Independent media play a critical role in building and sustaining democracies, societies, and economies around the world. They provide citizens with the information necessary to make informed political and economic choices. Independent media give voice to women, youth, and minorities, along with dissident political opinions. They also improve communities by providing citizens with important information on health, the environment, and rural development, and help people prevent and respond to disasters.

The Center for International Media Assistance (CIMA) at the National Endowment for Democracy aims to strengthen the support, raise the visibility, and improve the effectiveness of media assistance programs by providing information, building networks, conducting research, and highlighting the indispensable role independent media play in the creation and development of sustainable democracies around the world. An important aspect of CIMA's work is to research ways to create an environment that will allow independent and free media to be sustainable and to attract additional U.S. private sector interest in international media development.

When Burma gained independence in 1948, its regime was a part of the phenomenon, which Samuel Huntington called the second wave of democracies. Although Burma's parliamentary democracy was by no means perfect, opposition parties were allowed to exist and elections were held regularly. The coup staged by the Revolutionary Council, which was led by the military on March 2, 1962, brought an end to this brief period of electoral democracy in Burma.

Mexico is generally recognized as a country with a stable democracy, yet reactions to the general elections in December 2006 might have surprised many. Reminiscent of the U.S. election in 2000, Presidential candidate Felipe Calderon of the National Action Party beat Andres Manuel Lopez Obrador of the Institutional Revolutionary Party by a margin of 0.58%. This sparked violence, a hushed swearing in, and fears over the creation of an alternative government. This, years after the outgoing President, Vicente Fox, upset the Institutional Revolutionary Party's dominance in 2000, when he won the elections for the National Action Party for the fi rst time in 71 years.

Abstract:
After the Taliban regime was driven out of Afghanistan in late 2001, the United States and other members of the international community undertook efforts to establish and stabilize a liberal democratic form of government in that country. Such an undertaking is a monumental task, fraught with many obstacles and challenges. This paper looks at several of the obstacles to democracy in Afghanistan, to include the absence of a democratic history and tradition, an endemic culture of corruption, a pervasive narcotics trade and drug trafficking problem, tribalism and ethnic divides among the population, and finally the lack of support or assistance from neighboring Pakistan. The author proposes five possible strategies and adjustments to current efforts by the international community, led by the United States and International Security Assistance Force (ISAF). If these strategies are adopted, the environment in Afghanistan will be more secure, the government more stable, and liberal democracy will have a much greater chance of taking hold and flourishing. Afghanistan and this region of the world will also be less likely to harbor terrorist operations and organizations such as al-Qaeda and the Taliban to threaten the democratic nations of the world.

This monograph serves multiple purposes, the most important of which is to contribute to the thought process of dealing with the Fuerzas Armadas Revolucionarias of Cuba (FAR). Change is inevitable in Cuba. Both Fidel Castro and his brother Raul are aging. Their passing will trigger either a succession or a transition. With that change, Cuba's security requirements will change as well. This monograph analyzes security requirements that the new Cuba will face and proposes what missions and structure the Cuban security forces might have after a transition.

Abstract:
For most of its existence as a newly-independent state in Eastern Europe, Belarus enjoyed a dubious reputation of being the continent's last dictatorship. The regime established by the country's president, Alyaksandr Lukashenka, has a solid domestic base. Nevertheless, the continuous political, economic, and diplomatic support provided to Lukashenka's Belarus by its Eastern neighbor, the Russian Federation, greatly contributed to the overall stability and smoothness with which the Belarus leader accumulated power, institutionalized his autocratic rule, and fended off both internal and external challenges.

Abstract:
Ukraine's geopolitical location positioning it firmly between North Atlantic Treaty Organization (NATO) allies to the west and Russia to the east has demanded that its foreign and security policy take into account its interests in the east and the west. The pro-reform forces in power since the Orange Revolution would like to move Ukraine squarely into the Euro-Atlantic community with only limited deference to Russia in matters where Ukrainian dependency remains unavoidable. Political forces favoring a more neutral stance between east and west or openly in favor of leaning eastward remain formidable. Russia's astute deployment of its national instruments of power in support of these forces will loom large into the indefinite future.

Abstract:
The paper seeks to examine the phenomenon of populism in connection with the first EP elections in the Czech Republic (CZ). It aspires to answer the question whether the first EP elections can be described as populist and, if yes, then owing to which parties. It gives a basic overview of the electoral system, the actors involved and the voter turnout. It attempts to define populism and distinguish it from euroscepticism. The paper's key focal point is then the application of the identified attributes of populism on those political parties that received more than 1 % of the vote. The findings lead to the rejection of the assertion about a populist character of the EP elections in the CZ, and a classification of individual actors is suggested.

Abstract:
Is corporate tax competition a threat to democracy in the EU? The answer depends crucially on a positive analysis of the effects of tax competition on national policy autonomy. Most analyses focus on direct effects on corporate tax rates and revenues. We contend that this focus is too narrow. It overlooks the fact that corporate tax competition also has important indirect effects on the progressivity and revenue-raising potential of personal income taxation. We elaborate on these indirect effects theoretically and empirically, and explore the implications for the normative debate on the EU's democratic deficit. Our findings show that European integration can constrain national redistribution in a major way: the democratic deficit is real. Greater political contestation over the EU's policy agenda is desirable in order to mitigate this deficit.
