Abstract:
Conflict refers to actual or perceived incompatibility of interests, goals, and actions in relationships between individuals or groups. It is a dynamic process where attitudes, behaviours, contexts and structures are constantly changing and influencing one another.1 Conflict in pastoral areas has long been linked to the need to gain control of scarce and strategic resources, particularly water and pasture. However, the key issues here are not merely scarcity, which, as highlighted above, has always been a determining feature of life in the rangelands, but also the increased inability to manage scarcity.2 In the Horn of Africa, there are common factors contributing to conflict and violence within and between pastoralists, such as inappropriate government policies, socio-economic and political marginalisation, inadequate land tenure policies, insecurity, intensified cattle rustling, proliferation of small arms and light weapons, weakened traditional governance in pastoral areas, vulnerability to climatic variability, and competition with wildlife.3 In Ethiopia, the pattern and forms of the recent violent conflicts in pastoral areas indicate that they have been involved in resource control and utilisation competition.4 Conflicts are a common phenomenon in the South Omo Zone pastoralist and agro-pastoral communities due mainly to resource competition (pasture and water-points) and negative perceptions.5 However, conflict, by its nature, is dynamic; the drivers or causes and their nature are changeable through time due to many natural and human-made phenomena. Accordingly, an in-depth investigation of natural resource-based conflict and its dynamics in the South Omo Zone in Ethiopia is the focus of this article. This article is based on a study conducted in the Dassanech, Hammer and Nyangatom Woreda collective pastoralist community, and based on empirical primary and secondary data sources. Primary data were collected through semi-structured interviews, document analysis and focus group discussion (FGD).

2. “Under One Tree”? Exploring Pastoral, National, and International Approaches to Humanitarian Action

Abstract:
Although resilience is an inherent component of pastoral systems, it must be adequately supported through effective national and international policies, programs, and approaches. However, to date the evidence provided by pastoralists and organizations working with pastoral populations suggests that international and national humanitarian assistance is rarely provided in ways that are truly helpful for pastoral communities to protect their livelihoods. This synthesis report brings together the findings from the first phase of a three-year research project exploring how humanitarian action — comprising early warning, anticipatory action, and emergency response — can be more attuned to the needs, perspectives, and approaches of pastoral communities in the dryland areas of the Greater Horn and Sudano-Sahel. The main outputs from Phase 1 are three desk studies examining humanitarian action from three perspectives: the views of the pastoralists, national governments, and the international community. This synthesis report reflects upon the cross-cutting learning and key themes and considers the implications for humanitarian action in dryland areas.

Abstract:
African Risk Capacity, with the support of the United Nations Office for the Coordination of Humanitarian Affairs, has designed an anticipatory insurance product to support farmers in the drought-prone regions of Malawi and Zambia. The anticipatory approach is innovative because the insurance pays out when forecasts predict a drought, rather than after drought-related losses and damages have occurred. This report explores the potential costs and benefits of the insurance product and proposes a framework for monitoring and evaluating these factors once the product is implemented. Costs and benefits are assessed with an economic model, supported by qualitative data collected from key stakeholders. The results of this research are intended to assist government decision-makers by providing insights into potential challenges and successes associated with the product’s implementation. Additionally, the research may offer a useful framework of considerations for the expansion of this initiative to other countries.

4. Is “High Inflation” Always and Everywhere an Exchange Rate Phenomenon?

Abstract:
After decades of stable and low levels of inflation throughout the world, the recent global upsurge in inflation has once again triggered extensive debate among economists about the underlying reasons for the rising trend in inflation. This study aims to contribute to this ongoing discussion by exploring a potential channel that could be fundamental to our understanding of the high inflation levels common across a large number of countries. Drawing upon a rich historical dataset spanning from 1961 to 2023 and employing a random effects panel probit model, our research reveals that the nominal exchange rate depreciation emerges as a strong predictor of “high inflation” episodes across different economies and time periods. Notably, this predictive capability extends to countries with varying income levels, with high-income, upper-middle-income, and lower-middle-income nations exhibiting success rates of 70%, 77%, and 63%, respectively, in forecasting “high inflation” based solely on exchange rate depreciation. Furthermore, food and energy prices also emerge as other important contributors to inflation. These findings have important implications for recognizing exchange rate depreciation as a vital early warning signal for high inflation not only facilitates more timely and effective policy interventions but also emphasizes the critical role of historical exchange rate dynamics and supplyside factors in comprehending the complexities of “high inflation.”

