The scope of this Report is to analyse the recent developments in EU Civil Military Co-ordination (CMCO), with a particular focus on the establishment and role of the new Civilian Military Cell (CivMil Cell): an issue that is likely to be of great interest in European and Transatlantic (NATO) debates in the next few years. The Report is divided into two parts: the first reviews the main stages and obstacles in the process of establishing an EU CivMil Cell in the current European and Transatlantic security and defence context; and the second examines its particular impact on Italian policy and planning.

Abstract:
Considerable controversy surrounds the effects of America's post-9/11 wars on its armed forces – more specifically, their effects on military readiness. And there are grounds enough for concern in the August 2006 admission by General Peter Pace, Chairman of the US Joint Chiefs of Staff, that two-thirds of the US Army's active and reserve combat brigades registered in the two lowest readiness categories.

Abstract:
Since the onset of the US “global war on terrorism”, the operational capacity of the original “Al Qaeda” centered around Osama bin-Laden has been significantly degraded. Hundreds of cadre formerly commanded by bin-Laden have been killed (mostly during the Afghan war). Several top leaders of the organization have been killed or captured – most notably Mohammed Atef, Abu Zubaydah, and Khalid Sheikh Mohammed – as have several leading regional associates, such as Abu Musab al-Zarqawi. Dozens of third tier operatives have been killed or captured. Nonetheless, the organization continues to function in a more decentralized form.

Abstract:
As originally conceived the Quadrennial Defense Review was meant to help ensure the internal consistency of mid-and longer-term US defense planning. By “internal consistency” I here mean a concordance of strategy, assets, and budgets. As critics often put it in the past: the point is to show how the force fits the strategy and the budget fits the force. The exercise is supposed to “connect” our military strategy with our force development plans and, in turn, connect these with current and future budgets. In this regard, the 2006 QDR is long on assertion and short on quantification – “short” as in utterly lacking.

The Norwegian armed forces in the early 21st century is in a phase of rapid change and transition. International missions are about to become its main task, whereas traditional domestic territorial defence is becoming less and less relevant. Is this transition purely a technical adjustment to a new security environment, or does it also entail more fundamental changes in the relationship between the armed forces, the state and the population? Could the military risk to lose its popular legitimacy? To grasp the current changes, it is important to understand the foundations of the relationship between the military, the state and the people. As well as how these relations have evolved over time. This is certainly not the first time in history the armed forces are facing fundamental changes.

This article looks at the relationship between European integration and national foreign and security policy - specifically, how and to what extent the development of a specifically European (EU) foreign and security policy leads to adaptation and change in national foreign and security policy. The theoretical point of departure is an interest in national changes in response to EU norms. It will be argued that national approaches tend to adapt to norms defined by a community to which they are closely linked that this adaptation takes place over time, through a socialisation process; and that it may also, in the end, lead to changes in national identity. This argument challenges the common assumption of IR theory that national identities and/or interests are fixed and independent of structural factors like international norms and values. The empirical focus is on changes in French foreign and security policy since the early 1990s. How and to what extent has the dominant French national discourse on foreign and security policy changed since the early 1990s? And if so, how are these changes related to the European integration process in general, and to the development of a European foreign and security dimension in particular?

In early 2005, Kurt M. Campbell, Director of CSIS' International Security Program, accompanied Secretary of Defense Donald Rumsfeld on a trip to Asia. Enroute, the Secretary and several of his close aides expressed an interest in learning more about the future of missile defenses in East Asia and the Subcontinent. Although familiar with the missile defense policies of countries in the region, they were concerned about how those policies were being implemented, whether the various national efforts were complementary or counterproductive, and how those efforts might affect the US approach to missile defense architecture.

Wartime is scarcely the easiest time for demanding self criticism, but the recent exchanges between the Secretary of State and Secretary of Defense over the mistakes the US did or did not make in Iraq have highlighted the fact that the US must both admit its mistakes and learn from them to win in Iraq and successfully engage in the “long war.” The full chronology of what happened in US planning and operations before, during, and immediately after the fight to drive Saddam Hussein from power is still far from clear. It is now much easier to accuse given US leaders than it is to understand what really happened or assign responsibility with credibility.

Abstract:
I was originally asked to address the five areas where our country has the most need to invest more for its security. This, however, is not the approach I would currently take to either issues involving national security or federal spending. In fact, my approach is almost the opposite. I am not a “spend without taxing” Republican, and I don't find much to celebrate in a President and Congress that have done the worst job of fiscal management in our nation's post-World War II history, if not our nation's entire history.
