Abstract:
Transatlantic cooperation has, ever since the election of President Donald Trump, been a topic of contention and concern in Europe, and created a lot of questions regarding whether the fundamentals of the transatlantic relationship were being questioned. Concerns about US engagement in NATO, a potential dissonant threat perception towards and relationship with China and Russia, and the tensions around trade agreements, and in general a perceived defiance of international liberal order are all issues that have ranked high on the agenda of European leaders since early 2017, and that continue to represent - among other issues - topics that require a deeper discussion at the political and the expert level.

Abstract:
The American approach to the problem of Palestine long rested on several recognizable pillars: a basic sympathy with the Zionist program, a sincerely felt belief that Palestinian Arabs had largely been victimized by historical forces that the United States itself had found it necessary to serve, and an unstated—but real—feeling of guilt over the key role Washington played in the 1948 birth of the Jewish state. Donald Trump’s presidency upended the long-held US posture on the Palestine issue, making Washington far more amenable to Israel’s growing appetite for Arab Lands taken in 1967. In his first two years in office Trump instituted a series of administrative and economic measures apparently designed to force the PLO’s acceptance of a still-unannounced peace plan. This article suggests that Trump’s strategy will fail.

Abstract:
Income inequality in the United States has been increasing rapidly over the last 40 years. This, paired with weak economic growth, means that many Americans have been left behind. In her book, Forgotten Americans: An Economic Agenda for a Divided Nation, Isabel Sawhill proposes a “radical centrist” response of promoting social responsibility, increased vocational and private sector training, and social insurance reform. While inequality is an important issue that needs an immediate response, Sawhill misdiagnoses both the economic and political roots of inequality and proposes a narrow solution that ironically is not radical but parallels much of the policy that created current inequality and Trumpism.

El propósito central de esta obra radica en evaluar el deterioro que ha tenido lugar en las relaciones Cuba-Estados Unidos durante el primer periodo de mandato del presidente Donald J. Trump. El texto es resultado de la XVI Serie de Conversaciones Cuba-Estados Unidos de América, celebrada en diciembre de 2017 y patrocinada por el Centro de Investigaciones de Política Internacional adscrito al Instituto Superior de Relaciones Internacionales “Raúl Roa García” de La Habana (CIPI-ISRI). Desde diferentes ángulos se analizan el entorno internacional y el regional, así como los acontecimientos que están teniendo lugar en Cuba y en Estados Unidos, lo cual brinda múltiples explicaciones a procesos en pleno desarrollo. Sin embargo, estos contextos reflejan signos contradictorios que expresan una circunstancia histórica concreta, donde nacionalismos y populismos de extrema derecha han capitalizado el momento político internacional. En esa dirección es lógico prestarle atención a Estados Unidos y a la presidencia de Donald J. Trump, la cual más que causa es síntoma de la crisis que vive el país y refleja inmensas transformaciones y grandes desalientos basados, entre disímiles causas, en una insondable inequidad socio-económica y política. La respuesta es la agenda conocida como “America First”, que adolece de una mirada estratégica a mediano y a largo plazo, y pone en duda el papel de ese país en el Orden Mundial en el siglo XXI. El libro está destinado a audiencias interesadas en entender estas profundas problemáticas, sus causas y, particularmente, las negativas consecuencias que han tenido en el incipiente proceso hacia la normalización de relaciones con la República de Cuba, iniciado en diciembre de 2014. Al mismo tiempo, intenta explicar esta coyuntura como un paréntesis pues, más tarde que temprano, se deberá regresar a la lógica de la cooperación y la colaboración entredos países que, más allá de sus diferencias, comparten historia y un mismo entorno geográfico.

