431. Dangerous Uncertainty ahead of Venezuela Elections

Abstract:
Uncertainty over President Hugo Chávez's health adds to Venezuela's fragility in the run-up to October's presidential election. Amid deep polarisation, his illness overshadows the campaign, while the personalised nature of his rule, weakened institutions, and high levels of criminal violence bode ill for stability even beyond the polls. Brazen violation of the constitution would probably require army support, which not even the president can bank on; regional powers, too, would eye such action warily. But with much at stake, upheaval, even a violent political crisis, remain dangerous possibilities. Political leaders should condemn violence and pledge publicly to respect the constitution – whatever lies ahead. Venezuela's partners in the region should press for international observation and signal clearly they will not condone unconstitutional acts.

432. Armenia: An Opportunity for Statesmanship

Abstract:
After May's parliamentary elections, Armenia is preparing for a pivotal presidential vote in 2013 that will determine whether it has shed a nearly two-decade history of fraud-tainted elections and put in place a government with the legitimacy needed to implement comprehensive reform and resolve its problems with Azerbaijan. President Serzh Sargsyan has a brief opportunity to demonstrate statesmanship before he again faces the voters in what is likely to be a competitive contest. Sargsyan has demonstrated some courage to promote change, but like his predecessors, he has thus far failed to deal effectively with serious economic and governance problems, including the debilitating, albeit low-intensity, Nagorno-Karabakh war. Another election perceived as seriously flawed would serve as a further distraction from peace talks and severe economic problems. The likely consequences would then be ever more citizens opting out of democratic politics, including by emigration.

Abstract:
Workers have long sought to bring change to the Egyptian system, yet the independent labor movement has only recently begun to find a nationwide voice. As Egypt's sole legal trade union organization and an arm of the state for nearly sixty years, the Egyptian Trade Union Federation (ETUF) has had a monopoly on representing workers. Though its mission is to control workers as much as it is to represent them, ETUF has been unable to prevent the militant labor dissidence that has escalated since the late 1990s. Workers were by far the largest component of the burgeoning culture of protest in the 2000s that undermined the legitimacy of the Mubarak regime.

The media in Tunisia has undergone drastic changes since the country's 2011 revolution. From content that was once uniform and restricted in the extreme, Tunisian media outlets have moved away from echoing the state line and are now providing diverse output. A host of new media outlets have cropped up. The legal framework and state institutions governing the industry are undergoing reform. And most importantly, journalists are now able to experience political journalism firsthand.

435. Myanmar: The Politics of Economic Reform

Abstract:
Myanmar has embarked on an ambitious program of sweeping reforms to end its isolation and integrate its economy with the global system. Closely entwined with its dramatic political transition, the end of longstanding Western sanctions is supporting this reconfiguration. If the reforms are done well, many across the country stand to benefit, but those who profited most from the old regime's restrictions and privileges will lose access to windfall profits and guaranteed monopolies. The crony businessmen, military and party elite will still do well but will need to play by new rules, meet domestic and foreign competition and even pay taxes. Perhaps recognising the opportunities a more vibrant economy in a fast-growing region will bring for all, there is no major pushback to these changes, rather attempts to adapt to the new economy. The challenges and risks are numerous for a government with little experience juggling the many changes required, but it cannot resist the pent-up political pressure for change it has already unleashed.

Abstract:
“Decide when it is time to decide, draw a conclusion, don't postpone; this is the type of politics I want to create.” Prime Minister Yoshihiko Noda made this declaration in a press conference on June 26 immediately after the passage of the consumption tax-hike bill in the Lower House of the Diet. Noda's conviction to pass a tax increase had a political cost: 57 lawmakers of the ruling Democratic Party of Japan (DPJ) voted against the bill, while 15 DPJ members abstained. Former DPJ president Ichiro Ozawa, who leads the anti-tax-hike movement, and his followers created a deep rift within the ruling party over the tax legislation and subsequently damaged Noda's political power base by defecting from the party on July 2.

Abstract:
Iraq is in an ongoing struggle to establish a new national identity, and one that can bridge across the deep sectarian divisions between its Shi'ite s and Sunnis and the ethnic division s between its Arabs and its Kurds and other minorities. At the same time, it must build a new structure of governance, economic, and social order after a period of dictatorship, war, sanctions, occupation and civil conflict that began in 1979 and has continued ever since. It must cope with a steadily growing population, and diversify an economy that is so dependent on petroleum exports that they provide some 95% of its government revenues. This struggle can still end in a new round of serious civil conflict and even in the division of the country. At the same time, Iraq does have great potential and its political divisions and ongoing low - level violence do not mean it cannot succeed in establishing stability, security, and a better life for its people.

438. Syria's Mutating Conflict

At a distance, Syria's conflict can resemble a slow, painful slog, punctuated by intermittent accelerations and apparent tipping points, influenced by international activity. Zoom in, and one can cast such impressions aside. Diplomatic manoeuvrings have ended up being little more than inertia masquerading as motion. The West used them to pretend it was doing more than it was; Russia exploited them to feign it backed the Syrian regime less than it actually did. Meanwhile, in Syria, one sees neither deadlock nor abrupt transformation; virtually everything has been changing but at a steady pace: the shape of the conflict; civil society dynamics; sectarian relations; and the very nature of the regime the opposition seeks to depose.

Abstract:
Corruption in the Philippines diverts, delays, and distorts economic development, undermines the quality and credibility of democracy, and reduces the quality of life. That is so not just because of its extent but also because it comes in particularly disruptive and intractable forms. Philippine corruption is an example of the Oligarch-and-Clan syndrome—one found in countries offering significant and expanding political and economic opportunities in a setting of very weak institutions, but a pattern shaped by historical, cultural, and geographical influences specific to the country. Oligarch-and-Clan corruption is particularly disruptive, in development terms. Because of institutional weaknesses and the power of corrupt oligarchs and their followings, it often faces ineffective opposition. More than other syndromes it is closely linked to violence, and sharply limits the state's ability to perform such basic functions as revenue collection, maintenance of institutional foundations for the economy, law enforcement, conflict resolution, and dealing with security threats.

440. Subnational Governance, Service Delivery, and Militancy in Pakistan

Abstract:
This report presents the results of a study on the link between the rise of militants and the quality of subnational governance in Pakistan: whether a link exists and, if so, what the United States can do about it, if anything. Its basic finding is that Pakistan's governance problems are not caused by militancy, and its problems with militancy are not directly caused by its governance problems, but improving governance will be necessary (though not sufficient) to counter militancy. Pakistan's governance problems are extensive and will take a long time to overcome. But they are not insurmountable, and recent trends offer reason for hope: the military's prestige has declined, the civilian government is likely to complete its full term, the judiciary is increasingly independent, civil society is increasingly confident even in the face of militant intimidation, and recent reforms—the Local Governance Ordinance of 2001 and the Eighteenth Amendment to the constitution—have put in place a set of institutions and incentives that are likely to contribute to improvements in the future.
