Abstract:
The world is in the midst of a historic refugee crisis. In 2015, over 65 million people were forcibly displaced—19.5 million of them international refugees living outside their home countries. While the United States hopes to welcome up to 110,000 refugees next year, the scale of the crisis demands a larger and more creative response. Formal humanitarian approaches have focused on refugee camps and direct humanitarian aid, but cities and urban areas play a central role in hosting and protecting displaced persons. Today, only one-third of the world's refugees live in camps. Of the approximately 2.7 million Syrian refugees in Turkey, nearly 90 percent live in urban environments. Given the nature of the current crisis, what can humanitarian organizations do differently to address refugee concerns in urban areas? And what unique opportunities might arise by focusing on cities in addition to camps?

Abstract:
Oxfam's research shows that less than three percent of the Syrian refugee population have actually arrived in rich countries through resettlement programmes. By analysing resettlement policies and practices in eight key countries, looking at capacity (i.e. investment in staff and facilities), security procedures, resettlement criteria and the general political climate towards refugees, this paper shows why resettling at least 10 percent of the refugee population from Syria is both necessary and possible.

Abstract:
Recent technological advances have brought with them a swath of benefits for displaced persons fleeing their country of origin. Relatively cheap mobile devices have made it easy for refugees today to keep in touch with each other and with their families over large distances using instant messaging or video-calling services. These capabilities provide refugees with a larger social network, and may prove especially important to those not as well-integrated into their host communities, such as Somali refugees in Jordan. Improved formal wire transfer systems and informal banking systems have also eased the sending of monetary remittances, a crucial aspect of social ties between refugees and their families in the homeland, who use the money for immediate subsistence needs as well as social functions. Transnational social media networks such as Facebook and Twitter have, in some cases, also benefited refugees, often in raising awareness of the refugee crisis.

Abstract:
Since 2010, Professor Rochelle Davis has conducted research among the refugee communities in Jordan, Lebanon, and Turkey, working with MAAS Alum Abbie Taylor. With 60 million people counted as refugees or internally displaced, we are currently witnessing the largest global forced displacement since World War II. These displaced millions are primarily fleeing war, conflict, and persecution, but a host of other factors also contribute to the unstable conditions they face in their home countries: forced conscription; lack of access to health care, jobs, and education; drought and environmental degradation. More than half come from the Middle East, Central Asia, and the Horn of Africa. Despite the news of migrants arriving daily in Europe, the overwhelming majority of those displaced remain in or near their home countries.

Abstract:
The United Nations faces an existential crisis. The norms that bind and ‘safeguard humanity’ are currently under threat. The deliberate bombing of hospitals and the indiscriminate killing of civilians has become almost routine in Syria and several other conflicts. Numerous governments and murderous non-state actors (like isis or Boko Haram) are defying international humanitarian and human rights law. This article argues that the solution to the current global exigency and a central challenge facing the next Secretary-General is to achieve an equilibrium shift away from crisis response and towards conflict prevention. This is especially true with regard to preventing mass atrocity crimes (genocide, war crimes, crimes against humanity and ethnic cleansing). Historically, no single issue has done more to tarnish the reputation of the un than the failure to halt atrocities. Under a committed Secretary-General, the un has unique capacity to prevent these crimes.

Abstract:
People displaced into urban areas due to war, persecution, or climatic crisis have claimed an increasingly prominent position in humanitarian operations and research. Through an examination of three African municipalities currently hosting displaced persons we study the cognitive, financial, and political incentives that work for and against a proactive response to displacement. We find that in cities where deprivation is widespread, effective engagement with municipal authorities demands a shift in approach. Rather than appeals to domestic or international protection principles, effective engagement with local authorities requires recognizing local authorities’ interests and incentives to develop strategies to align protection concerns with local political economic factors.

Abstract:
As many European countries were beginning to emerge from the depths of the financial problems caused by the 2008 global crash, a new crisis emerged threatening to envelop the continent: the displacement of huge numbers of people fleeing humanitarian disasters in the Middle East and Africa and a slew of related political, financial, and security problems. A huge number of the people coming to Europe originate in Syria and Iraq, but significant numbers come also from Afghanistan, Eritrea, and Ukraine, among others. In most of these countries the crises that provoked the exodus are ongoing. Mass displacement causes problems that have to be dealt with when a conflict is at an end.This includes aiding the return of people back to their home countries, developing plans for reoccupying houses and land, and other measures of reintegration and reparations. Traditionally it has been thought that resolving issues related to mass displacement (especially from a transitional justice perspective) has to wait for the end of a conflict: the issue is either seen as a second-order priority or one that can only be dealt with when peace comes. This paper challenges that notion. While it reflects on what can be done after a conflict, it argues that waiting for peace misses opportunities that allow for processes to develop even while conflict continues. Technology has advanced: people can report on the events of their towns and villages instantaneously through smart phones and ever more sophisticated approaches to documenting and recording information. Experience teaches us that time can be used profitably without waiting for the end of a war to begin to address the causes and consequences of displacement. From developing accurate and credible accounts of violations and property and land holdings to creating DNA databases, concrete steps can be taken among displaced populations that have three advantages: they save time; they can inform the political discourse in which peace processes and negotiations take place, alerting participants to issues that have to be solved if durable peace is to be found; and they allow victims of displacement to play an active role in helping to shape their future.

The global refugee regime encompasses the rules, norms, principles, and decision-making procedures that govern states' responses to refugees. It comprises a set of norms, primarily those entrenched in the 1951 Convention relating to the Status of Refugees, which defines who is a refugee and the rights to which such people are entitled. It also comprises an international organization, the Office of the United Nations High Commissioner for Refugees (UNHCR), which has supervisory responsibility for ensuring that states meet their obligations toward refugees.

Of the world’s 10.5 million refugees, just one-third reside in camps. This figure turns on its head the common perception that refugees live in rural camp settings and begs the question: where are the other seven million refugees? The short answer is that many refugees and displaced peoples make their way to cities or other communities in pursuit of better opportunities for employment and education, to join existing ethnic or familial social networks, and to gain some level of security not available to them in settlements. However, host country policies designed to protect and support refugees often apply only to those residing in settlements, implicitly discouraging refugees from moving into urban areas. So if policies largely overlook the existence of urban refugees, how do governments, humanitarian agencies, civil society organizations, and others plan, implement, and coordinate efforts to ensure that this massive segment of the refugee population is cared for?
