Abstract:
The development of electoral processes in modern democracies has a long history of reconstructions that slowly lifted restrictive conditions. This development has not been without conflicts and many obstacles have had to be overcome to establish citizens' confidence in voting. In the case of Mexico, electoral transformation experienced many difficulties, and combined with the strong presence of the state machinery elections were unreliable until the end of the 20th century. Therefore, despite advances, there are still many problems with the electoral process. This article provides a summary of the principal electoral issues in the past decade in an attempt to unravel the causes.

1132. Institutional Traditions and Democratic Consolidation in Uruguay

Abstract:
This paper analyzes the role played by institutional traditions in Uruguayan democracy by focusing attention on two main issues. First, I describe the context in which the current Uruguayan political parties arose and the relationships established among them. Second, although it is true that parties naturally express alternative visions about politics, I contend that the building of a democratic system requires a basic consensus on which to base a set of rules that govern and contain dissidence. I discuss these two themes beginning with the emergence of Uruguay as an independent state until the term of Julio María Sanguinetti's second presidency in 2000.

Abstract:
Cuauhtémoc Cárdenas' participation in the 1988 presidential election gave rise to the creation of a charisma that allowed him to found the Democratic Revolutionary Party. This founding was based on charismatic authority. On the other hand, Andrés Manuel López Obrador, the current governor of the Federal District, acceded to the national political scene with a spontaneous leadership supported, but not designated, by Cárdenas. This type of leadership, in addition to several tactics, has situated him in a privileged position in comparison with other political actors also running for president. It is the purpose of this text to analyze López Obrador's leadership and political strategies based on the theoretical contributions of Max Weber and Jay Haley. Furthermore, this paper aims to build on the research that is empirically developed in her book, Partido de la Revolución Democrática. Estructura, organización interna y desempeño público, 1989-2003, as well as ato contribute to ongoing theoretical debates in the social sciences.

Abstract:
With the September 18 parliamentary elections, Afghanistan completes its internationally mandated blueprint for democracy and enters a new phase of state building in uncharted waters. This transition occurs against the backdrop of rising threats to security and an economy dominated largely by illicit production and export of opium. On October 12, 2005, the U.S. Institute of Peace convened a meeting of the Afghanistan Working Group to review the recent parliamentary elections. The presenters at the meeting included Robert Varsalone, resident country director for Afghanistan for the International Republican Institute; Sam Zia-Zarifi, research director for the Asia Division of Human Rights Watch; Larry M. Sampler, former chief of staff for the UN Assistance Mission in Afghanistan; and Barnett R. Rubin, chairman of the Afghanistan Working Group. The new government—whatever its composition—will then be in a race to build a democratic order before the insurgency creates enough chaos to break it down. Whether or not the government succeeds depends on how political events of the past two years have set the stage for the December elections—and on the prospects of creating a national narrative that encompasses all of Iraq's main political and ethno-sectarian groups.

DELIBERATION OF DEMOCRACY PROMOTION IN THE MIDDLE EAST intensified after the attacks of 9/11, and has been further energized by the transatlantic debates that were progeny of the Iraqi conflict. More intense debate over support for political change in the Middle East has forced the United States and Europe into a closer exploration of each other's actual and intended approaches to democracy promotion in the region. Debates have centered, in particular, on preparations for June's Group of Eight (G8) and EU–U.S. summits and the United States' proposed Greater Middle East Initiative. While many in the U.S. bemoan European irresolution, others acknowledge the need for American policy to understand and harness the EU's more pervasive presence in much of the Middle East. While Europeans express dismay at the Bush administration's heavy-handed instrumentalism, they have also been forced to engage with new U.S. initiatives that appear to heed the EU's own pleas for a focus on the root causes of instability. With the U.S. and EU eyeing each other over the parapets of their Iraqi-inspired wrangles, it is an opportune moment to delineate and critically assess how Europeans have developed their democracy promotion policies in the Middle East.

Abstract:
The Bush administration is preparing to launch a “Greater Middle East Initiative” at the G-8 summit meeting in June. The plan is to bring the United States, Europe, and the Middle East together around a set of commitments to help transform the region politically and economically. The time is indeed opportune for engagement on regional reform, but as planned, the initiative fails to establish a basis for genuine partnership and does little to address the real challenges of Arab democratization. The administration should rethink its approach and start a new process of genuine consultations to come to an agreement on how all three sides can work cooperatively to address the regional problems that threaten the security of Arab societies and the West.