Abstract:
The fundamental rules of conventional sovereignty are that states will refrain from intervening in the internal affairs of other states, are afforded the right to determine their own domestic authority structures and are freely able to decide what international agreements they choose to enter or not. In principle these concepts have been widely accepted, but are often violated in practice. While conventional sovereignty would appear favourable in theory, realistically, the domestic affairs and foreign policy decisions of states can and do have consequences for others. Poor governance in one state can produce regional instability, from uncontrolled migration across borders, uncontrolled arms trade and other illicit trafficking or the rise of militant nonstate actors. Economic, environmental and health policies of one state can affect the food, water, health and economic security of another. These transnational issues are increasingly complex because the world is more globalized than ever before. No state exists in a vacuum. Therefore, it is often within a state’s interest to influence the policy decisions of its neighbours. Pragmatism often trumps abstract theoretical ideals. The lead package of this issue examines the challenges of securing Canada’s sovereignty from modern threats. When discussing Canadian sovereignty the Arctic will invariably be mentioned, and indeed is the focus of fully half of this edition. David Bercuson, Andrea Charron and James Fergusson argue that the perceived threats to Canada’s sovereignty in the Arctic are overblown, resulting in alarmist rhetoric. Robert Hage, Rob Huebert and Petra Dolata, however, content that Canada must be vigilant if it does not wish to erode sovereign control of its Arctic territory. Going beyond the arctic circle, Hugh Segal and Heidi Tworek discuss the challenges of defending against hybrid threats and outline possible steps in response to such perils. From coordinating with our closest allies to no longer tolerate attacks against the integrity of our most valued institutions, to increasing transparency of activities and strengthen public trust in Canadian democracy via domestic measures. Finally, this package concludes on the issue of border control. Vanja Petricevic discusses the shortcomings of Canada’s current management of asylum seekers and how the concept of sovereignty is being adapted to address modern migration challenges. While Kyle Matthews asserts the importance of holding Canadian citizens responsible for their actions abroad because to do otherwise is not only dangerous, but an affront to Canadian ideals. Contemporary transnational challenges are complex and dynamic. The climate is changing, technology is enabling previously unimaginable feats, and global demographics and migration are creating new points of contention. If Canada is to navigate these issues, and defend its sovereignty, it must work closely with its international partners and ensure that it is capable and willing to stand on guard for thee.

President Trump may be unwittingly preparing the United States for the end of American global hegemony. President Trump invokes neither the language nor history of the Pax Americana. His America First approach is only hardening, meaning allies will need to think about American power differently. The United States will not become a ‘normal nation’, but the distance between its sense of providential destiny and limited capacity to effect transformational change abroad will only grow.

Abstract:
The Trump–Kim summit is a distinct new phase in the dramatic cycle that defines the North Korea nuclear issue and the peninsula’s highly theatrical brand of geopolitics. Now that North Korea has finally reached the threshold of a nuclear missile capability to directly threaten the US mainland, its scripted brand of hyperbole and brinksmanship is encountering a different sort of melodrama: the political theatre of Donald Trump. The North Korean nuclear issue cannot be understood without an appreciation of the fundamental tension within inter-Korean relations. There is no precedent for a minor, revisionist power developing an asymmetrical nuclear deterrence relationship with the United States. The result is unlikely to be stable.

Abstract:
South Korea is at a critical crossroads. The future of the liberal international order, a major source of strength for Seoul, is unclear. President Donald Trump has repudiated the longstanding American role of upholding the liberal order. While Beijing has been quick to capitalize on this policy shift, the norms China seeks to promote either fall short of or run counter to the advancement of an open and rules-based international system. Although South Korea may be caught between these two great powers, it is by no means powerless to influence how international economic norms are advanced. To best meet its economic and even strategic interests, the Moon administration should begin negotiations to have South Korea join the remaining countries in the Trans-Pacific Partnership, known as the CPTPP.

Abstract:
Following a relatively successful period for U.S.-South Korea economic relations under the Bush and Obama administrations, Washington and Seoul have entered a new period of economic tension in the Trump administration. Unlike prior U.S. presidents, who placed a priority on negotiating fair rules in the United States’ economic relationships, President Trump has prioritized outcomes. As a result, one of his administration’s earliest moves was to renegotiate the KORUS Free Trade Agreement. While the results of the renegotiation were modest, they may help to expand the sale of American automobiles in the Republic of Korea in the long-run. The largest outcome of the negotiations may be to protect the Ford Motor Company from South Korean competition in the U.S. market as the company transitions to sales focused on light trucks. While the renegotiation has eased tensions for the moment, the prospect of economic engagement with North Korea, the Trump administration’s continued use of national security to erect trade barriers, and the emergence of new technologies such as artificial intelligence and autonomous vehicles could result in growing tensions in the relationship.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement.
