Abstract:
In August 2005, President Saakashvili of Georgia and President Yushchenko of Ukraine met at Borjomi, Georgia, and decided to launch an initiative to promote democracy among a community of like-minded states of Central and Eastern Europe. This led to a meeting in Kyiv on 2 December 2005, of a wider group of countries of the Baltic-Black-Caspian Sea region, which adopted a declaration announcing the creation of a Community of Democratic Choice (CDC) as a governmental and non-governmental forum to promote the strengthening of democracy, human rights and civil society. The next meeting of the CDC will take place as a Baltic and Black Sea Summit in Vilnius in May 2006.

982. Challenging Party Hegemony: Identity Work in China's Emerging Virreal Places

Abstract:
The Chinese Communist Party has chosen to base the legitimacy of its rule on its performance as leading national power. Since national identity is based on shared imaginations of and directly tied to territory – hence place, this paper analyses both heterodox models for identification on the national and potentially competing place-based collective identities on the local level. This analysis, based on communication within a number of popular communication forums and on observation of behavior in the physical reality of today's urban China, shows that communication within the virtual and behavior in the real world are not separated realities but form a new virreal spatial continuum consisting of imagined places both online and offline. I argue that ties to place are stronger and identities constructed on shared imaginations of place are more salient the more direct the experience of place is – be the place real, virtual or virreal. Hence in China challenges to one-party rule will probably accrue from competing localized collective identities rather than from heterodox nationalism.

Abstract:
The article deals with the social mechanism that connects modernization with democratization. Starting from a differentiation theoretical point of view, the paper argues that the major impetus for democratization is rather given by “functional antagonisms” inside the social subsystems than by class conflicts: The more modernization progresses, the stronger becomes the demand for institutional autonomy against the state. The argument is developed in five steps: In the first step, I give a short overview over the latest developments in the debate on modernization and democratization. In the second step, the leading approaches in the field of democratization research are presented and critically discussed. In the third step, I examine the relationship between modernization and democratization from a differentiation theoretical point of view. The focus is on the basic constitutional rights by which the autonomy of the subsystems is guaranteed. In the fourth step, I show on the case of South Korea how structural strains and conflicts in the subsystems of politics, economy, education, and religion are transformed into pro-democratic protests. In the fifth step, the similarities and differences between the presented differentiation theoretical approach and previous – usually class theoretical – concepts of democratization research are discussed. It becomes evident that the transition to democracy can be fully explained neither by political nor by economic conflicts. What matters is to explore the variety and complexity of functional antagonisms in the social subsystems.

984. The Politics of Senatorial Confirmations: A Comparative Study of Argentina and Brazil

Abstract:
Though an important function of the Latin American senates, the confirmation of presidential nominations has drawn little academic attention. This paper assesses empirically the way in which two Latin American upper chambers – the Argentine and Brazilian senates – made use of their confirmation prerogatives between 1989 and 2003, namely, if one of deference to the executive proposals or a more active role including both consultation and oversight. To do this, the article first analyses all nominations regarding outcome (confirmed, rejected and withdrawn) and length of process. Then, the similarities and differences are used to advance some explanatory hypotheses. Special attention is paid to the impact of political factors, mainly divided government, and institutional features, mainly the senates' internal rules for the organization of the legislative work.

Abstract:
Instead of treating nuclear weapons and materials as problems wherever they exist, the Bush administration has pursued a “democratic bomb” strategy, bending nonproliferation rules for friendly democracies and refusing to negotiate directly with “evil” nondemocratic regimes such as North Korea and Iran. Yet regime change and democratization cannot solve major proliferation challenges in the necessary timeframe and actually can make them worse. Nonproliferation should take precedence over democratization. Universal rules remain essential and must be invigorated, which requires cooperation with major powers that differ on democracy.

Abstract:
By electing a parliament dominated by Hamas, Palestinians have sharply challenged U.S. policy. The initial American reaction—undermining the new government—will leave the population in chaos, with various Palestinian groups vying for influence. Political constraints preclude anything but a Hamas government in the short term. But the Hamas victory should not be viewed as a defeat for the American vision of reform—which, indeed, may offer a path out of the current deadlock. The United States should develop a policy for the longer term to continue calming the Israeli- Palestinian conflict; maintain the Palestinian Authority; and work for political reform by focusing on the judiciary, media, and other institutions that are independent of the current regime.

987. Illusive Reform: Jordan's Stubborn Stability

Abstract:
Since independence in 1947, Jordan has shown a remarkable ability to survive as a political entity. Surrounded by regional conflict and starved of resources, it has endured a massive influx of Palestinian refugees and numerous coup attempts. For decades, the Hashemite monarchy has overcome these political and economic storms by weakening institutionalized opposition to its rule and relying on the distribution of benefits and privileges to create a cohesive support base and a security establishment loyal to the existing political order. The regime has been able to sustain this situation by capitalizing on Jordan's geographic centrality. Benefiting from Jordan's image as an oasis of stability in a deeply troubled region, the monarchy has been able to secure a flow of external assistance that has helped counteract the lack of natural resources and maintain domestic political stability. But the balance has always been precarious. The contemporary process of political reform in Jordan must be understood in this context.

Abstract:
The political opening that began in late 2004 in Egypt has been unlike any seen in the country in at least twenty years, perhaps in a half century. It has resulted so far in Egypt holding its first-ever presidential election as well as parliamentary elections that were significantly fairer and more transparent than in the past, although marred by violence. Political dissidents are making bolder demands, most of the taboos on criticizing the regime have been swept away, and there is now more opposition representation in Parliament than at any time since the 1952 Free Officers' coup. The Muslim Brotherhood, an illegal organization but also the only effective opposition party, made dramatic gains in the fall 2005 elections. Yet many observers inside and outside Egypt view the political reform steps made in 2004 and 2005 as no more than cosmetic measures taken to preserve rather than change an essentially authoritarian order. Has Egypt entered an era of irreversible momentum toward democratization, or is it merely undergoing a brief liberal episode that will not fundamentally change the way political power is exercised?

989. Lebanon: Finding a Path from Deadlock to Democracy

Abstract:
Lebanon is arguably the most democratic Arab state. Under parliamentary rule since becoming independent in 1943, it has regular elections, numerous political parties, and relatively free and lively news media. Lebanon also has one of the most complex political systems in the Middle East, based on the premise that a careful balance in all aspects of political life must be maintained among the seventeen recognized religious communities. While this confessional system has spared Lebanon the authoritarianism experienced by many Arab regimes in the twentieth century, paradoxically it has also prevented the transition to a truly democratic state. Nor has the confessional system eliminated the factional strife it was designed to avoid.

990. Challenges for a Postelection Mexico

After two decades of profound yet incomplete economic and political reforms, Mexico stands at a crossroads. Its economy is now one of the most open to international trade and capital flows among emerging markets, in stark contrast to the insular development model on which Mexico relied for more than half a century. Mexico also carried out a transition to democratic politics during the last decade, after seventy-one years under single-party, authoritarian rule. Many commentators heralded the 2000 election of an opposition leader to the presidency as the capstone of this process, but it was only an important step in a long, gradual transition. President Vicente Fox promised additional steps that would consolidate previous economic and political advances and place the country on an irreversible path to becoming a fully competitive market democracy. The last six years in Mexico have been characterized instead by political stalemate, leaving an unfinished agenda of structural change that is essential for long-term economic growth, job creation, and a deepening of democratic practices.
