1121. Kuwait's Parliament Decides Who Rules

Abstract:
At a time when attention is focused on the problems democracy has brought in one part of the Middle East, such as the Palestinian territories, it has been easy to overlook how democratic processes were key to resolving a crisis in another Middle Eastern country: Kuwait. The January 15 death of Kuwait's emir, or ruler, Sheikh Jaber brought to power the physically and mentally incapacitated Sheikh Saad al-Abdullah al-Sabah. But the crisis engendered by his ill health and his refusal to abdicate was resolved quickly through democratic processes. On January 24, the parliament of the oil-rich Persian Gulf state of Kuwait exercised a previously unused constitutional power and voted to oust Sheikh Saad. The new emir, Sheikh Sabah al-Ahmed al-Sabah, is expected to be confirmed by parliament on January 29, and is now under pressure from some members of parliament to choose a prime minister from outside the ranks of the ruling al-Sabah family.

1122. The Coherence of Democratic Peace-Building

Recent attention has focused on the difficulties of establishing 'coherence' between humanitarian relief aid in complex emergencies and the objective of ending violent conflict. This paper introduces a parallel problem: absence of total synergy between making peace and building democracy. A widely held assumption in the international community is that in post-conflict situations peace-building and democratization are virtually synonymous; creating the conditions for the one does so for both, the two processes will be reciprocal and mutually supportive. This suggests the policy issues will be simple. But the reality could be very different. Choices have to be addressed between requisites for peace and conditions for democracy; over the different implications for peace of competing designs for democracy; and over the kind of 'democracy' and its relation to other essential developments like state-building Institutional crafting is important; but matters concerning civil society and political culture must be addressed too. Governance and welfare considerations will bear on both peace and democracy but not necessarily in identical ways. There are temporal choices to address as well; the order of passage from peace to stable democracy may be as significant as the rites of passage. The belief that the well-known theory of a democratic peace in international relations has its complement in a democratic domestic peace looks plausible, but 'getting there' after conflict will be challenging. Issues of strategy and policy are most problematic where peace, prosperity and democracy have all been deficient—a situation common to many societies.

1123. Governance in Areas of Limited Statehood – New Modes of Governance?

Abstract:
The governance problematique constitutes a central research focus in contemporary social sciences. Yet, the debate remains centered on an „ideal type“ of the modern nation-state – with full sovereignty and a legitimate monopoly over the use of force. From a global as well as a historical perspective, however, the Western modern nation-state is an exception rather than the rule. Outside the developed world, we find areas of “limited statehood”, from developing and transition countries to „failing“ and „failed states“ in today's conflict zones and – historically – in colonial societies. Our Research Center focuses on these areas of limited statehood which lack the capacity to implement and enforce central decisions or even lack the monopoly over the means of violence. We ask: How can effective and legitimate governance be sustained in areas of limited statehood? Which problems emerge under these conditions? We assume that “multi-level governance” is the rule in areas of limited statehood, linking the local with the national, regional, and global levels. We also assume that governance in areas of limited statehood involves a variety of public and private actors, such as states, international organizations, firms, and civil society. Governance entails negotiations, bargaining, and arguing among these actors rather than hierarchical „command and control“.

While the world's attention is focused on a struggling Iraq and a rising China, a battle for the heart and soul of the Americas is being waged closer to home. A simplistic account might describe this confrontation as a tug of war between U.S. president George W. Bush's vision and that of his self-appointed nemesis, Venezuelan president Hugo Chávez. Equally misleading are characterizations that describe the showdown as one between left and right, rich and poor, north and south. But this is not a battle between two powerful leaders or between ideologies of the left and right. The contest being waged in the Western Hemisphere is about democracy itself: can it deliver the goods for impatient publics? On one side are leaders from the left and right who see democratic institutions and the rule of law as indispensable to prosperity and liberty. On the other are those who treat democracy as an inconvenience and see free markets as a threat.

Abstract:
When President George W. Bush said that America hopes to spread democracy to all the world, he was echoing a sentiment many people support. Though Americans do not put “extending democracy” near the top of their list of foreign policy objectives (preventing terrorism is their chief goal), few would deny that if popular rule is extended it would improve lives around the world. Democracy, of course, means rule by the people. But the devil is in the details. By one count, the number of democracies quintupled in the second half of the twentieth century, but there are freedom- loving and freedom-disdaining democracies. Fareed Zakaria calls the latter “illiberal democracies.” Among them are Kazakhstan, Pakistan, Ukraine, and Venezuela.

Formal and informal politics as an object of social science analysis are connected in this paper with an institutional perspective. First, we survey the existing comparatively oriented political science and area studies literature on both forms of politics. Second, we present our own conceptual approach in this regard. In the remainder of the paper, formal and informal politics are viewed through an institutional prism. In this context we discuss the relationship between formal and informal institutions in politics, looking at advantages and disadvantages, consequences, and effects of both types of institutions. Research perspectives are highlighted in the concluding section of the paper.

The Institutionalisation of Parties and the Consolidation of the Party System in India. Criteria, State and Causes of Persistent Defects Indian parties and the party system in India are only partly consolidated resp. institutionalised, according to the usual criteria, distilled from the experience of Western parties. This is so in spite of the long tradition of Indian parties, their large membership base, organisational complexity and independence from interest groups and in spite of their dominant position in regard to political leadership recruitment or the government agenda. Causes for the institutional deficits of parties lie in the prevalence of factional conflicts, clientelistic linkages between party leaders and member, and the parties' weak financial basis (compensated by tapping unorthodox sources of finance). These phenomena are responsible for the only very limited level of internal party democracy in India.
