The events of the Arab Spring are a unique and unprecedented opportunity for democratic political change for the Middle East and North Africa, but the political transitions in that region remain fragile. The United States and other external actors can help the new democratic regimes by supporting their efforts at security sector reform (SSR).
Since taking office in March 2011, President Thein Sein has moved remarkably quickly to implement reforms. He has reached out to opposition leader Aung San Suu Kyi, released significant numbers of political prisoners, cut back on media censorship and signed a new law allowing labour unions to form. On the eve of U.S. Secretary of State Hillary Clinton's early December visit, key benchmarks set by Western countries imposing sanctions, such as releasing political prisoners and creating the conditions for Suu Kyi's National League for Democracy (NLD) to join the political process, appear well on their way to being met. Now, a bold peace initiative has given hope the country's biggest challenge – the devastating 60-year-long civil war between the government and ethnic groups – can also be resolved.

More than ten years after the formation of Timor-Leste's army and the demobilisation of the guerrilla force that fought for independence, the struggle continues about how to pay tribute to the veterans. The increasingly wealthy state has bought off the threat once posed by most dissidents with an expensive cash benefits scheme and succeeded in engaging most veterans' voices in mainstream politics. This approach has created a heavy financial burden and a complicated process of determining who is eligible that will create new tensions even as it resolves others. A greater challenge lies in containing pressures to give them disproportionate political influence and a formal security role. A careful balance will need to be struck between paying homage to heroes while allowing a younger generation of leaders to grow up to replace them. Failure could block the generational transfer of power necessary for the state's long-term stability.

A question often asked since the launch of the Arab Spring in January 2011 is what effect will these popular protests have on democracy in the rest of Africa. Frequently overlooked in this discussion is that Sub-Saharan Africa has been experiencing its own democratic surge during this time with important advances in Guinea, Côte d'Ivoire, Niger, Nigeria, and Zambia, among other countries. This progress builds on nearly two decades of democratic institution building on the continent. Even so, the legacy of “big-man” politics continues to cast a long shadow over Africa's governance norms. Regime models on the continent, moreover, remain highly varied, ranging from hard core autocrats, to semi-authoritarians, democratizers, and a select number of democracies.
South Africa's transition from apartheid to democracy in 1994 was expected to usher in a new era of peace, stability, and accelerated development. However, despite widespread optimism, political violence has persisted. Although a fraction of that experienced under apartheid, levels of political violence are worsening and indicative of the country's potential fragility. They also map out the fault lines along which South Africa may yet stumble.

This is the fourth edition of the Economist Intelligence Unit's Democracy index. It reflects the situation as of the beginning of December 2011. The first edition, published in The Economist's The World in 2007, measured the state of democracy in September 2006; the second edition covered the situation towards the end of 2008; and the third as of November 2010. The index provides a snapshot of the state of democracy worldwide for 165 independent states and two territories—this covers almost the entire population of the world and the vast majority of the world's independent states (micro states are excluded). The overall Democracy index is based on five categories: electoral process and pluralism; civil liberties; the functioning of government; political participation; and political culture. Countries are placed within one of four types of regimes: full democracies; flawed democracies; hybrid regimes; and authoritarian regimes.

The Partai Keadilan Sejahtera PKS is one of the younger parties in Indonesia today, yet it has established itself as a national party with branch offices all over the Indonesian archipelago and representation in government at all levels. When it first came onto the scene of Indonesian politics it was criticized by Indonesian liberal intellectuals as a 'Trojan horse' for further Islamisation of Indonesia. However some of Indonesia's more radical and militant Islamist groups have in turn criticized the PKS for 'selling out' by joining the democratic political process.

On 9 December 2011, the European Council will discuss Serbia as a future member of the EU. Serbia has come a long way in the past ten years, and the captures of alleged war criminals in recent years have underlined the commitment to a European future on the part of the Serbian government. However, Kosovo remains a serious obstacle for Serbia's EU dreams, as the latest developments in the region have demonstrated. The internal division of the EU on the issue complicates the matter further. Once again, politics prevails in EU enlargement. Contrary to what ongoing protests across the Middle East and North Africa might imply, monarchs and ruling families in the Arab world still enjoy an extraordinary degree of legitimacy in the eyes of their people. Most citizens of Arab monarchies want to see changes within their ruling governments, not complete regime change. This in turn affords those rulers an opportunity to embark on a path of far-reaching political reform without losing their thrones—all the while gaining acclaim at home and abroad.
With democratic change struggling to take root in the Arab world even after the fall of several autocratic regimes, the question naturally arises whether Turkey can serve as a model for those who hope to usher the region through the difficult transition to a more democratic order.
