751. New EU Energy and Climate Framework: Challenges for Poland and Germany

Abstract:
The EU’s new energy and climate framework for 2030 is an exercise in reconciling Europe’s green agenda with its need for renewed competitiveness—as well as the domestic concerns of Member States. As the energy policies of Poland and Germany are shaped by EU policy, the 2030 policy proposal might serve as an opportunity for a shift towards bolstered bilateral cooperation. The conditions for this are twofold: mutual understanding and thinking outside the box. The publication is a part of the project “The German ‘Energiewende’ from Different Perspectives” carried out by the Polish Institute of International Affairs in cooperation with the Konrad Adenauer Foundation in Poland.

752. An Independent Review of Foreign National Access Management for the National Aeronautics and Space Administration

Abstract:
Over the last year, security incidents involving foreign nationals at the National Aeronautics and Space Administration's (NASA) research Centers have drawn the attention of the NASA Administrator and other agency leaders, Congress, and the media. Recognizing the growing threat of cyber-attacks and espionage aimed at government agencies by hostile nation-states and foreign adversaries, NASA asked the National Academy of Public Administration (the Academy) to conduct this review of its foreign national management processes. Having a well-run Foreign National Access Management (FNAM) program is in the best interests of NASA, both in terms of protecting vital U.S. security and proprietary information, as well as capitalizing on the talents of foreign nationals. This Academy review examined the Agency’s entire FNAM process from the initial request from a requestor or sponsor through foreign national vetting, credentialing, information technology security, counterintelligence, hosting and escort procedures, and export controls.

The United States has long emphasized the desirability of working with allies and partners to meet pressing security challenges. Indeed, many of our most vexing security concerns—from terrorism to cyber attacks—are best met with concerted multilateral responses. At a time when the United States and many of its allies and partners are reluctant to increase defense and security spending, working together is paramount. This is perhaps most evident in Asia, where present and potential future threats to security and prosperity are high and shared interests are substantial.

Abstract:
The Peace Treaties of 1919 retain a prominent place within the study of International Relations (IR).The theoretical significance of Versailles for IR can hardly be overstated. For much rests on the question of whether the post-war settlement was problematic due to its liberal nature or in spite of it. Yet, explanations as to why Versailles diplomacy was so problematic vary significantly. What were the central factors affecting policymaking at Versailles? And what does Paris Peace diplomacy tell IR theory about modern foreign policymaking processes? This article provides a critique of standard IR interpretations of Wilsonian diplomacy at Versailles, illustrating how realist and liberals' uncritical acceptance of Wilson as the quintessential 'idealist-liberal' statesman glosses over a core contradiction at the heart of Wilsonian diplomacy: the wielding of power politics to transcend power politics. In doing so, it examines the effects of the Bolshevik revolution as a paradigm-rupturing event transforming the nature and dynamics of the First World War and the post-war settlement. This traces the unique sociological patterns of uneven and combined development thrown up by the war and the geopolitical problems this created for Wilson and the Allies in forging a new international order.

Abstract:
This paper aims to highlight the linkage between domestic public policy and international bargaining power in the realm of science and technology policy. To do so, it constructs a model hybrid of two independent theoretical frameworks: Advocacy Coalition Framework by Paul Sabatier and Double Edged Diplomacy by Peter Evans. The main question to answer is how policy learning at the national level can occur as a result of the factor of enlightenment according to the Advocacy Coalition Framework and the second question is how this learning stretches to the foreign policy sub-system and invigorates the capacity of negotiating team for providing more innovative package of technical instruments or the so-called “win-set”, according to the Double Edged Diplomacy. This hybrid model is applied to the case of nuclear policy/ diplomacy of Iran. Thus, the objective of the paper is twofold: first, it takes on an analysis of the domestic nuclear policy change or readjustment in Iran that has been produced by policy learning. The second objective is to explain how this domestic learning factor overflowed to the foreign policy sub-systems and has provided the country with a new approach to the nuclear negotiations with foreign partners.

Abstract:
The first few months of 2014 brought an unprecedented collapse of the Russian Federa-tion’s image on the world stage, the worst since the end of the Cold War. The events in Ukraine and the reaction to them by a significant number of countries in the interna-tional community, quickly demoted Russia to that group of countries whose foreign policy provokes harsh condemnation. For the first time in decades, international sanc-tions have been put in place against Russia, adopted by a large number of the world’s largest countries, de facto downgrading Russia to the rank of a rogue state; these sanc-tions are intended to exert pressure on the elite, who are responsible for implementing certain foreign policy decisions. For many experts, the events are associated with a new and sudden sea-change in Russia’s foreign policy. However, it appears to us that the cur-rent stage of cooling relations with the West is a logical consequence of the way in which the Russian state was constructed in recent years; in fact, a different scenario could hardly have been anticipated. This article presents the author’s view of the mecha-nisms and logic that shaped Russia’s foreign policy course, which has evolved through several iterations in the last three years. The below analysis could facilitate a fuller un-derstanding of Russian motives in international relations, and help find opportunities and mechanisms for dialogue between Russia and the West.

Abstract:
Setting out with the premise that the current situation of Israel-Turkey relations is detrimental to all parties in the region, TESEV Foreign Policy Program conducted a series of studies in order to dwell upon alternative areas of cooperation and discuss the current state of relations. To this end, two roundtable meetings were organized: the first one was held on 2 October 2013 in Istanbul and the second was organized in Jerusalem on 22 December 2013. A trip to Israel was organized between 6 and 8 July 2014 to complement these roundtables, during which a significant number of meetings were held with authorities form the Ministry of Foreign Affairs of Israel, as well as journalists and various experts. This report touches upon the historical background of Israel-Turkey relations and the potential areas for Turkish-Israeli cooperation.
