Abstract:
It is very much in the Russian and, even more so, Soviet political tradition for rulers to deprecate their predecessors. As they climb up the power ladder, the would-be Kremlin occupants must profess complete loyalty to the current leader in order to succeed. Once in power, the country's new masters bolster their authority by dissociating themselves from previous leaders. Along with the weakness of the country's political institutions, which undermines the legitimacy of the transitions, such repudiations almost inevitably result in the personalization of power, as the new occupants mold the political, social, and economic systems to their liking. Hence, Russian and—again and especially—Soviet history have often looked like a succession of very distinct personal political regimes—indeed, sometimes different states under the same name.

Part I of this Russian Outlook dealt with what might be called the errors of commission, or false attribution, in the "chaos-of-the-1990s" stereotype, which became a major theme of the Putin Kremlin's propaganda. The economic crisis of that era, mostly inherited from the decaying Soviet economy, was laid at the revolutionary regime's door. Yet the "chaos" legend also contains errors of omission, for, on closer inspection, there was a great deal in the 1990s besides the alleged "chaos."

Criticizing preceding regimes is a popular pastime of Russian leaders. But in denouncing the “chaos of the 1990s,” the Vladimir Putin regime seems to have an additional purpose: to defame the idea of liberty itself. Part I of this two-part Russian Outlook examines the claim that the revolution was entirely responsible for Russia's economic woes in the 1990s. Part II will take issue with the assertion that the Yeltsin years brought nothing but “chaos.”

Not long ago, the governments of the Americas recognized the value of working together to consolidate the historic, promising trend toward democracy. Now, with democracy being dismantled in several nations and being assailed by authoritarian Venezuelan president Hugo Chávez Frías, Latin American countries seem to have abandoned the fraternal ideal of inter-American solidarity. The United States and the Organization of American States (OAS) can both do more to salvage the regional commitment to democracy, but unless Latin American and Caribbean governments are willing to stand together to defend their principles, the end of democratic solidarity is in sight.

Abstract:
This study examines Turkish nationalism as a nationalism that is reproduced while being consumed, regenerating in a different form, while considering it as stratagem set forth as a nationalism that is in the process of transformation. Thereby, the study argues that the strategy of modern secular nationalism endeavors to gain ground in the face of globalization and to control its existing status. Globalization provides individuals with a wider range of opportunities, while at the same time, it gives rise to an acute sense of insecurity. As a result of this insecurity, nationalism – as the ideology of the nation-state – is reproduced with different contents by adopting the discourse of “reunification” on the level of identity pertaining to the terms of class and culture and through religious and ethnic classes and identities, even encompassing regional and urban identities reflecting varying contents. After examining the manifestation of these different creations in terms of individuals, the study analyzes their relationship with religiosity. The path religiosities traverse in daily life practices also sheds light on the practices of nationalism. Neither a “real” nor “correct” religion exists in the “actual” practices of religion, nor is a “real” or “correct nationalism” present within the “actual” practices of nationalism. A fortiori, “how” nationalism is exercised and the “ways” and methods individuals utilize gain more importance.

The Winter/Spring 2005 issue of this journal was devoted to “Democratization in the 21st Century” in which the general consensus was that the United States should assist the unfolding worldwide trend toward democracy. The president of the National Endowment for Democracy, Carl Gershman argued, “that it is appropriate and desirable for the United States to provide moral, political, technical, and financial support to people who are striving to achieve democracy.”1 Furthermore, Alan W. Dowd of the Sagamore Institute for Policy Research wrote of “America’s unique role” in the world and its “natural inclination to promote free government.”2 Although the United States seems encouraged to promote democracy worldwide, left largely unsaid by many are the specific means available to the United States for promoting democracy. Transitions from authoritarian rule are driven by internal forces, and the United States should not take for granted that an external actor may not be capable of significantly influencing internal forces within another state. How large an influence the United States can have is an empirical question. The democratization forum in the Whitehead Journal mostly cited small-N case studies, but these studies have contrary implications depending on the cases one selects.3 LargeN quantitative studies paint a generally more pessimistic picture of externally generated democracy. Had the large-N literature been consulted, the democratization forum might have paid greater attention to the practical difficulty of changing repressive states from the outside-in. This essay synthesizes the latest cross-national academic research to highlight how problematic it is for one country to promote open government in another country. It needs to be understood, however, that although the evidence challenges naïve, favorable assumptions, this article is not implying the international community should reject all efforts to promote democracy as futile or counterproductive. Certain external activities may prove effective where conditions are ripe, but the data suggest we keep our expectations modest and be prepared to learn from setbacks.

1059. Challenging Party Hegemony: Identity Work in China's Emerging Virreal Places

Abstract:
The Chinese Communist Party has chosen to base the legitimacy of its rule on its performance as leading national power. Since national identity is based on shared imaginations of and directly tied to territory – hence place, this paper analyses both heterodox models for identification on the national and potentially competing place-based collective identities on the local level. This analysis, based on communication within a number of popular communication forums and on observation of behavior in the physical reality of today's urban China, shows that communication within the virtual and behavior in the real world are not separated realities but form a new virreal spatial continuum consisting of imagined places both online and offline. I argue that ties to place are stronger and identities constructed on shared imaginations of place are more salient the more direct the experience of place is – be the place real, virtual or virreal. Hence in China challenges to one-party rule will probably accrue from competing localized collective identities rather than from heterodox nationalism.

Abstract:
The article deals with the social mechanism that connects modernization with democratization. Starting from a differentiation theoretical point of view, the paper argues that the major impetus for democratization is rather given by “functional antagonisms” inside the social subsystems than by class conflicts: The more modernization progresses, the stronger becomes the demand for institutional autonomy against the state. The argument is developed in five steps: In the first step, I give a short overview over the latest developments in the debate on modernization and democratization. In the second step, the leading approaches in the field of democratization research are presented and critically discussed. In the third step, I examine the relationship between modernization and democratization from a differentiation theoretical point of view. The focus is on the basic constitutional rights by which the autonomy of the subsystems is guaranteed. In the fourth step, I show on the case of South Korea how structural strains and conflicts in the subsystems of politics, economy, education, and religion are transformed into pro-democratic protests. In the fifth step, the similarities and differences between the presented differentiation theoretical approach and previous – usually class theoretical – concepts of democratization research are discussed. It becomes evident that the transition to democracy can be fully explained neither by political nor by economic conflicts. What matters is to explore the variety and complexity of functional antagonisms in the social subsystems.
