- Abstract:
- In this article, I examine the prospects and challenges for co-operative security in the Balkans in the wake of recommendations for Kosovo's final status offered recently to the UN Security Council by former Finnish President Martti Ahtisaari. On the assumption that Ahtisaari's proposals represent a zero-sum gain for the Kosovar Albanians and corresponding loss for the Serbs, I recommend a reframing of his plan that may be more likely to lead to sustainable peace, security, and stability in the Balkans, with implications for similar conflicts elsewhere.

3363. European Banks in the Developing World

- Abstract:
- This paper looks at the recent expansion of European banks in the developing countries. It argues that no specific European influence is apparent in emerging markets, other than a declining financial interest in former colonies. Actual developments in emerging markets are determined by domestic factors, financial liberalisation, and capital account liberalisation. The sole exception is provided by monetary unions of France and Portugal with former colonies. These highlight the drying up of local money markets as local banking becomes a branch activity of global banks. This is a paradoxical result, since financial liberalisation is usually supposed to result in financial development. It also suggests financial liberalisation may not be the best way of supporting the under-banked small and medium enterprise sector in developing countries.

3364. China's Quest for Alternative to Neo-liberalism: Market Reform, Economic Growth, and Labour

- Abstract:
- Since the turn of the century, China's state and society have focused their efforts on “constructing a harmonious society”. Viewed from the perspective of globalization, these efforts represent a quest for a model of development that deviates fundamentally from neo-liberalism. In particular, state policies and institutional reforms in recent years have tended to target at labor compensation-enhancing economic growth, rather than growth based on “cheap labor”. This paper seeks to clarify the nature of the emerging Chinese economic development model, and, on that basis, to analyze its efficiency and welfare attributes. In conjunction with an analysis of China's economic growth path, which seems to have undergone a transition from labor-intensive growth to capital-deepening growth, it is argued that the new development model does represent a more feasible and desirable pursuit than neo-liberalism. The paper concludes with a discussion on the impact of this new Chinese development model on the future direction of globalization.

- Income disparities are rising in China as a consequence of the economic reforms post 1979 which virtually gave unchallenged economic growth and prosperity to the coastal regions whose economic growth increased over the last 30 years at the expense of the interior hinterland. Institutions in China have seen the answer to restoring a rural-urban income balance by redistributing people from the interior regions of China to the prosperous coastal regions. This can be seen as a supply side reaction to the income disparity problem, which will inevitably impose the kinds of social costs, which concentrations of populations normally bring. This paper offers insights into other methods of transforming the urban-rural income disparity problem in China, the economic implications of infrastructure investment, the relevance of Krugmans 'New Economic Geography' to the transformative Economics which China has experienced over the last 30 years; and the close relationship between how Krugman's agglomeration economies arise and the development of SEZ's and HTDZ's in China.

- This article problematises the idea of the Western concept of governance being applied to areas outside the OECD world. The aim of this article is to develop a research approach which is appropriate for these areas. To this end the article first of all casts light on Eurocentric premises of the concept of governance. It deals with the central dichotomy between state and private actors. The omnipresence of this differentiation is then explained with the help of Foucault's, Luhmann's and Derrida's (de-)constructivist theories. Assuming that Eurocentrism is inevitable, but that it has a varying degree of influence on the observer, the author then outlines an equivalence functionalist approach to governance research, which poses questions about the nature of a task performed, about the “way” in which it is performed and by “whom”. In this way, European dichotomies with regard to actors and modes of action in governance can be avoided.

- Der Artikel problematisiert die Übertragbarkeit des westlichen Governance-Konzepts auf Räume außerhalb der OECD-Welt. Ziel ist es, einen Forschungsansatz zu entwickeln, der diesen Räumen angemessenen ist. Zu diesem Zweck werden zunächst eurozentrische Prämissen im Governance-Konzept sichtbar gemacht. Hier geht es um die zentrale Dichotomie zwischen staatlichen und gesellschaftlichen Akteuren. Die Allgegenwart dieser Unterscheidung wird anschließend mit Hilfe der (de-)konstruktivistischen Erkenntnistheorien Foucaults, Luhmanns und Derridas erklärt. Ausgehend von einem zwar unumgänglichen, aber in seinem Ausmaß variablen Eurozentrismus skizziert die Autorin schließlich eine äquivalenzfunktionalistische Governance-Forschung, die nach der Art und Weise einer Leistung, nach dem „Wie“ und dem „Wer“, fragt. So werden europäische Dichotomien in Bezug auf die Akteure und die Handlungsmodi von Governance vermieden.

