3011. Measuring Party Institutionalization in Developing Countries: A New Research Instrument Applied to 28 African Political Parties

Abstract:
The institutionalization of political parties is said to be important for democratic development, but its measurement has remained a neglected area of research. We understand the institutionalization of political organizations as progress in four dimensions: roots in society, level of organization, autonomy, and coherence. On this basis we construct an Index of the Institutionalization of Parties (IIP), which we apply to 28 African political parties. The IIP uses extensive GIGA survey and fieldwork data. Initial results reveal a more differentiated degree of institutionalization than is commonly assumed. In addition to illustrating overall deficits in party institutionalization, the IIP highlights an astonishing variance between individual parties and—to a lesser extent—between national aggregates. Further research on party institutionalization remains necessary, particularly regarding its causes and consequences.

Because every nation has a stake, each should participate in the IMF's governance and operations. The value to each nation of an effective IMF increases as the world economy and financial system become more integrated.

3014. Timor-Leste: Security Sector Reform

Abstract:
Four years after Timor-Leste gained independence, its police and army were fighting each other in the streets of Dili. The April-June 2006 crisis left both institutions in ruins and security again in the hands of international forces. The crisis was precipitated by the dismissal of almost half the army and caused the virtual collapse of the police force. UN police and Australian-led peacekeepers maintain security in a situation that, while not at a point of violent conflict, remains unsettled. If the new government is to reform the security sector successfully, it must ensure that the process is inclusive by consulting widely and resisting the tempation to take autocratic decisions. A systematic, comprehensive approach, as recommended by the UN Security Council, should be based on a realistic analysis of actual security and law-enforcement needs. Unless there is a non-partisan commitment to the reform process, structural problems are likely to remain unresolved and the security forces politicised and volatile.

Abstract:
The paper summarizes the current theory of how a floating exchange rate is determined, dividing the subject into what determines the steady state and what determines the transition to steady state. The inadequacies of this model are examined, and an alternative “behavioral” model, which recognizes that the foreign exchange market is populated by both fundamentalists and chartists is presented. It is argued that the main importance of understanding the foreign exchange market for development strategy is to permit a correct appraisal of the dangers of Dutch disease. Empirically it seems that from the standpoint of promoting development it is preferable to have a mildly undervalued rate. The paper concludes by examining implications for exchange rate regimes.

Abstract:
In 1962, when the United States was running a trade surplus, imports were barely noticeable, and manufacturing employment was increasing, Congress made a commitment to assist American workers, firms, and communities hurt by international trade, by establishing the Trade Adjustment Assistance (TAA) program. This commitment was based on an appreciation that despite their large benefits, widely distributed throughout the economy, international trade and investment could also be associated with severe economic dislocations.

3018. Entrepreneurship and Structural Economic Transformation

A stylized fact of economic development is the structural transformation of countries from traditional, mainly agricultural societies to modern economies dominated by manufacturing and services. In this paper we provide an endogenous growth model to illuminate the role of entrepreneurial start-up firms in structural economic transformation. We follow the Lewis-model's distinction between a traditional and modern sector, and underpin this with micro-foundations. We specify mature and start- up entrepreneurs and make a distinction between survivalist self-employment activities in the traditional sector, and opportunity-driven entrepreneurship in the modern sector. The model shows how opportunity-driven entrepreneurship can drive structural transformation through innovation, provision of intermediate inputs and services (which permits greater specialization in manufacturing), and by increasing employment and productivity in both the modern and traditional sectors.

Abstract:
What is the role of entrepreneurship in economic development? At a minimum the answer should be able to explain the role of entrepreneurs in the structural transformation of countries from low income, primary-sector based societies into high-income service and technology based societies. More broadly though, it should also be able to explain the role of entrepreneurs in the opposite pole of stagnating development (including conflict) and in high innovation-driven growth. Although economic development lacks a 'general theory' of entrepreneurship, which could encompass a variety of development experiences, much progress has been made in extending the understanding of entrepreneurship in the process of development. This paper surveys the progress with the purpose of distilling the outlines for a more general theory of entrepreneurship in economic development. Entrepreneurship in developing countries remains a relatively under-researched phenomenon, so by surveying the current state of research, and by discussing the role of entrepreneurship in dual economy models of structural transformation and growth, a secondary objective of this paper is to identify avenues for further research. Finally, the policy implications from the economic literature suggest that a case for government support exists, and that this should focus on the quantity, the quality, and the allocation of entrepreneurial ability. Many routinely adopted policies for entrepreneurship, such as provision of credit and education, are shown to have more subtle effects, not all of which are conducive to growth-enhancing entrepreneurship.

3020. Foreign Aid as Prize: Incentives for a Pro-Poor Policy

Abstract:
We develop a theoretical model of foreign aid to analyse a method of disbursement of aid which induces the recipient government to follow a more pro-poor policy than it otherwise would do. In our two-period model, aid is given in the second period and the volume of it depends on the level of wellbeing of the target group in the first period. We find that this way of designing aid does increase the welfare of the poor. We also consider the situations where the donor and the recipient governments act simultaneously as well as sequentially, and find that by moving first in a sequential game, the donor country can, under certain conditions, increase the welfare of the poor and its own compared to the case of simultaneous moves.
