1311. From Diplomatic Talking Shop to Powerful Partnership?

Abstract:
NATO plans to play a greater role in the Middle East. At the upcoming summit in Istanbul, the Alliance is expected to boost its neglected cooperation programme with seven states in the Middle East - the so-called Mediterranean Dialogue. The Dialogue is to be turned into a Partnership programme modelled on the Partnership for Peace (PfP) experience. This brief argues that NATO only can play a limited role in the efforts to reform and strengthen relations with Middle Eastern states. NATO does not have the political and economic tools necessary for tackling the root causes of the security problems in the Middle East, and there is a real danger that increased cooperation on terrorism and defence reform may undermine the overall goal of democratic and genuine change in the region.

Abstract:
In 2002, the Aspen Institute Conference on Telecommunications Policy deviated from its traditional single annual gathering in Aspen by holding two meetings—one on spectrum policy and the other on broader telecommunications issues. The first convening, held last spring at the Aspen Wye River campus, focused on reforming spectrum policy; a subsequent meeting was held in the usual August time slot. This summer meeting went beyond the issue of spectrum policy to delve into more pressing issues surrounding an industry experiencing more than its of share of troubles. This report is a synthesis of both convenings, with an emphasis on the larger context provided by the summer colloquy.

Abstract:
The United States has a growing problem. Public opinion polls echo what is seen in foreign editorials and headlines, legislative debate, and reports of personal and professional meetings. Anti- Americanism is a regular feature of both mass and elite opinion around the world. A poll by the Times of London, taken just before the Iraq war, found respondents split evenly over who posed a greater threat to world peace, U.S. President George W. Bush or then Iraqi leader Saddam Hussein. At the same time, European antiwar protests drew millions, and several national leaders ran successfully on anti- American platforms. Americans at home and abroad face an increased risk of direct attack from individuals and small groups that now wield more destructive power. The amount of discontent in the world bears a direct relationship to the amount of danger Americans face.

1315. From Yugoslavia to Iraq: Russia's Foreign Policy and the Effects of Multipolarity

Abstract:
The aim of this study is to analyze the evolution and political implications of Russia's doctrine of multipolarity. Multipolarity emerged as one of the earliest doctrinal solutions to the post-Soviet Russian foreign policy dilemma, and has remained essential for Russia's strategic behavior since the early 1990s. The multipolarity doctrine describes the post-Cold War world and Russia's place in it. As I argue in this study, Russian “multipolarity” – (the idea of the multipolar world; the vision of Russia as one of its 'poles'; and the understanding of the principles of international politics in the strict terms of realpolitik) is not an ideological resource for Russia's foreign policy but rather, a result of learning how to secure the country' s international status given the scarcity of foreign policy resources available, and the drastic change in the international institutional position of Russia. To sum up the central argument of this study: the multipolarity of Russian foreign policy – both a doctrinal strategy and foreign policy practice – has evolved as a template-like foreign policy approach to solve Russia's strategic dilemma since the demise of the Soviet Union: how to secure its place in the new international structure and compensate for the loss of the international arrangements that disappeared with Soviet might and the bipolar international system as a whole.

Shortly after the attacks on the United States on 11 September 2001, research staff at Chatham House held a meeting to consider how the Institute should respond. The immediate reaction had involved a special issue of The World To day, published in October 2001, and researchers had given numerous media interviews and commentaries, but there was a strong feeling that '9/11', as it soon came to be called, demanded a more measured and analytical response .

The United States Commission on International Religious Freedom (USCIRF) is an independent federal government agency created by the International Religious Freedom Act of 1998 (IRFA) to monitor religious freedom in other countries and advise the President, Secretary of State, and Congress on how best to promote it. The Commission is the only government commission in the world with a mandate to review and report violations of the internationally-guaranteed right to freedom of religion and belief worldwide. By providing reliable information, analysis, and careful and creative policy recommendations, the Commission gives the U.S. government and the American public the tools necessary to promote religious freedom throughout the world.

1318. Are We Taking China's Future for Granted?

Abstract:
During Fall 2003 the Schlesinger Working Group held two meetings (September 25th and November 3rd) to explore China's estimated political/ economic outlook and to determine what potential challenges might affect its projected future. The purpose of these meetings was not to predict a Chinese stumble or even collapse, but rather to examine events that could trigger a disruption of China's current, impressively successful economic trajectory, and to analyze what form that disruption could take. During the first meeting, participants identified potential disruption scenarios to which China remains vulnerable. The second meeting considered the implications of disruption for both China and the United States, and how these scenarios might affect U.S. policy. Working Group members did not attempt to assign probabilities for the identified potential disruptions or “failures.” Rather, they focused on the hurdles or challenges posed by these disruption scenarios, which the Chinese leadership would need to confront successfully in order to avoid losing control or endangering national cohesion. Participants generally agreed that any major disruption would most likely derive from an external shock that might negatively affect China's economic situation and possibly ignite collateral internal disruption via domestic unrest or leadership division. The group concurred that the Chinese leadership has sufficient strength and cohesion to manage most forms of internal disruption, or at least to adapt quickly and effectively to those that arise.

Abstract:
In many respects, France fares well among OECD countries in terms of indicators of the health status of its population and resources allocated to its health care system. The French population (and particularly French women) enjoys a relatively high life expectancy compared with the average across OECD countries. The French have a free choice of doctor, and can approach relatively easily both generalists and specialists. Also, the French health system has not generally experienced the problems of long waiting lists for certain treatments, as has been the case in several other OECD countries. The health care system in France is predominantly funded through public sources, but with services delivered by both the public and private sector. Universal access is provided to doctors and hospital services, with some co-payments for patients which vary depending on the type of services. Since the introduction of the Universal Health Coverage Law (Loi de la Couverture médicale universelle or CMU) in 2000, people with low income who are not covered by complementary insurance have access to doctors and hospitals free of charge. Overall, public satisfaction with the health care system in France has traditionally been much higher than in most other countries. However, health spending in France is relatively high in comparison with the OECD average.

Abstract:
The prospects for lower growth in the medium-long term will require far-reaching fiscal and structural adjustment. The authorities have made a start in reducing public expenditure growth in line with these more subdued prospects but more restraint will be necessary to meet their medium-term objectives. Adjustments to the general public pension scheme, preferably by reducing the high replacement rates, will be needed to make the scheme sustainable in the long term. The authorities have begun to tackle the early retirement problem, which will help to reduce the scale of the required adjustments to make the general public pension scheme sustainable, but more needs to be done. The reforms to the disability pension, which is one of the major routes to premature withdrawal from the labour force, should be complemented by reducing the earlyretirement pension on an actuarial basis in relation to a pension taken at the official retirement age and by reducing the ease with which imputed contributions can be obtained. Lower growth will also diminish the buffering role of cross- border employment on the national labour market, increasing the risk that adverse shocks increase structural unemployment. To counter this risk, the authorities should reduce the high replacement rates for unemployment and related benefits and ease employment protection regulation.
