801. Jihadi Discourse in the Wake of the Arab Spring

Abstract:
This report analyzes jihadi discourse in the wake of the "Arab Spring" to address two related questions: (1) why have global jihadi leaders been struggling to advance a coherent and effective response to the events of the Arab Spring, and (2) why, despite strong rhetoric of militancy, have we witnessed little action on the part of new jihadi groups that have emerged in countries that underwent regime change (i.e., Tunisia, Egypt and Libya) as a result of the Arab Spring? To answer these questions, this study focuses on original Arabic sources in the form of public statements released by global jihadi leaders in response to the Arab Spring and by new groups projecting a jihadi worldview that have emerged in Tunisia, Egypt and Libya. It reveals that the factors that are causing the current ideological incoherence of jihadism are the same factors that had once served as the cornerstone of its plausibility in the eyes of its adherents.

Abstract:
Flows of crude oil sales are determined by refining demand. In recent years Saudi Arabia has invested massively in captive refining capacity at home and abroad and will be able to refine two-thirds or more of its oil in controlled refineries by the end of the current decade. Because refineries in Europe are likely to be put on sale as distressed assets, Saudi Aramco would have no difficulty in further expanding its controlled capacity. A continuation of this trend may even lead to the Kingdom not exporting crude oil to third parties at all. This is in line with the country's ambition to diversify its economy and its limited interest in further expanding oil production for the sake of selling oil as crude.

Abstract:
The South Caucasus, situated as it is at the crossroads of Eurasia's major energy and transport corridors, continues to play a vital role in the world's security affairs. After the end of the cold war the South Caucasus emerged as a key region in the geopolitical contest among regional and global powers. The South Caucasus states of Armenia, Azerbaijan and Georgia are constantly performing a balancing act in their relations with the U.S., Russia, Turkey and Iran. Armenia has developed strong political and economic ties with Iran in order to counter the Turkish-Azerbaijani axis. Azerbaijan seeks to reinforce its links with the West, especially the U.S., as its main extraregional source of diplomatic and economic support, while it remains cautious towards both Russian and Iranian ambitions in the region. Especially after the 2008 war with Russia and the loss of its provinces of Abkhazia and South Ossetia, Georgia has reinforced its links to Western powers and structures while strengthening its ties with Turkey. Both Turkey and Iran are trying to increase their influence in the region, while promoting their national interests in the international arena.

Abstract:
Taiwan's ambiguous international status has long complicated its ability to participate in international organizations in which the rest of the world shares information and makes critical global decisions. The island's 23 million people cannot reap the benefits that derive from full membership in most international organizations and are unable to contribute their well- developed knowledge, skills, and resources to issues that directly affect them, such as civil aviation regulations, natural disaster response and recovery, and regional economic cooperation. Being barred from international economic organizations erodes Taiwan's international competitiveness and hinders economic liberalization of the domestic economy as well as its further integration regionally.

Abstract:
Public diplomacy supports the interests of the United States by advancing American goals outside the traditional arena of government-to-government relations. Since 9/11, with the rise of al Qaeda and other violent organizations that virulently oppose the United States, public diplomacy in Muslim-majority countries has become an instrument to blunt or isolate popular support for these organizations. Efforts in this direction complement traditional public diplomacy that explains American policies and society to foreign publics.

Abstract:
The destinations of China's new leaders' foreign trips show that the PRC's foreign policy domain remains its neighbourhood. China is trying in particular to enhance cooperation with its Central and Southeast Asia border states in what is called "new silk road" diplomacy. Behind this approach are mostly domestic rationales: a need to preserve stability on its borders and in the western part of China, secure export markets and energy supplies, develop inland transport routes as an alternative to unstable sea lines, and to narrow the development gap between the eastern and western parts of China. The PRC's "opening to the West" and reinvigoration of its Western Development Policy is a window of opportunity for Poland. The establishment in Gansu province of the Lanzhou New Area-the first state-level development zone in northwest China-could become a bridgehead for a Polish economic presence in this part of China, or even a springboard for Poland's "Go West China" strategy.

Abstract:
With the global economic downturn and its implications for the broader political and security architecture of the EU, the Polish—Romanian Strategic Partnership signed in 2009 is now ripe to take the positive relationship to a new level and to be further fleshed out. To this end, political coordination needs to be upgraded for promoting common interests, such as economic stability and solidarity within the Union, continued support to agriculture and cohesion policy as an important priority for EU funding, increasing the energy security of the region, engaging the neighbourhood, particularly Moldova and Ukraine, and maintaining the relevance of CSDP and of article 5 of the Washington Treaty high on the European agenda. The management of instability and protracted conflicts in their neighbourhood are also among their shared concerns. Translating these common priorities into concrete actions should aim at pushing the "turbo button" on the partnership, and help both countries achieve their goals.
