Abstract:
By the end of the year 2000, a peace treaty between Ethiopia and Eritrea, peaceful transfers of power after elections in Senegal and Ghana, and continued growth of public debate about the future in almost every African country were among signs of advance in a year that was more than usually short of good news. Economic growth in sub-Saharan Africa was estimated to climb to 2.7 percent for the year, up from 2.1 percent in 1999. Per capita income in the region south of the Sahara rose by an estimated two tenths of one percent. The World Bank and the International Monetary Fund (IMF) announced debt reduction packages of $34 billion for 22 countries, including 18 in Africa.

Abstract:
The Commission considerably broadened its activities in its second full year, monitoring religious-freedom violations worldwide and increasing the number of countries it would study in depth. In July, the Commission wrote to the Secretary of State to recommend that Laos, Democratic People's Republic of Korea, Saudi Arabia, and Turkmenistan be added to the list of “countries of particular concern” as provided for in the International Religious Freedom Act of 1998 (IRFA). It also recommended that Burma, China, Iran, Iraq, Sudan, the Milosevic regime in Serbia and the Taliban in Afghanistan remain on the list. In addition, it wrote that India, Pakistan, Uzbekistan, and Vietnam are serious violators of religious freedom deserving careful State Department monitoring; it also expressed concerns about sectarian violence in Indonesia and Nigeria.

Abstract:
Kashmir is one of the conflicts implicated in the current "war" of the U.S. and its allies against certain forms of radical Islam. A long-term solution to the conflict in Kashmir cannot be found without consideration of the wishes of the Kashmiri people. The three-option plebiscite, giving Kashmiris a choice among accession to India, accession to Pakistan, or full sovereignty, is an avenue that must be explored. The United Nations should serve as the organizer of such a plebiscite and should be the ultimate guarantor of its results. Convincing Pakistan and India of the ultimate wisdom of such a course can be part of current negotiations around the events in Afghanistan that now demand our attention.

Abstract:
Israel's Chief of Staff Shaul Mofaz met senior Turkish defence officials on July 27 to discuss defence cooperation. Israel and Turkey, facing similar strategic problems based on shared interests and fears, are in the process of building the most powerful alliance in the Middle East. They are doing so in the face of opposition from the Arab and Muslim worlds as well wider concerns, notably on the part of Russia. The Turkish-Israeli alliance now appears sufficiently robust, at least for the moment, to withstand opposition from the Arab and Muslim world. Moreover, US support for the entente may grow owing to concerns about terrorism and stability in the eastern Mediterranean basin, as well as the administration's renewed emphasis on stability in the Gulf.

Abstract:
At the Gothenburg European Council on June 15-16, EU leaders set themselves the objective of starting eastward enlargement by 2004. Small but significant changes in the wording of commitments on enlargement were agreed after intensive diplomacy by the Swedish EU presidency. The EU now has a very tight timetable for concluding negotiations with the front-runner candidates for membership. Although the candidates have made good progress, many political obstacles must be surmounted during the next 18 months, with the Irish referendum result creating further complications. However, the most important negotiations will not be those with the candidates, but those between the member states.

Abstract:
Senior Palestinian officials this week rejected US President Bill Clinton's peace proposals. All the Palestinian factions have now rejected the proposals designed to end the conflict with Israel. This is a sign of the overwhelming domestic pressure Palestinian leader Yasser Arafat is under. However, his position remains one of conditional acceptance as he awaits further US interpretations and clarifications. Arafat's conditional acceptance of the US proposals is an attempt to improve his diplomatic position. He hopes to make use of the enhanced Arab engagement in the Palestinian-Israeli peace process to improve on the terms of a future peace agreement. This will be essential if he is to win domestic approval of any deal.

1370. When (And How) Regions Become Peaceful: Explaining Transitions From War To Peace

Abstract:
Three important regions have moved from war to peace during the 20th century: South America in the beginning of the century, Western Europe in the middle while the Middle East has begun the move toward the end of the century. Not only did these moves take place in different periods in this century, but they also resulted in completely different types and levels of peace. How can we best explain these transitions and variations? Western Europe moved from a major war-zone to a zone of peace in the years following World War II. South America started the move to regional peace, even if not perfectly, much earlier in the 20th century. However, since the late 1950s Western Europe has reached a much higher level of peace than South America. A vigorous peace process began in the Middle East, in contrast, only in the early 1990s and the peace there is still much more fragile than in the other regions.
