Abstract:
China, 1980s. Newly embarked on its economic transformation, China opened to foreign direct investment (FDI) to obtain capital, technology and access to world markets. Investors hesitated, however, since national law prohibited access to state-owned land. In reaction, the government introduced a long-term lease system, first tested in special economic zones and later applied across the country. This approach enabled China's phenomenal success in attracting FDI in the years to come; it also paved the way for 500 million urban citizens to gain property rights, which in turn inspired the rural population to ask for the same rights today.

Abstract:
Prescriptions to increase the role of FDI in promoting sustainable development generally focus on the macro level -- getting policies right and otherwise improving the investment climate. These steps are necessary but not sufficient. Effective implementation processes, especially at the micro project level, are also essential to encourage FDI that matches host country development needs and priorities.

Abstract:
Evidence points to relatively low supply elasticities for workers skilled for research and development (R), which can hamper innovation and growth. Increasing the supply of R skills will expand an economy's innovative capacity. A simultaneous effect of increased education, which is particularly important for small, open economies, is to raise final goods producers' capacity to absorb cross-border knowledge spillovers. In a calibrated endogenous growth model for Norway, we find that increasing the share of highly educated workers has pronounced absorptive capacity effects that partially crowd out R innovation. Both innovative and absorptive capacity expansions contribute to higher growth and welfare.

1025. Arab Spring, Turkish "Summer"? The trajectory of a pro-Western "moderate Islam"

Abstract:
The “moderate Islam” that has developed in Turkey could play a role in shaping the outcome of the Arab revolt that began in 2011. The modern Turkish state established by Atatürk after the collapse of the Ottoman Empire had to find ways to integrate Islam politically. Turkey was a late-industrialising country and the Islamic political current tended to have an anti-Western, antiliberal profile on this account. Two tendencies within Turkish political Islam are distinguished: one connecting religion to economic nationalism, the other primarily cultural and willing to accommodate to neoliberalism. The 1980 military coup geared the country to neoliberalism and cleared the way for this second tendency to rise to power through the Justice and Development Party (AKP) of R.T. Erdo ˘gan. For the West and the Gulf Arab states the export of this model to the Arab countries destabilised in the popular revolt would amount to a very favourable outcome. Gulf Arab capital was already involved in the opening up of state-controlled Arab economies, including Syria. Although the situation is still in flux, by following the Turkish model Muslim Brotherhood governments could potentially embrace political loyalty to the West and neoliberal capitalism.

Abstract:
Southeast Asia will be the next big growth engine in Asia. Indonesia, Malaysia, the Philippines, Thailand, and Vietnam, with a population of 525 million and a combined GDP of $2.8 trillion (when measured by purchasing power parity), are expected to grow almost 6 percent between now and 2030, according to the Asian Development Bank. For years, they have been eclipsed by China and India, but now their combined GDP is catching up with India and they could overtake Japan in less than two decades. For U.S. firms, these five members of the Association of South East Asian Nations—hereafter the ASEAN-5—are a trade, energy, and environment story.

1027. The State of Public Health in South Sudan

Less than 18 months into its life as an independent nation, South Sudan is facing a desperate struggle for survival. Because the terms of its separation from Sudan were not decided before independence, negotiations have dragged on over issues including borders, security arrangements, and the qualifications for citizenship, diverting attention from the urgent task of development. Most damagingly, the two nations have failed to cooperate on oil production, the mainstay of their economies. Anger over the high price Sudan was demanding to use its pipeline prompted the government of the Republic of South Sudan (GRSS) to shut off oil production entirely in January 2012. Although a compromise was reached in August, implementation stalled until a broader agreement was signed by the two countries in late September. The implications for health development in South Sudan are stark. Even before the oil shutdown, international donors had paid for and delivered most health services. However, talks had been ongoing to transfer to a more sustainable system in which the GRSS assumed more responsibility for the health needs of its citizens. Donors spoke of the importance of moving away from a top-down system centered on emergency relief and primary health care delivery, mainly administered by international nongovernmental organizations (NGOs). Instead, the objective was to move to a new phase focused on developing health systems that would increasingly be managed by South Sudanese themselves. These plans were put on hold by the oil shutdown and the calamitous economic crisis it triggered. Donors feel that South Sudan has regressed in the period since independence, and they apportion a lot of the blame for the dire situation on the government of South Sudan.

1028. What's Wrong with Dodd-Frank 1502? Conflict Minerals, Civilian Livelihoods, and the Unintended Consequences of Western Advocacy

Although its provisions have yet to be implemented, section 1502 of the Dodd-Frank Wall Street Reform and Consumer Protection Act is already having a profound effect on the Congolese mining sector. Nicknamed “Obama's Law” by the Congolese, section 1502 has created a de facto ban on Congolese mineral exports, put anywhere from tens of thousands up to 2 million Congolese miners out of work in the eastern Congo, and, despite ending most of the trade in Congolese conflict minerals, done little to improve the security situation or the daily lives of most Congolese. In this report, Laura Seay traces the development of section 1502 with respect to the pursuit of a conflict minerals-based strategy by U.S. advocates, examines the effects of the legislation, and recommends new courses of action to move forward in a way that both promotes accountability and transparency and allows Congolese artisanal miners to earn a living.

Abstract:
Microfinance: Few development ideas have been so buoyed by high expectations in recent decades, and few have been so buffeted by difficulties in recent years. Images of microfinance lifting people out of poverty now compete with ones of the poor driven by debt to suicide. Where does the truth lie? David Roodman investigates in Due Diligence. He finds no evidence that small loans lift people out of poverty en masse but argues that financial services, like clean water and electricity, are essential to a modern life. The practical question is not whether microfinance should continue, but how it can play to its strengths, which lie in providing useful services to millions of poor people in a businesslike way. Due Diligence is the most complete investigation ever into the sources and consequences of microfinance. Abstract:
After a decade of rapid economic growth, many developing countries have attained middle-income status. But poverty reduction in these countries has not kept pace with economic growth. As a result, most of the world's poor—up to a billion people—now live in these new middle-income countries (MICs), making up a “new bottom billion.” As the new MICs are home to most of the world's poor, they also carry the majority of the global disease burden. This poses a challenge to global health agencies, in particular the GAVI Alliance and the Global Fund, which are accustomed to disbursing funds on the assumption that the majority of poor people live in poor countries.
