871. Assessing the Nigeria Elections: Can Democracy Emerge from a Badly Flawed Process?

Abstract:
Because of the significance of Nigeria to the entire African continent, and because of growing concern that the United States had paid insufficient attention to the signs of growing tensions and instability within Nigeria on the lead-up to the 2007 national elections, a consortium of primarily Washington-based institutions (the Wilson Center, the Center for Strategic and International Studies, the Africa Program at John Hopkins' School for Advanced and International Studies, and the Council on Foreign Relations) organized a series of programs designed to engage both Nigerian and American policymakers in an examination of “The Pending Nigerian Elections: A Step Toward Democratic Consolidation or Descent into Chaos?” Three of these programs were held prior to the elections, and focused on “Nigeria's Political Outlook: The 2007 Elections and Beyond,” “The Niger Delta: Prospects for Elections and the Future Reform Agenda,” and “Nigeria: On the Eve of National Elections.” This paper reports on the fourth program, “A Post- Elections Assessment,” which was hosted by the Wilson Center.

Abstract:
Almost a decade before the end of the 20th century, most parts of Eastern Europe were still under the communist rule and, with a few exceptions, the Middle East was checker squared with varying degrees of authoritarianism. Almost a decade into the 21st century and many East European countries are now regarded as democracies. The Middle East, however, continues to be dominated by authoritarian regimes. This study outlines some of the factors that can help to explain this contrasting outcome in a comparative framework.

Abstract:
Almost two decades after their transition to democracy it is no longer questioned whether the new EU member states of Central and Eastern Europe (CEE) are democratic in the minimalist, procedural sense. Academic attention has turned to analysing various pathways of democratic development in the region and the consolidation of democracy (CoD). CoD in the broadest sense investigates the stability and survival of democratic regimes. In opposition to transitologists (which focuses on the regime question), CoD addresses the question of what kind of democracy is actually developing in various countries. Next to institutional and behavioural factors cultural or attitudinal variables are increasingly considered in this context. Elite commitment to the existing democratic system is seen as a crucial component of CoD.

Abstract:
This paper examines the correlation between corruption, democracy and transformation. It is designed as a study of the quality of the established model of democracy, focusing on the governance capacities of one of the newest EU-member states – Bulgaria to effectively counter political corruption. Taking into account the levels of corruption spread in Bulgaria since 1989, I address the following question: why does Bulgaria fail to effectively counter political corruption, notwithstanding the large scale anticorruption campaign, launched in the course of the democratization and Europeanization processes of the last years? I suggest that the state failure in anticorruption is tightly connected to the quality of the established (achieved) democratic model. Furthermore, I argue that this state weakness refers to profound institutional shortcomings, which in turn cause the contamination of the exchange of wealth and power. Respectively the study's main goal is to offer an analyse of the influence of the level of attainment of a balanced, liberal democracy over the state capacities to effectively counter political corruption, while taking into account the role played by particular context factors.

Denying the huge influence of 'new' media over politics in our times would be foolish: and since politicians are no fools the development of the new media seems to be accompanied by the development of new strategies to control media contents and influence. While it remains undeniable that the social control patterns of a given society have a considerable influence over how the media system is shaped, I believe that globalization has opened the door to outside influences on a scale undreamed at the times of Four Theories of the Press.

Abstract:
Many observers take it for granted that the European Union suffers from a lack of democracy: in the dual sense that common policies have diverged from voters' preferences (output legitimacy) and that decision-making mechanisms appear to lack the basic requirements of transparency, accountability and democratic involvement (input legitimacy). Stefano Micossi, Director General of Assonime, argues in this paper that once the Union is recognised for what it is – an innovative polity, where power is shared by a large number of players with many participation and influence-wielding mechanisms, – it becomes apparent that on the whole it complies with democratic legitimisation standards no less than do member states, even if multiple, and potentially conflicting legitimisation channels and principles may confuse observers. The member states and EU citizens continue to turn to the Union to seek solutions to problems that cannot be solved nationally, and there is an extraordinary proliferation of subjects and channels providing participation in European debates and decisions, in new and ever-changing ways. Through this continuous adjustment process, the Union has designed new legitimisation solutions that may well represent the future of democracy in a world of diverse but increasingly interconnected communities.

877. Right-Financing Security Sector Reform

Abstract:
Security sector reform (SSR) in weak and fragile state environments encompasses a broad range of efforts to improve the capacity, governance, performance, and sustainability of the security system. Financial dimensions of SSR include the allocation of resources according to well-defined priorities, both across sectors and within the security system, and ensuring that expenditure is transparent, efficient and effective. Issues of financial management were central to the origins of SSR in the 1990s, and they are no less central to security sector reform today. Yet current SSR strategies and programming all too often pay insufficient attention to public finance issues. As a result, the medium and long-term fiscal implications of short-run policy decisions are not factored into early post-conflict engagement processes. The negative consequences include unsustainable reforms, the squeezing out of other vital sectors, and, conversely, the under-provision of security. This paper argues for the “right-financing” approach to be adopted for the security sector – striking an appropriate balance between current security needs and the goal of building a fiscally sustainable security sector based on realistic resource projections. This paper makes four policy proposals.

Naomi Klein's The Shock Doctrine ;purports to be an exposé of the ruthless nature of free-market capitalism and its chief recent exponent, Milton Friedman. Klein argues that capitalism goes hand in hand with dictatorship and brutality and that dictators and other unscrupulous political figures take advantage of "shocks"-catastrophes real or manufactured-to consolidate their power and implement unpopular market reforms. Klein cites Chile under General Augusto Pinochet, Britain under Margaret Thatcher, China during the Tiananmen Square crisis, and the ongoing war in Iraq as examples of this process.