5. Countries at Risk for Intrastate Mass Killing 2024–25: Early Warning Project Statistical Risk Assessment Results

Abstract:
Policy makers face the challenge of simultaneously responding to ongoing mass atrocities and trying to prevent entirely new mass atrocity situations. A critical first step toward prevention is accurate and reliable assessment of countries at risk for future violence. The Early Warning Project’s Statistical Risk Assessment uses publicly available data and statistical modeling to produce a list of countries ranked by their estimated risk of experiencing a new episode, or onset, of intrastate mass killing. This report aims to help identify countries where preventive actions may be needed. Earlier identification of risk broadens the scope of possible preventive actions. In essence, our statistical model identifies patterns in historical data to answer the following question: Which countries today look most similar to countries that experienced mass killings in the past, in the year or two before those mass killings began? The historical data include basic country characteristics, as well as data on governance, war and conflict, human rights and civil liberties, and socioeconomic factors. This report highlights findings from our Statistical Risk Assessment for 2024–25, focusing on: Countries with the highest estimated risk of a new mass killing in 2024 or 2025 Countries where estimated risk has been consistently high over multiple years Countries where estimated risk has increased or decreased significantly from our last assessment Countries with unexpected results We emphasize that this assessment is just one tool. It is meant to be a starting point for discussion and further research, not a definitive conclusion. We aim to help governments, international organizations, and nongovernmental organizations determine where to devote resources for additional analysis, policy attention, and, ultimately, preventive action. We hope that this report and our Early Warning Project as a whole inspire governments and other organizations to invest in their own early warning capabilities.

Abstract:
An Uncertain Future: Preventing Mass Atrocities in Uganda explains the factors behind three high-risk scenarios, identifies potential triggering events that could lead to violence against civilians, and proposes recommendations for how to mitigate the risk. In studying genocide and mass atrocities, we have learned that they are never spontaneous. They are always preceded by a range of early warning signs. If these signs are detected, their causes can be addressed, preventing the potential for catastrophic progression. This report is one of the components of the Early Warning Project, which includes both quantitative and qualitative assessments of atrocity risk. It is the sixth in a series of deep-dive qualitative assessments designed to assist policymakers, NGOs, and members of civil society in understanding the atrocity dynamics particular to the country in question and recommending preventative actions.

Abstract:
After focusing on pastoralist conflicts in three cross-border areas for ten years, the Conflict Early Warning and Response Network (CEWARN) adopted an ambitious new Strategy Framework in 2012. The strategy transformed CEWARN into a system to detect and respond timeously to the potential escalation of violent conflicts that may be triggered by economic, environmental, governance, security and social matters in all member states of the Intergovernmental Authority on Development (IGAD).1 Besides expanding the thematic and geographical range, the strategy enhanced CEWARN’s partnership with civil society, which was initiated by the pioneering CEWARN Protocol in 2002.2 This article reviews the implementation of CEWARN’s partner-ships with civil society organisations (CSOs) for data collection, analysis and response under the current Strategy Framework. It identifies outstanding challenges and lessons for (inter)governmental conflict early-warning and response systems (CEWRS).

Abstract:
The aim of the article is to present a conceptual approach to the use of the EU-SENSE system in exercises based on Kolb’s learning cycle. The methodology of the research conducted in 2018–2021 was based on an analysis of literature in the field of teaching adults and conducting training, chemical and ecological rescue, analysis of domestic and foreign materials and procedures in the field of chemical and ecological rescue, direct observation of the way of the State Guard Fire Service respond to CBRNe threats, taking place in the measurement test dams of the EU-SENSE system and for the analysis of the training module, which is an element of the EU-SENSE system. After completing the exercises, the participant should achieve learning outcomes in terms of knowledge, abilities and skills. The acquired knowledge and practical skills will allow firefighters and civilians to conduct effective and safe rescue operations in the field of chemical rescue during incidents involving hazardous chemicals in the future. Exercises in the field of chemical rescue with the use of the EU-SENSE system will lead to an improvement of skills within the State Fire Service and make it possible for it to cooperate and coordinate activities with entities cooperating in the field of crisis management activities.

The early warning/early action (EWEA) community has been working for decades on analytics to help prevent conflict. The field has evolved significantly since its inception in the 1970s and 80s. The systems have served with variable success to predict conflict trends, alert communities to risk, inform decision makers, provide inputs to action strategies, and initiate a response to violent conflict. Present systems must now address the increasingly complex and protracted nature of conflicts in which factors previously considered peripheral have become core elements in conflict dynamics.

10. Behavior Change in the Face of Disaster Risk Finance

Abstract:
Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. We sought to answer two questions in this Conversation Starter: Does the presence of DRF or similar mechanisms cause behavior change in people covered and if so, how? What role does risk communication play in DRF and behavior change? Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken,
