Abstract:
In my observations below, I will not focus on the individual successes within the Sierra Leonean security sector itself over the duration of the security sector reform (SSR) process. Instead, I will focus on the interconnections and disjuncture between security and development that occurred during my time in Sierra Leone. I will also attempt to demonstrate that whilst significant progress has been made since 1999 in ensuring that security and development are inter-related , there is still some way to go before they are fully integrated into either policy or programmatic practice.

This paper documents the history of Operation Pebu (Op PEBU) between April 2003 and March 2006. It is an overview of the progress and development of the project and does not attempt to document every change in contract between the Government of Sierra Leone (GoSL) and its contractors, nor those relating to contracts let by the United Kingdom (UK) Department for International Development (DfID). The focus of the narrative below is the construction of accommodation for soldiers of the Republic of Sierra Leone Armed Forces (RSLAF) and their families with which Op PEBU has become synonymous.

Abstract:
Developments demonstrate that the resumed active operations in Afghanistan have failed to bring about a decisive turning point in the war for either side. The NATO coalition forces and the Afghan army didn't let the Taliban take over the initiative or stage even a single serious operation. They also managed to eliminate several influential field commanders. At the same time, Taliban groups have retained their combat potential and continue delivering harassing strikes at most unexpected locations. Suffice it to mention the insurgent attack on April 27 of this year during a military parade in Kabul. It is a stalemate. The time works for the Taliban, while the allies have to modify their strategy.

Abstract:
This paper will seek to show how social, political, cultural, and environmental factors have combined to impede Iraqi police development in ways that are predictable, understandable, and, with external help, resolvable. The corruption and abuse found in the Iraqi police services cannot simply be explained by poor leadership, the actions of a few corrupt individuals, or even the competing agendas of the various militias that are fighting for influence in post-Saddam Iraq. Rather, one must explain why such practices occur despite the fact they are unacceptable according to Iraqi cultural norms.

Abstract:
Liquid biofuels can provide a much needed substitute for fossil fuels used in the transport sector. They can contribute to climate and other environmental goals, energy security, economic development, and offer opportunities for private companies to profit. If not implemented with care, however, biofuel production can put upward pressure on food prices, increase greenhouse gas (GHG) emissions, exacerbate degradation of land, forests, water sources, and ecosystems, and jeopardize the livelihood security of individuals immediately dependent on the natural resource base. Guiding biofuel development to realize its multiple potential benefits while guarding against its multiple risks requires the application of a similarly diverse set of tailored policy interventions. Most session participants agreed that any single rule – such as production subsidies, a simple ban on biofuel production, or the immediate revocation of existing mandates for biofuel use – is too blunt an instrument, and will almost certainly do more harm than good.

Abstract:
This paper starts with the question of whether climate change will require a significant reduction of consumption among the richer people in the world, and ends with the most optimistic picture the author can conjure up, of the world in the year 2075. That hopeful picture is of a world in which inequalities – among and within nations – have been substantially reduced. The challenges and adjustments confronting humanity in the coming decades provide an opportunity that could be used to mitigate climate change in ways that can improve the circumstances of the poor. Ecological reasons to reduce throughput of energy and materials in economic systems urge the abandonment of high-consumption life-styles. The 21st century will be an era of many losses, but it is conceivable that societies will successfully make the transition from goals of economic growth, as understood in the 20th century, to goals of maintaining and increasing sustainable well-being.
