Abstract:
Casabonne and Kenny argue that two major factors underlie improved global health outcomes: first, the discovery of cheap technologies that can dramatically improve outcomes; second, the adoption of these technologies, thanks to the spread of knowledge. Other factors have played a role. Increased income not only allows for improved nutrition, but also helps to improve access to more complex preventative technologies. Institutional development is a second key to the spread of such complex technologies. Nonetheless, evidence of dramatic health improvements even in environments of weak institutions and stagnant incomes suggests that the role of these factors may be secondary.

Abstract:
Development finance is at a turning point. There is talk about a "triple revolution of goals, actors and tools." As much of Asia grows its way out of poverty, aid will increasingly be focused on Africa and on countries plagued by instability, or with governments unable to meet the basic needs of their populations. A growing share of development finance will be directed to tackling global public goods-like climate change, conflict prevention, and public health. Responsibility for addressing global challenges will increasingly be borne by coalitions that cut across states, the private sector, and civil society. These networks to address poverty and global issues will become a feature of the international architecture in a multipolar world. The rules of the game and the tools of development assistance need to evolve to focus on transparency, results, accountability, a market-driven division of labor and flexible partnerships for the future development finance system to become an effective tool of global problem solving.

Abstract:
With a new executive director appointed in November 2010, the United Nations Population Fund (UNFPA) is in a position to re-assert its role and lead the world's effort toward landmark achievements in improving women's health and well-being. The Fund's performance will literally be a matter of life or death for millions of women and children. The numbers speak for themselves: an estimated 215 million women lack access to modern contraceptives, and there are approximately 350,000 maternal deaths each year. As the lead agency for the United Nations' work on population and reproductive health, UNFPA can reduce this terrible and unnecessary toll of lost lives.

1224. Growing Business or Development Priority? Multilateral Development Banks' Direct Support to Private Firms

Abstract:
Direct support to private firms in developing countries constitutes a large and growing share of multilateral development banks' financial activities. This trend contrasts with the advice MDBs gave developing countries until a decade ago to privatize or liquidate the development banks supporting private firms, or to transform them into nonbanking development agencies. Opinion has changed since then, especially after development banks successfully intervened in the recent financial crisis. In this brief, Guillermo Perry assesses whether arguments in favor of such MDB direct support are valid and whether MDBs are living up to priorities coherent with such arguments. He finds that they do so only partially. His recommendations include deepening MDB support to small and medium enterprises, reducing the procyclicality of MDB lending, increasing the share of MDB loans and guarantees to private firms that are made in domestic currencies, and paying more attention to firms in infrastructure and social sectors and to those introducing new products, exports, or technologies.

Abstract:
The global community faces a number of critical challenges ranging from climate change to crossborder health risks to natural-resource scarcities. Many of these so-called global commons problems carry grave risks to economic growth in the developing world and to the livelihoods and welfare of their people. Climate change is the classic example. Despite the risks involved, donor governments have funded programs addressing global challenges such as climate change at far lower levels than traditional programs of country-based development assistance. The prospects for dealing with such global challenges will depend at least in part on new collective financing mechanisms.

Energy security ranks as one of the highest-priority issues in Asia and the Pacific. The East and South Asia region is the fastest-growing oil consumer in the world, and because this region has such a small percentage of the world's oil reserves, it is the most highly dependent on oil imports of any world region. In the future, Asia will become even more dependent on imports as its energy needs expand with changing life styles and overall economic growth. Asia's increasing energy needs have important implications for energy security throughout the world, and particularly in the United States. Like Asia, the United States is a large and growing importer of crude oil and petroleum products. It is also becoming a direct competitor with the East Asian economies for imported liquefied natural gas (LNG). This volume is intended to provide Asians and Americans with the factual information they need for clear understanding, informed policy dialogue, and effective cooperation on issues related to energy security. The United States and Asia have much in common in terms of their basic energy situation. Both regions have enormous hydrocarbon reserves in the form of coal, but both must import huge quantities of liquid hydrocarbons in the forms of oil and natural gas. The United States has an economy and a life style highly dependent upon imported energy, and increasingly, so does Asia. The environmental implications of energy use are of growing concern in both regions. Both share a common stake in an assured supply of oil and natural gas, in price stability in international energy markets, in efficient and sustainable use of oil and gas products, and in the development of technologies and fuel alternatives that can alleviate energy security and environmental concerns.

