1291. Empire of Liberty: The Historical Underpinnings of the Bush Doctrine

Abstract:
In reelecting George W. Bush, Americans voted to continue foreign policies often caricatured at home and abroad as militaristic, expansionist, and unilateralist. The question is why a majority of voters backed Bush in the face of these charges. Does the Bush Doctrine, which urges the transformation of the political order in the greater Middle East and the broader international order in ways that defend and promote human freedom, constitute a radical break in the practice of American statecraft? Or is the Bush administration's approach—and the general public's acceptance of it—better explained by the “strategic culture” of the United States, the precepts of which can be traced through the history of U.S. foreign policy to the founding of the republic?

Abstract:
Collective mobilizations in post-Soviet Russia constitute an enigma for Western political sociology due to their numerical weakness and their incapacity to strengthen democratic practices in the country. This perplexity can be explained by the unsuitability of the research tools used for their study. Academic research on social mobilization has long been based primarily on postulates concerning the modernization of social movements in a economically and politically liberal context. Western and Russian leaders involved in the transition process demonstrated a will to foster the constitution of organizations independent from the State and the creation of a civil society as an opposition force. In the early 90s, the practices of voluntary organizations in Russia became closer to Western ones. Notions such as "associative entrepreneurship", "professionalization" or "frustration" were shared by Russian movements. However, later evolutions showed the unsuitability of these concepts to understanding the full complexity of these movements. That is why this issue of "Research in question" aims to suggest new theoretical perspectives for studying associations in Russia. These are at the crossroads of various grammars, where civic and liberal principles are combined with domestic and patriotic preoccupations. This complexity, which resists a purely liberal vision of social organizations, draws convergent criticisms against their action. In order to investigate this complexity of practices as well as criticisms, the tools produced by a pragmatic and multiculturalist sociology are useful to show the diversity of social and political bonds that link militants in contemporary Russia.

1293. Adding 3Ns to the 3Ds: Lessons from the 1996 Zaire Mission for Humanitarian Interventions

Abstract:
This paper examines the 3D (defence, diplomacy, and development) framework for humanitarian interventions in weak states and/or conflict situations. It accepts that there are some considerable strengths built into this strategic concept for it privileges both a “whole of government” approach and the need to emphasize capacity building in all areas of governance. It argues, however, that the 3D framework remains too narrow in its logic and mode of application. The paper asserts that the 3D approach needs to be complemented by another configuration termed the 3Ns - niches, norms, and networks. In suggesting that the framework guiding humanitarian interventions needs to be extended in this fashion, this work considers both evolving cases (Afghanistan, Haiti, and potentially Darfur) and offers a detailed examination of the pivotal Canadian rescue mission to Zaire at the end of 1996. At the core of the paper is the contention that Canada needs to cast its involvement in humanitarian interventions through a less bureaucratically driven approach. What is required instead is a fuller appreciation of contextual considerations.

1294. Maritime Disputes In The South China Sea: Strategic And Diplomatic Status Quo

Abstract:
The Working Paper argues that the maritime disputes over the South China Sea are characterised by a strategic and diplomatic status quo. China does so far not have the necessary power projection to impose naval hegemony in the South China Sea. None of the ASEAN claimants can rely on sufficient naval power or an external military alliance to impose their claims in the Spratly Islands. A similar situation of status quo exists on the diplomatic front. China and the ASEAN countries have been negotiating for years to conclude a code of conduct for the South China Sea. The 2002 Declaration on the Conduct of Parties in the South China Sea is based on a multilateral dimension as well as on a convergence of views on the need to peacefully manage the dispute. While a step in the right direction, the declaration is only an interim political agreement and it is still to be seen whether the parties will sign a detailed and binding code of conduct for the South China Sea. The Working Paper starts by reviewing the nature of the maritime disputes. It then describes the security environment in the South China Sea by examining the changing strategic conditions of the disputes. Its final section discusses the long diplomatic road toward the 2002 Declaration. The Working Paper concludes that the South China Sea has remained primarily a political rather than a military issue thanks to China's desire to accomodate the Southeast Asian countries and the limited naval capabilities available to the different claimants.

Abstract:
What is the problem? While Australian governments have successfully built pragmatic ties with Asian leaders, a popular dimension to our engagement with Asia has in many respects been missing. This didn’t matter greatly in the past, but today public opinion is increasingly a factor in foreign policy. Governments must influence individuals as well as elites to address global problems such as terrorism and disease and ‘branding’ has become critical to a state’s ability to attract trade, investment and international political support. But a new opportunity to deepen people-to-people links with Asia has arrived in the form of Australia’s recent admission into the Asian Football Confederation. For the first time, Australia will have a significant sporting relationship with Asia. The question is, how can Australia best use this opportunity to enhance its regional image and engagement?

Abstract:
Contrary to conventional wisdom, which holds the North Korean state to be an unremittingly hostile “negotiating partner,” history actually demonstrates that Pyongyang can be a highly obliging interlocutor under certain very specific conditions. All that is necessary to “get to yes” with the Democratic People's Republic of Korea (DPRK) is to concede every important point demanded by the North Korean side while sacrificing vital interests of one's own. The mid-September “breakthrough” at the six-party talks in Beijing would appear to conform precisely to this long-established pattern. The vaunted outcome—a long-desired “consensus statement” inked by North Korea and the other five governments engaged in protracted discussions over North Korean denuclearization—is being celebrated by diplomatic sophisticates in Seoul, Beijing, Moscow, Tokyo, and Washington.

Iraq's interior minister, Bayan Jabr, lashed out at Saudi diplomacy while speaking to journalists in Amman on October 2. Referring to Prince Saud al-Faisal, the Saudi foreign minister, Jabr said Iraq would not be lectured by "some Bedouin riding a camel." Broadening his remarks to the Saudi ruling family, the House of Saud, the Iraqi minister said, "There are regimes that are dictatorships; they have one god, he is the king, he is god of heaven and earth, and he rules as he likes. A whole country is named after a family."

Abstract:
The September 1 meeting in the Turkish city of Istanbul between Israeli foreign minister Silvan Shalom and his Pakistani counterpart, Khurshid Kasuri, was historic. There have been no public official contacts between the two nations since Pakistan was founded in 1947 as a home for Muslims in the Indian subcontinent just a few months before Israel, the Jewish national home, achieved statehood in 1948. The meeting represents a major breakthrough in Jerusalem's efforts to overcome diplomatic isolation and also indicates that Turkey is determined to play a more active role than previously thought.
