1511. Can Slovakia Catch Up? The Implications of EU Accession Talks a Year After the Helsinki Summit

Abstract:
Since the dissolution of Czecho-Slovakia in 1993, Slovakia, with its population of about 5.4 million, has emerged as one of the two new successor states. Yet, since gaining its independence Slovakia's political developments have followed a somewhat divergent path from the course of its new western neighbor - the Czech Republic. More broadly, Slovakia also diverged in its transition to democracy from Poland and Hungary, the other two Central European neighbors and two essential elements of the Visegrad group. As a result, Slovakia has been coined as "a region specific country". Its case of regime change from the communist to the post-communist rule has been described as "a borderline case between that of more advanced Central European and lagging South-East European countries". Abstract:
The aim of this paper is to elaborate relationships between democracy, human rights and ethnic conflicts in the globalised world. The first part is devoted to analysis of the impacts of democracy and human rights on the ethnic conflicts, and second elaborates impacts of the conflicts on the democracy and human rights. Both parts are supposed to elaborate the topic within the context of globalised world. The main conclusion is that if a system cannot be qualified as democratic one and respectful for human rights, appears the complex dilemma what should and would come first: developing democracy and/or respecting human rights or eliminating ethnic conflicts or preventing their escalations/deescalating them.

For almost two centuries—since Alexander Pushkin's masterpieces laid the foundation—Russian literature has persisted in addressing the core issues and dilemmas of human existence, taking humanity's measure, and explaining Russia and Russians to themselves and the world. Even during the Soviet era, when virtually all of Russia's finest writers and poets were exiled, killed, imprisoned, savagely censored, or forbidden to publish, the tradition lived in underground samizdat, manuscripts smuggled abroad, and in the state-run literary magazines of the “liberal” persuasion, especially during political thaws.

The Berlin Wall fell eleven years ago, and nine years have passed since Boris Yeltsin launched the Russian economic revolution by abolishing state control over prices. Although minuscule in historic terms, the time elapsed still furnishes a wealth of data for a provisional analysis of the key factors that shaped the political, economic, and social character of post-Communist nations. The same structural variables may help gauge the future—at least in the short to medium term.

Since the end of the Cold War, Eastern Europe and Eurasia have been host to a virtual army of Western non-governmental organizations (NGOs)-from the United States, Britain, Germany, and elsewhere in Europe-all working on various aspects of institutional development, such as helping to establish competitive political parties and elections, independent media, and civic advocacy groups, as well as trying to reduce ethnic conflict. Little is known-although much good and bad is believed-about the impact of this assistance, carried out on a transnational level in cooperation with local political and social activists. This study, based at Columbia University, was designed to address this gap.

Abstract:
IN LATE 1999, tens of thousands of people filled the streets of Seattle in one of the most visible manifestations of civil society in recent decades. They had gathered to show their opposition to the World Trade Organization (WTO) and the broader forces of economic integration that it represents. The WTO, which was meeting to set an agenda for a proposed new round of global trade negotiations, found it- self under scrutiny as never before. For several days, television news shows around the world displayed protesters being gassed and arrested by the hundreds. Although media reports portrayed the protesters as a combination of American labor unionists who wanted to protect their jobs at the expense of Third World workers and hippies left over from the 1960s, in fact the protesters represented a broad and to some degree transnational coalition of concerns. They objected not only to the WTO's ability to override domestic environmental legislation but also to the very nature of the processes by which governments and corporations are fostering economic integration.

The elections offer the people of Kosovo the opportunity to demonstrate their commitment to democracy. They also present the international mission in Kosovo with a test of its resolve to overcome the political and practical problems associated with holding elections in a territory still suffering from the physical and the political scars of war.

1518. Serbia's Embattled Opposition

Abstract:
The recent crackdown by the Belgrade regime on Serbia's independent media and political activists suggests that Yugoslav President Slobodan Milosevic is more vulnerable than it would appear. Since the Kosovo war ended, Milosevic has proven unable to expand his support base and must struggle with diminishing resources to keep restive constituencies intact. Despite its recognised weakness, the Serbian opposition is capable under certain conditions of removing Milosevic from power and offering better governance. The message of numerous public opinion polls over the past eight moths is that there is an anti-Milosvic majority in Serbia, but that the opposition must work together in coalitions to exploit it.

Abstract:
Recent events in Latin American and the Carribean, including the election of a former coup leader in Venezuela, the third-term candidacy of Peru President Alberto Fujimori, a coup in Ecuador, and the failed constitutional reform in Guatemala and subsequent election of a party led by retired military officials, have led to serious concerns about the direction of democracy in the region. Americas Program's Council of Presidents and Prime Ministers of the Americas selected the conference topic as an expression of their concern. Held in October 2000 at The Carter Center, the conference addressed the resurgence of populist leaders, the decline of political parties, the need for greater public security, and the many ways the military continues to intervene in Latin American politics.
