Abstract:
Diplomacy is traditionally the business of governments talking to governments. It's about delivering a message, clarifying a position, or making a stand. That model worked well in a world of one-way communications where people watched the dialogue and were told what had been said. Today, that world is history. In today's world the traditional model for diplomacy isn't gone, but it's only one part of what matters. Sure, governments still do and still must talk directly, both in public and behind closed doors, about their messages, their positions, and where they stand. But in today's communications world, the public isn't just a passive observer—the public is often a very active participant, with a stake, and a viewpoint, and a voice. Public diplomacy today has a direct and crucial role side-by-side with traditional diplomacy. So now we have to get public diplomacy right if we want to succeed.

Abstract:
Following March 2011's “cricket diplomacy,” there is reason to be optimistic about progress on South Asian normalization as India and Pakistan have resumed bilateral dialogues. Improved relations are critical to U.S. interests in South Asia with respect to the stabilization of Afghanistan, reduction in Pakistan-based militant threats, and alleviation of regional nuclear tensions. Terrorism and the Kashmir issue remain the most toxic points of divergence which could derail progress as in past bilateral talks. Bilateral economic agreements should be pursued in order to enable commercial progress to facilitate political reconciliation. With the looming drawdown of international forces from Afghanistan in 2014, and the subsequent shift in the regional power balance, it is imperative that the international community utilize its leverage to ensure that Pakistan-India talks progress.

934. Revisiting the Resource–Conflict Link: A Systematic Comparative Test of Causal Mechanisms in Four Major Oil-Exporting Countries

Abstract:
Causal mechanisms and related contextual variables are crucial to the study of the resource–conflict link, but little systematic research has been done on their exact functioning. This paper contributes to the filling of this gap by comparing four major oil exporters (Algeria, Iran, Nigeria, and Venezuela) with differing levels of internal violence. To capture the causal complexity of the resource–conflict link we created a questionnaire with some 150 variables that distinguish between resource-specific (RS) and non-resource specific (NRS) conditions. The causal mechanisms are measured by assigning pertinent RS and NRS indicators to them. Our results suggest that the role of resources may be less prominent than is widely assumed. Only three resource-related causal mechanisms provide limited explanatory value (motive at subnational level, indirect economic, and institutional mechanism) by distinguishing Venezuela—the most peaceful case—from all the others. Only a mixed mechanism that combines 13 RS and NRS (economic and geographic characteristics, identity, intergroup relations, as well as political and institutional variables, including elite behavior) conditions can explain the differences between the countries with regard to the dependent variable comprehensively.

A trio of trade agreements now pending before Congress would benefit the United States both economically and strategically. Carefully developed accords with South Korea, Colombia and Panama will boost U.S. exports significantly, especially in the key automotive, agricultural and commercial services sectors. Among the other benefits are: increased U.S. competitiveness enhancement of U.S. diplomatic and economic postures in East Asia and Latin America new investment opportunities better enforcement of labor regulation and improved transparency in these trading partners' regulatory systems.

939. Maintaining International Peace and Security: A Summit Meeting of the UN Security Council

Abstract:
On September 23, 2010, the United Nations Security Council held a summit meeting on the maintenance of international peace and security, which is the primary responsibility of the Council. The summit was initiated by Turkey, a nonpermanent member of the Council in 2009-2010 and holder of the rotating presidency for September 2010. It was attended by nine heads of state and government and six ministers, and chaired by Abdullah Gul, President of the Republic of Turkey. The resulting presidential statement (S/PRST/2010/18, reproduced in the Annex to this report) reaffirmed that international peace and security require a more comprehensive and coherent approach. The Council also pledged to continue to strengthen the crisis-management toolbox at its disposal, including preventive diplomacy, peacemaking, peacekeeping, and peacebuilding, and to adapt it to changing circumstances. In addition, the statement reiterated the Council's support for the protection of civilians and its commitment to strengthening strategic partnerships with regional and subregional organizations and other relevant players. Further, it reaffirmed the importance of women in all aspects of prevention and resolution of conflicts and underlined the importance of addressing the root causes of conflict.

The EEAS was established to give EU foreign policy new impetus, greater coherence and efficacy. It remains to be seen whether the current organizational concept will give rise to more strategic approaches to foreign policy issues and more holistic foreign policy tools. The most immediate potential of the EEAS lies in its role in merging the broad toolbox of EU external action. The EEAS also has potential to improve vertical coordination and outreach. In the long-term, incremental changes could contribute to forming a new mindset, both when it comes to the relationship between the EU and its citizens, and to reviewing traditional models of diplomacy. The EEAS still needs recognition as a real diplomatic service both from within the Union and by other actors. Its performance, with tangible deliverables, will be key to its legitimacy and future prospects, as will be communicating the strategies and the outcomes to the wider European public.
