1341. Trends in Asylum Migration to Industrialized Countries: 1990-2001

Abstract:
The purpose of this paper is to outline trends and patterns in movements of asylumseekers to Western so-called industrialized countries from 1990-2001. The paper begins by characterizing three distinct phases of asylum migration since the end of the Second World War. It then provides background material on global refugee and asylum movements, using statistics from UNHCR. The data for selected receiving countries and regions is discussed, followed by some remarks on changing routes used by asylumseekers. The selected countries and regions are Australia, Canada, the EU and the USA. Finally, we examine some of the causal factors behind asylum migration and attempt to identify their significance upon flows migration.

1342. Bosnia's Nationalist Governments: Paddy Ashdown And The Paradoxes Of State Building

Abstract:
The return of the nationalist parties to power after the October 2002 general elections in Bosnia Herzegovina (BiH) was widely assessed as a calamity. Some observers went so far as to claim that it signified the failure of the international peace-building mission over the previous seven years. But the new High Representative, Paddy Ashdown, refused to be downcast. Not only was the nationalists' victory narrow, but he was confident he could work with them if they proved faithful to their pre-election pledges to embrace the reform agenda he had been charting since taking office in May 2002. This agenda seeks to make up for lost time: implementing the economic, legal and governance reforms required both to make BiH a prosperous, lawful and peaceable state and to set the country on track for European integration. Lord Ashdown aims to put himself out of a job by putting BiH on the road to the EU.

Almost a decade ago, as the last nuclear crisis with North Korea was reaching a peak, I concluded the following about the potential utility of economic sanctions: The debate over US policy toward North Korea boils down to one deceptively simple question: what does Kim Il-sung want? No one can be sure of the answer and different interpretations have quite different policy implications. If the Great Leader views a nuclear weapons option as important to the survival of his regime, economic sanctions are unlikely to force him to give it up. But if he views the threat of developing nuclear weapons as a bargaining chip, some combination of carrots and sticks may induce him to trade it away.

Abstract:
U.S. president George W. Bush and Russian president Vladimir Putin have an important opportunity at their upcoming meeting to reach key agreements, remove major irritants in U.S.–Russian relations, and initiate a genuine partnership less burdened by Cold War legacies. In Europe last summer and in the United States last November, the two leaders established personal chemistry and trust—but the meetings lacked substance. Although Putin's leadership position will not be made or broken on his foreign policies, this time it will be important for his pro-Western orientation to produce a concrete payoff for Russia. As for President Bush, if the summit fails to produce results, then his vaunted Russia policy will be seen to be drifting. Thus both men require real outcomes such as a signed, legally binding nuclear arms reduction agreement and a new institutional relationship with the North Atlantic Treaty Organization (NATO). Perhaps just as important, however, Putin and Bush each must explain to his own country why this partnership is important and what are its key elements.

Abstract:
Following the September 11 atrocities, a senior U.S. administration official declared that Iran and the United States “see the situation pretty much the same way,” and thus would probably “cooperate” in the war against the Taliban and al Qaeda. This prediction soon became reality. Tehran not only contributed to the rout of the Taliban by supplying food and arms to the Northern Alliance, it also provided military advisers, some of whom probably passed their American counterparts along the road to Kabul.

His stop in China will be especially significant. He will arrive in Beijing on precisely the 30th anniversary of Richard Nixon's historic journey to China, and at a time of notable—if limited—improvement in relations between China and the United States after one of periodic harsh rhetoric and tense confrontation.

Abstract:
Indonesia is a country in major transition. After 40 years of authoritarian rule, a fledgling democratic system has yet fully to take root. The country's first post - authoritarian president, Abdurrahman Wahid, was impeached after two years by the parliament on the grounds of incompetence and replaced by Megawati Sukarnoputri in July 2001. The economy, imbued with corruption during the decades of state control, collapsed in 1997 and has yet to recover. Accustomed to playing a central political and economic role, the Indonesian military remains reluctant to accept civilian control and accountability for its actions. The discontent of the people of several regions with incorporation into the Indonesian state was met for decades with harsh military repression, leaving the essential issues unsolved and, in some cases, aggravated.

Abstract:
The conditions for religious freedom are very poor in Uzbekistan. In addition to a highly restrictive law on religion that severely limits the ability of minority religions to function, the Uzbek government in recent years has been harshly cracking down on Muslim individuals, groups, and mosques that do not conform to government-prescribed ideas on how the Islamic faith should be practiced and expressed. This crackdown has resulted in the arrests of thousands of persons and there are credible reports that many have been and continue to be tortured in detention, torture that in some cases has led to the death of those detained. While the government of Uzbekistan does face threats to its security from certain religious groups that have used violence against it, the government's mass arrests of religious believers and reports of torture nevertheless suggest that gravely troubling religious freedom violations are occurring in that country. The Commission recognizes that Uzbekistan only recently gained independence and has not yet developed the institutions and level of civil society necessary for the full protection of human rights, including religious freedom. Nevertheless, this neither excuses nor fully explains the scale and harshness of the government's current campaign against religious freedom.

1350. Report on Sudan

Abstract:
In its first annual report issued May 2000, the U.S. Commission on International Religious Freedom (the Commission) found that the government of Sudan was the world's most violent abuser of the right to freedom of religion and belief. The Commission also found that religion was a major factor in the ongoing civil war, and that religion and religious–freedom violations were intertwined with other human rights and humanitarian abuses in Sudan. In the Commission's view, the Sudanese government was committing genocidal atrocities against civilian populations in the southern part of the country and in the Nuba Mountains. In light of these conditions, the Commission recommended, among other things, that the Clinton administration launch a comprehensive program of diplomatic and economic pressures to stop human rights abuses in Sudan. Moreover, the Commission was disturbed by the reported connection between oil development and the Sudanese government's abuses, as well as by an initial public offering in the U.S. by a subsidiary of one of the government's joint–venture partners in the development of Sudan's oil fields. Therefore, the Commission recommended that foreign companies engaged in the development of Sudan's oil and gas fields be prohibited from raising money in U.S. capital markets.