- Der im Rahmen des Sonderforschungsbereichs 700 „Governance in Räumen begrenzter Staatlichkeit: Neue Formen des Regierens?“ entstandene Beitrag entwickelt Kriterien für die Vergleichbarkeit von Governance unter verschiedenen soziokulturellen wie historischen Bedingungen. Zunächst wird vorgeschlagen, den Governance-Begriff auf empirisch ermittelbare Faktoren (Governance-Leistungen, -Akteure, -Handlungsmodi) zu beschränken, die sich in einem Mapping abbilden lassen. Da dieses Vorgehen Auslassungen im Bereich der normative Bewertung und Bewertbarkeit mit sich bringt, wird als weiterer Analysefaktor der Begriff des Governance-Raums vorgeschlagen. Mit diesem Begriff lassen sich all die gesellschaftlichen Bedingungen erfassen, unter denen Governance-Leistungen erbracht werden, die einer spezifi schen Form von Governance ihre besondere Prägung verleihen. Die Governance-Forschung kann dadurch ihr Potenzial im Bereich der vergleichenden Regierungsanalyse erweitern, ohne dass auf die mitgedachten normativen Maßstäbe verzichtet werden müsste. Das Forschungsprogramm des SFB 700 legt diese theoretische Erweiterung sogar nahe, wenn es nach Governance „in Räumen begrenzter Staatlichkeit“ und nicht lediglich „unter den Bedingungen begrenzter Staatlichkeit“ fragt und den Raum-Bezug von Governance damit explizit herstellt.

- Das vorliegende Working Paper versteht unter Governance eine Perspektive auf Regieren: Governance dient der intentionalen Handlungskoordination unter einer Mehrzahl von Akteuren durch kollektiv bindende Entscheidungen. Der Mehrwert des Governance-Begriff s liegt in der Betonung der Kontingenz der Modi des Regierens und der beteiligten Akteure. Wir argumentieren, dass der Governance-Begriff schwach normativ ist. Der „dichte Begriff “ des Regierens meint stets eine regelgeleitete Verteilung von Gütern im Unterschied zu Übeln. Jedes Regieren, das diesen Namen verdient, garantiert ein Mindestmaß an Erwartungssicherheit hinsichtlich überlebenswichtiger und Sozialität überhaupt ermöglichender Sachverhalte für eine defi nierte Gesamtheit von Regelungsadressaten. Die Übertragbarkeit dieses Governance-Begriff s auf Räume zerfallen(d)er Staatlichkeit ist aus zwei Gründen fraglich. Zum einen fehlt hier eine Instanz, die die Inklusion aller Betroff enen in die Governance-Leistungen letztverantwortlich garantieren kann, zum anderen ist in fragmentierten Gesellschaften umstritten, wer überhaupt dem Kreis der Regelungsadressaten angehört. Hieraus erwachsen normative und handlungstheoretische Probleme.

- Ein zentrales theoretisches Problem des wissenschaftlichen Diskurses über Governance besteht darin, dass die sozialwissenschaftlichen Konzepte vor dem Hintergrund der Erfahrung des Regierens in modernen und hoch entwickelten demokratischen Nationalstaaten der OECD-Welt formuliert wurden. Hieraus ergeben sich konzeptionelle Probleme hinsichtlich ihrer Anwendbarkeit auf historische und gegenwärtige Räume begrenzter Staatlichkeit. Diese Räume befinden sich vornehmlich außerhalb der OECD-Welt und sind kulturell, religiös aber auch im Hinblick auf Akteurskonstellationen und Handlungsmodi anders strukturiert als der moderne Nationalstaat westlicher Prägung. Der Beitrag behandelt diese „Reisefähigkeit“ des Governance-Konzeptes in andere Weltregionen und kulturelle Kontexte. Inwieweit sind die westlich geprägten Begrifflichkeiten auf diese übertragbar, und welche Probleme stellen sich dabei? Was können wir umgekehrt für die sozialwissenschaftliche Governance-Diskussion aus den Erfahrungen mit dem Regieren in Räumen begrenzter Staatlichkeit lernen?
