This analysis first appeared in the Fort Worth Star-Telegramon March 5, 2007.The new 2008 defense budget has been on the street for weeks. A consensus has emerged in Washington about its size. That consensus has little to do with the facts and much to do with political maneuvering, which has been orchestrated with brilliant success by the very same White House that everyone in Washington discounts as washed up.

Abstract:
At the G-8 Summit in early June, the difficulties and complexities of proposed U.S. missile defenses in Europe were on full display. In the weeks preceding the G-8 Summit, Russian President Vladimir Putin had set the Bush administration – and the world – back on its heels with talk of Russian missiles aimed at Europe in retaliation for proposed U.S. missile defenses in Poland and the Czech Republic. This set the stage for what the Bush administration thought might be a G-8 confrontation over its proposed missile defense system. Then, on June 7, Putin proposed a smart missile defense technical and policy solution that the Pentagon should have thought of first: establishing a missile defense radar site at the existing Qabala early warning radar station in Azerbaijan.

Abstract:
Six years Ago, the United States began its operations in Afghanistan in response to the Sept. 11, 2001, terrorist attacks. At the time, scant attention was paid to the dangers of landmines, unexploded ordnance and small arms that plagued the country. Now, six years later, U.S. and coalition military forces serving in Afghanistan continue to face a variety of dangers, beyond the unfriendly geography and resurgent Taliban forces. Troops supporting the international Security Assistance Force (ISAF) and operation enduring Freedom (OEF) face additional challenges from landmines, unexploded ordnance, man-portable air defense systems and other small arms.

Abstract:
Experience shows that reform processes will not succeed in the absence of commitment and ownership on the part of those undertaking reforms. Assistance should be designed to support partner governments and stakeholders as they move down a path of reform, rather than determining that path and leading them down it. A major problem in the area of security system reform in some regions, particularly in Africa, has been a lack of local input to and ownership of the emerging reform agenda. Abstract:
Security is one of the most urgent problems in Latin America and the Caribbean today. The topic is a central concern of citizens in practically all of the countries. Moreover, it is one of the central issues affecting relationships among states and government finances. From the perspective of individuals, it affects the daily life of the population. Moreover, in many of these countries, the institutions affiliated with the security sector have taken on roles beyond those originally assigned to them. In the past, in various countries, security sector institutions have directly intervened in national political life, which with the installation of democratic regimes, has required an effort to “adjust” to new political systems. It is in this context that reform efforts arise that, in many instances, are not in line with the goals of strengthening the rule of law, democracy, and professionalism of the sector.

I would like to discuss with you tonight the new and important role of the Treasury Department in combating national security threats. It is hard to imagine that we would have had a conversation like this when The Washington Institute held its first Soref Symposium event in 1988. It is only in recent years that the challenges of counterterrorism and counterproliferation have moved beyond the traditional province of foreign affairs, defense, intelligence, and law enforcement. Treasury and other finance ministries around the globe have evolved since September 11, and the world of finance now plays a critical role in combating international security threats.

859. America Speaks Out: Is the United States spending too much on defense?

Abstract:
On 1-4 February 2007, the Gallup polling organization asked a representative sample of US citizens if they thought the United States was spending too little, too much, or just the right amount on defense and the military.{1} For the first time since the mid-1990s, a plurality of Americans said that the country was spending too much. The surprising result of the survey shows current public attitudes to approximate those that prevailed in March 1993, shortly after former President Bill Clinton took office. Today, 43 percent of Americans say that the country is spending “too much” on the military, while 20 percent say “too little”. In 1993, the balance of opinion was 42 percent saying “too much” and 17 percent saying too little.

Few outside the administration would contest that the mission's “measurables” are miserable. The progress in Iraq reconstruction has been glacial and the security situation has steadily deteriorated, despite a great expenditure of time, money, and lives. But why? Critics have variously targeted the administration's strategy, planning, priorities, and level of effort – which suggest that there might be a better way. And, indeed, the administration now claims to have discovered one.
