401. America Is More Than Trump. Europe Should Defend the Iran Deal without Burning Bridges to the US

Abstract:
US President Donald Trump’s decision to withdraw from the 2015 Iran nuclear deal, known as the Joint Comprehensive Plan of Action (JCPOA), will severely degrade regional and global security. His decision has increased the risk of war and a nuclear arms race in the Middle East and beyond. He has undermined attempts to limit the proliferation of nuclear weapons through multilateral diplomacy, as unilateral withdrawal equals non-compliance with a legally-binding UN Security Council resolution. This is a rejection of the UN as arbiter of international peace and security, as well as of international law as a lynchpin of international relations. The steps that Europeans now take will have serious consequences for their alliance with the US, for security in the Middle East, as well as for their relations vis-à-vis China, Russia and the wider world.

402. The 2016 Failed Coup in Turkey: What Is the Impact on Turkish-African Relations?

Abstract:
The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

403. Making Sense of Russia’s Policy in Afghanistan

Abstract:
For some time, Western sources have been accusing Moscow of backing the Taliban regime in Afghanistan. However, little effort has been done to analyze the modalities of this support and the way it relates to Moscow's overall policies and objectives in Central and Southern Asia. This essay sets out to explain both the trend in Russia’s policies towards Afghanistan between 2013 and 2017, and the reasons underneath them. It explores Russia's actions vis-à-vis contending forces in Afghanistan and Central Asia in the broader context of Moscow’s rapprochement with Pakistan, its ties to India and China and overall anti-Americanism that has grown exponentially since 2014. We argue that this approach would provide a better understanding of Russia’s policies and objectives in Afghanistan.

404. A Year after the Start of the Saudi-Emirati Blockade against Qatar. What Are the Consequences for West Africa?

Abstract:
On June 5th 2017, Saudi Arabia, the United Arab Emirates, Egypt and Bahrain broke off diplomatic relations with Qatar and agreed to isolate the Emirate via an air and land blockade. These countries decided to punish Qatar under the pretext of a speech the Emir of Qatar, Tamim bin Hamad Al-Thani, would have made on May 23rd, which reiterated the strong ties between his country and Iran.[1] The situation has been at a deadlock for a year, and Qatar refuses to apply the Emirati and Saudi Arabian list of the 13 demands. The latter mainly include the closure of the Al Jazeera TV station and the Turkish military base on its territory, downgrading diplomatic relations with Iran, as well as a total separation with movements such as Hezbollah or even the Muslim Brotherhood.[2] However, although this crisis only pits Persian Gulf countries against each other, apart from Egypt, both sides have tried to win support. Donald Trump has adopted the stance of the Saudi-Emirati side[3] – but the State Department under Rex Tillerson (2017-2018) has always remained cautious –, Europe remains neutral with no leader daring to choose one side rather than another. The confrontation was particularly marked in West Africa. Four countries in this area – Senegal, Mauritania, Chad and Niger – quickly downgraded their diplomatic relations with Qatar shortly after the start of the crisis. However, their strategy vis-à-vis this wealthy gas Emirate has changed considerably over the last twelve months, as Doha's efforts to obtain new support in the rest of West Africa has started to bear fruit.

The Indian Ocean is becoming the scene of a sustained contest that in some ways resembles strategic competition during the Cold War. This will include pressure on Indian Ocean states to align themselves with one side or another within an increasingly unstable and complex strategic environment.

406. Arms Control as Uncertainty Management

Abstract:
For decades or longer, policy-makers have sought to use arms control to reduce the uncertainty endemic to the international security environment. Because uncertainty is pervasive in these situations, however, practitioners themselves are naturally vulnerable to its effects. This paper seeks to help policy-makers optimize arms control outcomes by providing improved theory and best practices for goal-setting and strategy selection using the judicious application of decision theoretic concepts. The paper first lays out a suitable role for decision theory in the study and analysis of arms control, arguing that “uncertainty” is a more appropriate concept for description and analysis here than is “risk.” Prior approaches that rely on “risk” have tended to drive the search for arms control best practices, but “risk” requires the use of probability estimates that are frequently not available or not a good indicator of potential outcomes. Second, the paper argues that decision-makers are vulnerable to the effects of missing information and the uncertainty it causes in the run-up to and during arms control negotiations. Consequently, they are subject to biases and resort to the use of security-specific heuristics, including worst-case scenario thinking, limited-theater-of-war thinking, and low-dimension (or non-complex) thinking when setting goals and employing strategies for negotiating arms control agreements. The paper discusses the origins of this uncertainty and the strategies that states could employ as a result of these security-specific heuristics, arguing that they can best be grouped into two types—risk reduction versus uncertainty management. Finally, the paper makes recommendations for optimizing outcomes—for getting efficient negotiations that result in robust, durable agreements, capable of managing uncertainty about security, despite the effects of missing information.

