371. The Significance of Burma/Myanmar's By-Elections

Abstract:
The drumbeat against the process and the potential results of the Burma/Myanmar by-elections of April 1, 2012 for 45 seats (37, or 11 percent in the Lower House of the bicameral legislature; 6, or 4 percent in the Upper House, and 2 in regional bodies) started before the polling began and the votes were counted. Human Rights Watch said they were a step forward, but not real reform. Campaign Burma UK wrote that it was impossible for them to be free and fair. And Aung San Suu Kyi, running for a seat, said they would be neither free nor fair. The plan to undercut their significance before they took place was evident.

Burma's ongoing democratic and economic transition has created an unprecedented opportunity for India and Thailand to cooperate and strengthen economic links between South and Southeast Asia. It was therefore no coincidence that the Indian government invited Ms. Yingluck Shinawatra, Thailand's prime minister, to be the chief guest at the country's annual Republic Day parade on January 26. Even more symbolic was that the Thai premier's visit to New Delhi overlapped with that of Burma's foreign minister, Mr. Wanna Maung Lwin, who came to discuss progress on economic and security relations and extended an invitation to India's Prime Minister Manmohan Singh to visit his country.

373. The Foundation of China's Future Stability

Abstract:
The recently ended standoff between the villagers of Wukan in Guangdong province and local government officials has refocused attention on China's future stability. The more than 100,000 officially reported incidents of unrest each year gives observers the false impression that the Chinese Communist Party (CCP) in Beijing barely holds the country together. Pressure may be building, but China's stability is like a champagne bottle. Until the cork pops, the bottle and its contents are stable. The question is how much pressure is building and how much wine is spilt when the cork flies out.

374. Indonesia's Blasphemy Law: Bleak Outlook for Minority Religions

One of the major challenges for any government is how to manage religious diversity, and how to provide for religious minorities in particular. In Indonesia there are six officially recognized religions: Islam, Protestantism, Catholicism, Buddhism, Hinduism and Confucianism. In addition, a wide range of other indigenous religions and beliefs exist outside of these groups. Melissa Crouch, Research Fellow at the University of Melbourne Law School writes that "While Indonesia's transition to democracy in 1998 brought about greater freedoms for all religious groups, there has also been a dramatic increase in convictions of 'deviant' groups for blasphemy."

Taiwan's elections on January 14, which for the first time combined polls for the presidency and the legislature, displayed further positive evolution in Taiwan's now well-established democracy. The results also precluded an immediate disruption in relations between Taiwan and the PRC, which is good news in Washington. In Beijing's view, however, the goal is not stability across the Taiwan Strait, but unification. Chinese impatience might weigh more heavily on President Ma Ying-jeou, and by extension on the United States, during Ma's second term.

Abstract:
The Finnish parliamentary elections in spring 2011 were marked by a landslide victory for the Eurosceptic (True) Finns Party. Such an unprecedented upswing for anti-integrationist voices was expected to reshape Finland's EU policy. The Finns Party did not join the government, however, and the party has mainly influenced Finnish EU policymaking while in opposition, and indirectly through public opinion-building. While outright anti-integrationist rhetoric remains on the margins of national public debate, more critical approaches to EU politics have become increasingly pronounced. Political parties have, to varying degrees, adapted their rhetoric and policies to the changing environment. Importantly, the broad consensus on EU affairs in Finland has broken down, at least temporarily. The EU has featured high on the agendas of the recent election campaigns as well as in opposition politics. This has affected Finland's official position too. It has moved in a more cautious and self-contained direction, although the country remains a pro-integrationist member state.

377. An alienated partnership: German-Russian relations after Putin's return

The return of Vladimir Putin as Russia's president and the probable end of Dmitri Medvedev's modernization project will increase the alienation within German-Russian relations. Germany's modernization partnership with Russia has produced limited results because the two sides have different views on the cooperation. While the German side wants to develop common projects of good practice which will modernize the Russian economy and politics, the Russian side is interested in technology transfer. The interest in and knowledge of Russia among German decision-makers is decreasing. Germany lacks vision and concepts on how to influence developments in Russia. This is also due to the resistance of the current Russian elite towards implementing political reforms. As a result, Russia is losing its most important advocate in the EU (also regarding energy policy). This will have a negative impact on EU-Russia relations because the EU lacks leadership on Russia. Ongoing changes in Russian society, which challenge the Putin system, will present an opportunity to find new allies in Russia for cooperation and modernization, which may increase Germany's interest in its large neighbour. But this will call for a more balanced approach between the Russian elites and society in Germany's Russia policy.

Dans un contexte arabe marqué par des transitions bâclées ou sanglantes, la Tunisie fait encore figure d'exception. Depuis le 14 janvier 2011, ce n'est pas seulement la tête de l'ancien régime, symbolisé par l'ancien président Zine al-Abidine Ben Ali, qui est tombée. C'est tout un système qui se trouve bouleversé, principalement dans le cadre d'un consensus relativement large. Mais les défis qui pourraient menacer ces progrès existent. Parmi ceux-ci, deux en particulier sont étroitement liés : restaurer la sécurité et mener une véritable lutte contre l'impunité. Pour le nouveau gouvernement d'union, dénommé Troïka et emmené par le mouvement islamiste An-Nahda, la clé demeure dans un dialogue large, permettant de réformer les forces de sécurité sans trop les provoquer, rendre justice aux victimes de la dictature sans céder à la chasse aux sorcières, et garantir une justice efficace tout en tenant compte des limites du système judiciaire en place.

379. Adolescent Fertility in Low- and Middle-Income Countries: Effects and Solutions

Abstract:
Adolescent fertility in low- and middle-income countries presents a severe impediment to development and can lead to school dropout, lost productivity, and the intergenerational transmission of poverty. However, there is debate about whether adolescent pregnancy is a problem in and of itself or merely symptomatic of deeper, ingrained disadvantage. To inform policy choices and create a revised research agenda for population and development, this paper aggregates recent quantitative evidence on the socioeconomic consequences of and methods to reduce of teenage pregnancy in the developing world. The review finds variable results for all indicator types with the partial exception of knowledge-based indicators, which increased in response to almost all evaluating interventions, though it is not clear that such interventions necessarily lead to short- or long term-behavior change. The evidence base supporting the effectiveness of conditional cash transfers was relatively strong in comparison to other interventions. Similarly, programs that lowered barriers to attending school or increased the opportunity cost of school absence are also supported by the literature. On the basis of these findings, the authors argue that donors should adopt a rights-based approach to adolescent fertility and shift their focus from the proximate to distal causes of pregnancy, including human rights abuses, gender inequality, child marriage, and socioeconomic marginalization. Further research should be conducted to strengthen the evidence base by 1) establishing causality, 2) understanding the differential impacts of adolescent fertility in different contexts, and 3) investigating other the impact of adolescent fertility on other socioeconomic outcomes, such as labor participation, productivity, and the intergenerational transmission of poverty.
