in the plastics and rubber section; and articles of iron and steel in the metals sector for Egypt. The top product for Tunisia is furniture in the highly manufactured and special purpose goods community, followed by three products in plastics and rubber in the chemicals community, and finally three machinery sectors.

Abstract:
The 2030 Agenda for Sustainable Development is more than a set of goals and targets: it is a comprehensive “plan of action” that countries are translating into relevant policies. While this plan recognizes a need for different national paths towards the Sustainable Development Goals (SDGs), it also provides guidance for policymaking, establishing means of implementation and follow-up and review mechanisms that are indivisible from the SDGs. Moreover, analyzing the 2030 Agenda as a framework for policymaking reveals general principles that are both explicit and implicit in the UN’s Transforming Our World document. After examining previous relevant UN and OECD frameworks; official 2030 Agenda documents; current international literature on the SDGs, and consulting key 2030 Agenda stakeholders in Peru, this paper identifies eight general principles for sustainable development policymaking in 2030 Agenda implementation that are relevant to all SDGs and sectors, and suggests areas for further research.

44. The Palestinian Diaspora and the State-Building Process

Abstract:
Displacement, dispersal, denial of nationhood, and global power shifts define the existence of the Palestinian diaspora, hindering their ability to connect to each other and to their homeland. This paper outlines diaspora-homeland relationships that, it argues, are shaped by both settler-colonial policies and globalization. “Diasporization” also impacts power dynamics among Palestinians, reflected in the shifting centre of gravity of Palestinian politics toward the Occupied Palestinian Territories and the growing marginalization of the Palestinian diaspora – especially those residing in neighbouring Arab countries. This paper also addresses the emergence of Palestinian diaspora elites who have been involved in inward-bound dynamics within the state-building process. Of particular note are increasing attempts to mobilize Palestinian “expatriates,” intending to strengthen their involvement in both economic development and state-building processes.

Abstract:
This paper addresses the situation of Syrians in the UAE, and their readiness to contribute to the reconstruction of Syria. It has two parts: The first part begins with a look at the history of the Syrian community in the UAE, and then examines the influx of “new Syrians” into the UAE after 2011. It also sheds a light on Syrian groups and organizations assembled by Syrians in the UAE before and after the 2011 Revolution in response to political change in Syria. Finally, it examines the cracks within the Syrian community and its organizations. It concludes by examining the volume of Syrian capital in the UAE, and the economic sectors in which it is located. The second part is based on a survey, conducted by the researcher on a selected sample of Syrian economic, academic, and professional elites residing in the UAE, that conveys their views on the issue of reconstruction in Syria.

Abstract:
Spanning 4.2 million square feet, two city blocks, and rising twenty-five stories high, the Merchandise Mart – the largest commercial building in the world – stands on the northern bank of the Chicago River. From the merchandising Hall of Fame in front of the Mart, one can watch passing architectural tours admiring the impressive Art Deco exterior of the building. These days, the Mart is home to high-end designers, advertising firms, and, increasingly, tech companies and start-up incubators. Within its vast interior, the industries of the Third Industrial Revolution have taken hold. Yet, when the Mart opened on 5 May 1930, no economic revolution was already established. By the early 1900s, the Second Industrial Revolution had brought assembly lines to factories, and the disassembly line to Chicago’s slaughterhouses, and it had seen electrification, telegraphs, and the railroads span the North American continent. But the revolution was already slowing by the third decade of the twentieth century. What had revolutionised industry in the nineteenth century now served as commonplace and not until well after the Second World War would Americans feel the first stirrings of another revolution as computation, telecommunications, and genetics again transformed the economy.

47. Adaptation to climate change in the tropical mountains? Effects of intraseasonal climate variability on crop diversification strategies in the Peruvian Andes

Abstract:
Crop diversification, selection of tolerant crops, and intercropping are some of the strategies that Andean farmers, as well as farmers in other mountain regions, have historically used to cope with climate-related risks and take advantage of heterogeneous agricultural land (with plots located at different altitudes, facing different environmental conditions). This study analyzes the role of climate variability —during the growing season— in the use of these strategies, in a context of climate change in the Andean region. Using agrarian census data from 1994 and 2012 (district panel), the author finds that —controlling for other climate conditions and socio-economic factors—, an increase in intraseasonal climate variability leads farmers in colder areas (<11˚C during the growing season) to concentrate their crop portfolio into more tolerant crops and reduce intercropping (a practice potentially efficient at controlling pest and disease). This effect is especially strong in the Southern region. Given that Andean farmers received little to no help to adapt to climate change during the period under analysis, this study informs about farmers’ autonomous adaptation to climate changes and some specific issues that need to be part of the public intervention agenda.

Abstract:
The launch of a vision document for Asia-Africa Growth Corridor (AAGC) at the African Development Bank meeting in Gujarat in 2017 reveals an important aspect to grasp the awkening of a strategy to face China’s rise. This conference of the African Development Bank (AfDB) is a landmark for this initiative. This bank is a mechanism for economic and social development with the participation of non-African members (e.g. China, India, Brazil, the United States, and Japan). The main contributors to the African Development Fund -linked to this bank -are the United Kingdom, the USA and Japan. Beijing does not figure among the most influent members of this organization. Thus, it was an opportunity for think tanks, supported by India and Japan, to introduce the idea of a corridor aimed to link Asia to Africa in order to increase co-operation in agriculture, social development and technology sharing.

49. Corruption in Yemen’s War Economy

Corruption, or the abuse of power for private gain, has been deeply entrenched in the Yemeni political economy for decades. Over the course of the ongoing conflict, however, as the war has fragmented and regionalized the country, state capture in Yemen has become far more complex. In the war economy, patronage networks are now emerging among previously marginal or unknown figures. The financial involvement of Saudi Arabia and the United Arab Emirates has extended patronage across national borders. Alleged collusion between Houthi-affiliated importers and officials allied with the internationally recognized Yemeni government indicates patronage networks that potentially cross the frontlines of the war themselves. As greater numbers and a wider variety of actors profit from illicit activity in the war economy, vested economic interests in continued conflict become more entrenched. If state capture is among the main drivers of Yemen’s war economy, then post-conflict recovery must include a strong anti-corruption agenda. Policymakers must begin planning to address corruption as a part of a potential post-conflict strategy. Given the multi-faceted pervasiveness of corruption in Yemen, any anti-corruption agenda must aim to understand the complex configuration of patronage networks in Yemen, to be introduced gradually, and to get the buy-in of as wide a group of Yemenis as possible. Without these basic building blocks, more specific policy changes such as encouraging transparency or reducing conflicts of interest may founder. Corruption has become deeply entrenched in Yemen; any post-conflict anti-corruption agenda must be great in scope and long-term in vision.

50. The three stages of China’s ODI development

Abstract:
In 2016, China became the world’s second-largest outward investor after the United States, with US$196.2 billion of outward direct investment (ODI) flows. China’s foray into ODI developed in three stages, moving from a ‘restricted’ to a ‘relaxed’ and most recently to a ‘regulated’ approach. Today’s strengthened ODI regulations correct imbalanced ODI practices of earlier eras, but some challenges remain. Before 2000, capital shortages prompted China to invite capital inflows and restrict capital outflows. Chinese enterprises had to apply for approval to invest overseas on a case-by-case basis, which minimised overseas investment. By the end of 1999, China ranked 23rd in the world for outward investment with an ODI stock of US$27 billion, representing 0.4 per cent of the global total.
