Abstract:
On September 18, 2005, Afghanistan held its first democratic parliamentary and provincial elections in more than thirty-five years. The vote marks the successful completion of the transitional political process outlined by the 2001 Bonn Accords, the internationally brokered framework that has guided Afghanistan since the ouster of the Taliban. The United States and its allies in Kabul can rightly celebrate the passage of this milestone and the remarkable progress that has been achieved over the past four years. At the same time, the end of Bonn is also a natural time to raise questions about the Bush administration's long-term road map for Afghanistan. Two problems with the current American strategy—too much faith in NATO and too little investment in indigenous Afghan institutions—deserve particular attention.

Abstract:
Since its disastrous showing in the 2003 Duma elections, Russia's badly splintered and quarrelling democratic opposition has been trying to find ways to forge a common platform that would unite and energize its sizeable but apathetic and disillusioned constituency. The stakes are very high. The liberal (that is, in Russian political parlance, right-of-center, pro-market, pro-reform, and pro-Western) forces view the Putin Kremlin's turn to recentralization of national politics and the economy as a dead-end street, leading to creeping authoritarianism, rampant corruption, political crises, economic slowdown, and even disintegration. In this perspective, forging a united opposition strong enough to contest the Kremlin's control over the Duma in 2007 and the presidency in 2008 acquires particular urgency.

Increased competition and opposition participation in elections observed by The Carter Center in Liberia and Ethiopia marked progress for democracy in Africa in recent months. Ethiopia's May 2005 elections for national parliament, which gave citizens ademocratic choice for the first time, were sharply contested by opposition groups. In the Oct. 11 Liberian presidential and legislative elections, the country's first truly competitive elections in 25 years, 22 candidates vied for the presidency.

Abstract:
Automated voting (sometimes referred to as electronic or e-voting) technologies are increasingly used in elections across the world, particularly because they are often seen as symbolic of a country's level of modernization. The possibilities for rapid aggregation and analysis of results, as well as potentially greater accuracy, have all added to the attractiveness of computer-based voting equipment. There is little doubt that the ability to quickly publish results can be of particular advantage in conflict and post-conflict scenarios, where a prolonged period of counting can heighten tensions and reduce confidence in the final results. The potential to remove some traditional elements of unintentional voter error or intentional fraud can also contribute to greater confidence, while at the same time raising new questions.
