Abstract:
Tunisians are waiting for a new constitution to cement a democratic order after decades of dictatorship. The constitution-making process has dominated politics since the January 2011 revolution; what can be expected when the constitution is complete? How will presidential and parliamentary elections proceed under this new constitution, expected early next year? Although the constitution will initiate a form of legal stability, party politics and new institutional arrangements could converge to complicate decision-making and obscure consensus.

Although it appears Jordan has survived the Arab uprisings thus far, all is not well in the Hashemite Kingdom. Over the past twenty years, its political economy has changed profoundly, putting pressure on the foundations of regime stability. The state in Jordan has been retreating from many citizens' economic lives, shrinking its circle of privilege and patronage, and leaving the population to fend for itself in a dysfunctional economy. Worryingly, the segment of the population most affected is the monarchy's base, which sees the Palestinian-Jordanian population as benefiting from the new status quo. Today, Jordan is also coping with hundreds of thousands of Syrian refugees, many of whom may remain in the country long term. Yet the real danger to the monarchy's stability is not the immediate cost of refugee care but the alienation of its traditional power base.

This collection critically examines "tolerance," "secularism," and respect for religious "diversity" within a social and political system dominated by Sufi brotherhoods. Through a detailed analysis of Senegal's political economy, essays trace the genealogy and dynamic exchange among these concepts while investigating public spaces and political processes and their reciprocal engagement with the state, Sunni reformist and radical groups, and non-religious organizations. The anthology provides a rich and nuanced historical ethnography of the formation of Senegalese democracy, illuminating the complex trajectory of the Senegalese state and reflecting on similar postcolonial societies. Offering rare perspectives on the country's "successes" since liberation, the volume identifies the role of religion, gender, culture, ethnicity, globalization, politics, and migration in the reconfiguration of the state and society, and it makes an important contribution to democratization theory, Islamic studies, and African studies.

Abstract:
Decentralized policymaking power in Japan had developed under the reign of the Liberal Democratic Party (LDP), yet in the1990s, institutional changes fundamentally altered Japan's political landscape. Tomohito Shinoda tracks these developments in the operation of and tensions between Japan's political parties and the public's behavior in elections, as well as in the government's ability to coordinate diverse policy preferences and respond to political crises. The selection of Junichiro Koizumi, an anti-mainstream politician, as prime minister in 2001 initiated a power shift to the Democratic Party of Japan (DPJ) and ended LDP rule. Shinoda details these events and Prime Minister Koizumi's use of them to practice strong policymaking leadership. He also outlines the institutional initiatives introduced by the DPJ government and their impact on policymaking, illustrating the importance of balanced centralized institutions and bureaucratic support.

This policy brief reflects upon the results of the workshop “Rethinking the Role of Think Tanks and Research Institutes and EU Policies towards the Mediterranean”, held in Madrid on 14th December 2012 and organised in collaboration with Real Instituto Elcano and FRIDE. It argues that Arab think tanks can shape political transformations in the region by informing, convening and advocating democratic reform. It also presents a set of recommendations for external powers such as the European Union in support of Arab think tanks.

The conference organized jointly by the Finnish Institute of International Affairs, the Tampere Peace Research Institute and the EuroMeSCo research network sought to contextualize the on-going transition processes in the Arab world and to share Nordic experiences and models of democratic governance with countries in transition. To this end the conference considered the potential role of the “Nordic model” as a template and comparator for change in the Arab world and reflected on possible avenues of dialogue and cooperation between the Nordic and Arab countries. The conference also highlighted the need for greater attention and analysis of the problems and issues involved in regional transition processes amongst Nordic countries.

Abstract:
In March 2011, the transfer of power from the junta of general Than Shwe to the quasi-civil regime of Thein Sein was a time of astonishing political liberalization in Burma. This was evidenced specifically in the re-emergence of parliamentary politics, the return to prominence of Aung San Suu Kyi elected deputy in 2012 and by the shaping of new political opportunities for the population and civil society. Yet, the trajectory of the transition has been chiefly framed by the Burmese military’s internal dynamics. The army has indeed directed the process from the start and is now seeking to redefine its policy influence. While bestowing upon civilians a larger role in public and state affairs, the army has secured a wide range of constitutional prerogatives. The ethnic issue, however, remains unresolved despite the signature of several ceasefires and the creation of local parliaments. Besides, the flurry of foreign investments and international aid brought in by the political opening and the end of international sanctions appears increasingly problematic given the traditional role played in Burma by political patronage, the personification of power and the oligarchization of the economy.

Abstract:
In post-Qadhafi Libya, the authorities are in search of a new art of governing. Despite the legitimacy accorded them by elections, they remain very weak. Without any means of coercion, they are constantly obliged to negotiate for their survival, threatened by those who were not chosen by voters but who instead draw their legitimacy from their participation in the revolution – the militias. The challenge facing the Libyan authorities is not so much to combat these forces but to harness them. Libya has not undertaken a process of “de-Qadhafication.” But for the militias, in particular the Islamists, the presence of former officials and leaders in the state apparatus is intolerable. Thus, on May 5, 2013 they pressured the parliament into passing a law excluding from politics persons who occupied positions of responsibility under the old regime. If the revolutionary brigades continue to impose their will on the government, the fall of Qadhafi’s regime will have not brought about political change in Libya but rather the continuation of former political practices under a new guise.

Abstract:
One of the most critical areas of reform in Turkey’s recent history involves the judiciary, which has served to corroborate the tutelary regime. With a discourse emphasizing that the judiciary itself must also be bound by the “rule of law”, the Justice and Development Party (JDP) took a number of steps toward reforming the administration of supreme judiciary bodies, as well as the judiciary in general. The constitutional amendments brought to the ballot in the referendum of 12 September 2012 essentially represented an initiative to transform the judiciary. The amendments package was intended to equip the Constitutional Court and the High Council of Judges and Prosecutors (HSYK) with a more pluralist structure. This report titled “the High Council of Judges and Prosecutors in Turkey: Roundtable Discussion on its New Structure and Operations” is based on discussions of the roundtable meeting attended by representatives from judges and prosecutors professional associations such as YARSAV (The Association of Judges and Prosecutors) and Demokrat Yargı (Democratic Judiciary Association), which adopted divergent positions over the course of the referendum; one representative from HSYK, the direct addressee in the debate; and experts with diverse opinions. With the roundtable, we intended to generate direct discussion by experts and practitioners of the field in a small group affording sufficient time for speakers. As a result, we treated the current situation and practice through an insider’s perspective and in detail. This also provided a shared platform where parties coming from varying political positions exchanged opinions regarding both the HSYK and several contested aspects of the judiciary reform. The roundtable ensured that critiques were communicated to and discussed with the directly relevant parties through face-to-face conversations.

How should analysts understand the combination of the June 30 massive popular mobilization and the July 3 military coup against then-President Mohamed Morsi? Should these events be understood as a continuation of the January 25 revolution, a second revolution, a straightforward military coup, or a restoration of the Mubarak-era order? Does the blame for the failure of Egypt’s first popularly elected presidency lie with Morsi and the Muslim Brotherhood, with a recalcitrant opposition, with a resistant state, or with the deep problems which any transitional leadership would have confronted? Can a pathway toward a democratic order still be found?