1227. Capital Controls: Myth and Reality-A Portfolio Balance Approach

Abstract:
The literature on capital controls has (at least) four very serious apples-to-oranges problems: (i) There is no unified theoretical framework to analyze the macroeconomic consequences of controls; (ii) there is significant heterogeneity across countries and time in the control measures implemented; (iii) there are multiple definitions of what constitutes a "success" and (iv) the empirical studies lack a common methodology-furthermore these are significantly "overweighted" by a couple of country cases (Chile and Malaysia). In this paper, we attempt to address some of these shortcomings by: being very explicit about what measures are construed as capital controls. Also, given that success is measured so differently across studies, we sought to "standardize" the results of over 30 empirical studies we summarize in this paper. The standardization was done by constructing two indices of capital controls: Capital Controls Effectiveness Index (CCE Index), and Weighted Capital Control Effectiveness Index (WCCE Index). The difference between them lies in that the WCCE controls for the differentiated degree of methodological rigor applied to draw conclusions in each of the considered papers. Inasmuch as possible, we bring to bear the experiences of less well known episodes than those of Chile and Malaysia. Then, using a portfolio balance approach we model the effects of imposing capital controls on short-term flows. We find that there should exist country-specific characteristics for capital controls to be effective. From this simple perspective, this rationalizes why some capital controls were effective and some were not. We also show that the equivalence in effects of price- vs. quantity-capital control are conditional on the level of short-term capital flows.

1228. Capital Account Liberalization and the Role of the Renminbi

Abstract:
Despite an erosion of consensus on its benefits, capital account convertibility remains a long-term goal of China. This paper identifies three major preconditions for convertibility in China: a strong domestic banking system, relatively developed domestic financial markets, and an equilibrium exchange rate. The authors examine each of these in turn and find that, in significant respects, China does not yet meet any of the conditions necessary for convertibility. They then evaluate China's progress to date on capital account liberalization, including recent efforts to promote renminbi internationalization and greater use of the renminbi in trade settlement. The paper concludes with an overview of remaining obstacles to convertibility and policy recommendations.

Abstract:
The Indonesian military remains one of the most crucial institutions in a democratising Indonesia and continues to be a key factor in any discussion regarding the future of the country. Forced to withdraw from formal politics at the end of the New Order regime, the military leadership has been embarking on a series of reforms to "professionalise" the armed forces, while maintaining their standing within Indonesian society. This paper attempts to provide an assessment of the military reform process during the last 12 years in Indonesia. To this end, it will provide an overview regarding the role of the Indonesian military during the Suharto era; analyse to what extent the process of democratisation has shaped the role and mission of the military; explore the perceptions and motivations of the actors involved in the reform process; review what has been achieved; and highlight the outstanding issues that remain unaddressed. With regard to the final point, this paper discerns three major strategic gaps that undermine the processes of military reform in Indonesia, namely: the "regulation loophole", the "defence-economic gap" and the "shortcomings of democratic civilian control". Considering these problems, this paper concludes that while the military officers' interest in day-to-day politics will gradually diminish, the military professionalism will ebb and flow depending more on the behaviour of political elites and their attempts to address the major strategic gaps in the next stage of the country's military reform.

Abstract:
The Millennium Development Goals (MDGs) are an international commitment to the reduction of poverty and to promoting human development across the planet. The goals are measurable targets attached to a timeframe for making a difference in the lives of billions of people. In September 2000, over 189 member states at the United Nations General Assembly endorsed the MDGs. The goals are also recognition of the fact that 60 years after the end of World War II, the world remains far from achieving the ideals of peace and prosperity inspired by the end of that global conflict. The MDGs provide a strategic framework for developing, implementing and monitoring poverty-eradication programs at national and international levels.
