571. EU-Turkey Cooperation on ‘Refugee Crisis’: Is it on the Right Track?

Abstract:
What is the current course of the refugee crisis? What has the EU done so far as a response to the crisis? Is it possible to mention a balanced and comprehensive policy response in compliance with international norms and responsibilities? Are the EU-Turkey migration cooperation policies on the right track? This policy brief answers these and further questions in depth. It handles main results and policy outputs both for the EU and Turkey. We argue that the current mode of cooperation is highly fragile and is likely to fail in case substantial revisions are not taken into consideration. It reveals consideration the sensitive nature of the situation and highlights the parties need to adopt a joint response that takes on the priorities and capacities of both sides.

Success multiplied by intuition is behind many discoveries. This fully applies to British historian Prof. Gabriel Gorodetsky* who has written numerous scholarly works including The Precarious Truce: Anglo-Soviet Relations, 1924-1927, Stafford Cripps’ Mission to Moscow, 1940-1942, etc. Prof. Gorodetsky came across the diaries of Ivan Maisky,** Soviet Ambassador to London while preparing official Soviet-Israeli documents for publication and was immediately interested. Before him few historians had paid attention to this unique historical document. in fact, Stalin never encouraged officials to keep diaries; this explains why they are few and far between in soviet archives.

Abstract:
The U.S. foreign policy today has fallen on hard times. The world is entering a new era with a lot of totally new challenges, including untraditional challenges that the U.S. leadership is faced with. In some instances, Washington manages to fit into ongoing processes while in others, the situation starts to follow a different scenario and then this policy, which is based on a number of important and fundamental principles, begins to founder. Regarding the U.S. policy, perhaps it makes sense to start off not with it but with more fundamental concepts. I believe that there is a problem related to the uneven development of states. Obviously, this greatly affects the foreign policy of the United States that is entering into a new situation in the world, which is related to the emergence of new points of growth and influence, and the erosion of the previously established centers and structures with the downgrading of the role of traditional centers of force in global affairs.

Abstract:
For more than half a century, the United States has played a leading role in shaping order in East Asia. This East Asian order has been organized around American military and economic dominance, anchored in the U.S. system of alliances with Japan, South Korea, and other partners across Asia. Over the decades, the United States found itself playing a hegemonic role in the region—providing security, underwriting stability, promoting open markets, and fostering alliance and political partnerships. It was an order organized around “hard” bilateral security ties and “soft” multilateral groupings. It was built around security, economic, and political bargains. The United States exported security and imported goods. Across the region, countries expanded trade, pursued democratic transitions, and maintained a more or less stable peace.

The United States’ strong partnership with Costa Rica has deep roots: our countries established diplomatic relations in 1851, when Costa Rican Minister Felipe Molina presented his credentials in Washington, and a Treaty of Friendship, Commerce, and Navigation was finalized the following year. This early cooperation provided a strong foundation for a bilateral relationship that has only gained depth and breadth, and which continues to grow, evolve, and reveal new sources of strength. Today, the United States is Costa Rica’s largest trading partner and greatest source of foreign investment. Costa Rica’s stability, natural beauty, and proximity to the United States make it a favorite destination for US citizens—tourists, investors, and residents alike—further deepening the connections between our countries. Our shared values, long history of close cultural and commercial ties, and growing cooperation on regional initiatives make Costa Rica a valued strategic partner as the United States promotes prosperity, good governance, and security—the three pillars of the US Strategy for Engagement in Central America (the Strategy)—throughout the region.

Public Diplomacy (PD) at the State Department shows signs of going through a serious rethink. The push to be more strategic in our programming has taken off. Public Diplomacy officers can rattle off the Integrated Country Strategy goals with the best of them. More rigorous program planning and evaluation may be coming to a cloud platform near you soon (see the excellent article by my colleague Carissa Gonzalez in the previous issue of The Ambassadors Review). Social media regulations are in the Foreign Affairs Manual. EducationUSA and American Spaces have slick branding, unified looks, and centralized websites. These new strategies and tools are great, and in many cases, long overdue. However, as we redesign Public Diplomacy for the 21st century (albeit we are already well into that century), we should go back to the basics for a moment, and remember why we’re here.
