Abstract:
Intelligence failures prior to the terrorist attacks of September 11, 2001, and the “missing” weapons of mass destruction (WMD) in Iraq have reminded Americans that good intelligence is crucial for national security. Indeed, the report of the National Commission on Terrorist Attacks upon the United States led quickly to the enactment of legislation restructuring the intelligence community, underscoring both the capacity of American citizens to change their most secretive governmental institutions and their appreciation of the importance of the intelligence mission. The families of the victims of September 11 recognized their opportunity to reform the U.S. government's intelligence service and, remarkably, they did so. At the end of 2004 President George W. Bush signed into law the first strategically significant changes in the American intelligence system since it was created at the end of World War II.

952. Boots On The Ground: Increasing the Size of the Army To Meet The Missions of the 21st Century

Abstract:
In the wake of 9/11 and the war in Iraq, the United States Army has been asked to shoulder enormous burdens with a force that remains almost unchanged in size since it was drawn-down following the collapse of the Soviet Union. The occupation of Iraq and other duties around the world have required the greatest sustained deployment of the American military since the height of the Vietnam War, but the Army has not been allowed to take substantive, permanent measures to grow larger to meet this challenge. Moreover, despite a dramatic 37% increase in defense spending since 9/11, the Bush Administration has yet to request a permanent increase in size for our main fighting force. Consequently, the Army is facing the greatest mismatch between its mission and its manpower since the mid-1930s, when Army Chief of Staff Douglas MacArthur, deeply concerned about the military's thin ranks and the lack of urgency in government circles about that state of affairs, remarked that “the secrets of our weakness are secrets only to our own people.”

Abstract:
Ambassador Mahbubani's address looked at previous American actions that built "reservoirs of good will" that ultimately assisted America in its ideological victory in the Cold War, especially in Asia: its sharing of the "American dream" with the world; its openness to foreign students; the international order built by the United States after 1945; and, finally, the stabilizing effects of its military presence in East Asia. However, the end of the Cold War has brought changes, and the gulf between America's self-perception and the way it is seen in the Islamic world, and China in particular, demonstrate the dwindling of those good will reservoirs.

954. Economic Policy Coordination in EMU: What Role for the SGP?

Abstract:
The present paper discusses the implications of the recent institutional crisis in the EU provoked by the failure of the Economic and Financial Affairs Council (ECOFIN) to impose the sanction on Germany and France provided for in the Stability and Growth Pact, along with Article 104 and the associated protocol of the Maastricht Treaty. The paper situates the debate concerning the application of the Stability and Growth Pact (SGP) in a broader evolution of the struggle between two schools of thought concerning macroeconomic policy–making in the European Union: the school calling for a strengthening of competences at the EU level (federal economic government) and the school arguing for preserving national competences for budgetary policy even in the face of the transfer of competence for monetary policy to the European Central Bank (ECB). The paper argues that the SGP represents an acceptable comprise between the two views of the schools in so far as it establishes rules to be respected without actually transferring competence to the Council in the field of budgetary policy. Consequently, the SGP has not and does not add to the 'democratic deficit' within the EU institutional framework. The paper argues, nevertheless, that the excessive deficit procedure (EDP) puts too strong an emphasis on the government budget deficit and suggests that emphasis on the sustainable level of public debt would ensure a stronger basis for assessing whether a given budget deficit may be considered excessive or not.

955. Theorising European Strategic Culture: Between Convergence and the Persistence of National Diversity

This working document focuses on the dynamics and scope of strategic culture–building in the context of the European Union's aspirations to develop a European security and defence policy (ESDP). It argues that the notion of strategic culture can be useful in assessing the context in which the ESDP will develop further as well as its performance in matters of conflict prevention, management and resolution. Nevertheless, in order to be conceptually and empirically useful, strategic culture needs to be disaggregated into collective norms about the means and ends of security policy, as well as its different carriers such as political elites, societies and armed forces. The paper examines the convergence thesis and suggests three theories to explain convergence informed by realist, constructivist and regional theories of political change. Yet the paper also argues that these forces can affect national strategic cultures differently, depending on the countries' geopolitical positions, the institutional stickiness of domestic ideas, values and norms, and the degree to which such norms are subject to partisan or societal contention. On this basis, the paper advances some hypotheses about the actual extension of the convergence process, which will need to be validated by further empirical study.

Abstract:
This paper focuses on a significant puzzle in international security today: why did small arms control become prominent on the international agenda during the 1990s? And why did the international community attempt to regulate these weapons? This paper illustrates the emergence of small arms and light weapons on the international agenda and draws some parallels with the land mines case. Moreover, I outline how norm building processes is a fruitful research guide to examine these pressing questions of land mines and small arms proliferation management. The creation of international norms and the setting of widely agreed upon standards to control small arms and light weapons is central to the multilateral coordination of international responses to tackle the problems associated with their proliferation.

Abstract:
This paper addresses one of the key issues in the international security agenda today: the control of the proliferation and availability of small arms and light weapons. It shows how the topic has become one of concern to the international community. It also indicates who the main actors involved in this process are. In addition, this paper examines the reasons why there is so much availability of small arms in the world today. These reasons are connected to changes in the international arms trade patterns after the Cold War. It seeks to demonstrate some implications of the rise of the issue of small arms into the international agenda, for the study of international relations and for education in defense and security. I am especially interested in the literature on norms and ideas that helps to explain the advancement of normative change. The present paper utilizes transparency as a case study with two aims. First, I want to illustrate how the rise of the norm of transparency sheds light on the study of norms in international relations. Second, I will contend that the rise of the small arms issue has also contributed to fostering the norm of transparency.

Abstract:
While traditional understandings of international affairs would predict the formation of a balancing coalition against the dominant U.S. position in world affairs, some analysts now contend that the U.S. advantage is so comprehensive and so unprecedented that we have not seen and will not see balancing behavior on the part of second tier powers like China, Russia, Japan, and Germany. It would be a mistake, however, to assume that the absence of balancing means the United States will not face any meaningful opposition in the international arena. Though in the short term a bloc of states is unlikely to form a counter-coalition. the historical form of resistance to dominant powers other states still find important ways to resist U.S. dominance.

During the Cold War, the principal function of nuclear weapons was to deter nuclear attack. Nuclear deterrence was not considered a tool of nonproliferation. The primary mechanisms for halting the proliferation of nuclear weapons were the nonproliferation regime established by the Nuclear Nonproliferation Treaty (NPT) of 1968 and the U.S. extension of nuclear deterrence to states that might otherwise have sought security through the acquisition of nuclear weapons.

For almost 50 years, proposals by the European Union to develop a common foreign and security policy for all member states failed. Since the late 1990s, however, the situation has changed. Despite, or perhaps because of, member states' disagreements over Iraq, the EU probably will continue to develop common foreign and security policies, and the European Commission may begin to play a role in developing new European military capabilities.