407. Will North Korea Denuclearize after the Singapore Summit? Lessons from the past

Policy-makers, scholars, and analysts disagree about whether North Korea will take any meaningful denuclearization steps after its leader Kim Jong Un met with U.S. President Donald Trump in Singapore in June 2018. Many believe that the breakdowns of the 1994 Agreed Framework and the Six Party Talks process in the 2000s show that North Korea’s nuclear weapons program cannot be constrained through cooperation. According to this view, Pyongyang violated its previous commitments once it received economic and political benefits, and it will do so again. The underlying assumption is that Washington was fully implementing its own commitments until Pyongyang broke the deal. But is this true? This paper discusses three key findings drawn from an analysis of U.S. implementation of past denuclearization agreements with North Korea. The first is that the United Stated did not always follow through with its cooperative commitments because of domestic political constraints, even when North Korea was fulfilling its commitments. This makes it difficult to determine whether North Korea ultimately did not honor its obligations because it never intended to or because it was responding to U.S. actions. The second is that some parts of past deals were more susceptible than others to being undercut by domestic opposition because they received insufficient political attention. The third is that such domestic interference could be minimized by obtaining the widest possible coalition of domestic support from the negotiation stage. The roadmap for North Korea’s denuclearization is unclear, as the Singapore summit did not determine concrete steps toward that goal. Secretary of State Mike Pompeo’s visit to Pyongyang in early July also did not yield specifics such as the scope and timeline of denuclearization. But based on the findings from past agreements, this paper argues that the only way for the United States to find out if engagement will work this time is to test North Korea’s intentions by carrying out Washington’s own cooperative commitments more consistently than in the past.

Abstract:
This paper investigates how China appeals to other countries by utilizing soft power in ensuring their participation in the Belt and Road Initiative (BRI), which seeks to revive ancient Silk Road through infrastructure, trade, finance and other linkages. By employing a behavioral and contextualized explanation for soft power, this investigation reveals that Chinese state actively pursues a soft power-oriented economic diplomacy for BRI and relies on hard power resources for its effectiveness. Furthermore, China takes advantage of the power vacuum in the global economy and embraces a liberal economic vision for the international system in its diplomatic activities emphasizing the importance of globalization, free trade, infrastructure investment, and win-win cooperation in achieving high levels of economic development. While China frames BRI mainly in terms of economic development purposes, China’s soft power appeal to other countries is likely to have important political and security implications for the international system.

Today, Egypt’s relationship with NATO remains marginal with many challenges affecting the pros- pects of closer ties. In 2014, NATO and Egypt signed an Individual Partnership and Cooperation Programme (IPCP), and NATO has since pro- vided some support in the field of demining and training. In this context, and at a time when the Alliance’s goal is to project stability in its southern neighbourhood, with efforts being undertaken to increase engagement with countries in the Middle East and North Africa (MENA) region, there are areas where NATO and Egypt’s interests overlap offering the potential for closer cooperation.

410. The Great War legacy for NATO

On 11 November commemorations occurred throughout North West Europe and the British Commonwealth, marking the hundredth anniversary of the Armistice that ended the First World War. A significant commemoration was held in the city of Mons, Belgium, location of Supreme Headquarters Allied Powers Europe (SHAPE), and another in Brussels, location of NATO Headquarters. Many attending these commemorations will have had little knowledge of the direct link between the events of 11 November 1918 and the structure and workings of the Alliance today. This Policy Brief seeks to reveal this legacy by explaining the First World War origins of the North Atlantic Council, Military Committee, Alliance committee structure and the importance of the principles behind supreme command, summit consultations and consensus. These entities and practices, essential to the institutional design and culture of NATO, were established at the inception of the Alliance by civilian and military leaders who had participated in the Second World War and who knew their value to the maintenance of Alliance cohesion, and their importance to effective strategy formulation. These same leaders had derived their knowledge directly from the lessons learned during the final stages of what was supposed to be “the war to end all wars”.
