501. Preserving the military health care benefit: Needed steps for reform

Abstract:
The rise in military health care spending has been a primary driver of the large growth in military personnel compensation over the past decade. Left unchecked, these costs will impact the ability of the DoD's Military Health System (MHS) to support its three critical missions: 1. Readiness for deployment: Maintaining an agile, fully deployable medical force and a health care delivery system so they are capable of providing state-of-the-art health services anytime, anywhere; 2. Readiness of the fighting force: Helping commanders create and sustain the most healthy and medically prepared fighting forces anywhere; and 3. The benefits mission: Providing long-term health coaching and health care for 9.7 million DoD beneficiaries.

Abstract:
The "grand narrative" of German security policy since the end of the Cold War has oscillated between Germany's reluctance to use hard power and Germany's desire to be seen as supportive of its American and European allies. This is reflected in the varying decisions it has made during foreign military operations and in the manner in which Germany's military has conducted those operations. At the same time, the German military has undergone a series of reforms designed to modernize German forces and to make them more flexible and deployable. But a stagnant and low level of defense expenditures has made carrying out these reforms an ongoing challenge to the German military and German defense ministry. Germany has a vital interest in a stable and liberal international order and, hence, in having a military capable of helping maintain that order. As Europe's leading economic power and, increasingly, as Europe's central political actor, Germany could and should take the lead in reversing the precipitous decline in European hard power.

Abstract:
Despite the North Atlantic Treaty Organization (NATO) taking its name from the ocean that ties Canada and the United States to their European allies, for most of NATO's history the alliance focused primarily on land power. However, with continental Europe at peace, the drawdown in Afghanistan, the rise of general unrest in North Africa and the Levant, and the American intent to pivot toward Asia, questions are increasingly arising about the capabilities of NATO's European navies to project power and sustain operations around their eastern and southern maritime flanks. These questions have grown even more urgent in the wake of those same navies' uneven performance in the 2011 military campaign against Muammar Gaddafi's Libya. Examining the major navies of America's European allies reveals a general desire, with the exception of Germany, to maintain a broad spectrum of naval capabilities, including carriers, submarines, and surface combatants. But given the significant reduction in each country's overall defense budget, procuring new, sophisticated naval platforms has come at the cost of rapidly shrinking fleet sizes, leaving some to wonder whether what is driving the decision to sustain a broad but thin naval fleet capability is as much national pride as it is alliance strategy.

Abstract:
Like many other Western states, following the Cold War, Australia cut its defense budget, resulting in significant shortfalls in key military capabilities. Since the mid-1990s, successive Australian governments have outlined plans intended to boost the capabilities of Australia's armed forces. However, these strategic ambitions have in recent years been undercut by changes in government spending priorities and shortfalls in the national budget, jeopardizing the long-standing technological advantage Australian forces have enjoyed over other states in the region. As major Asian states such as China continue to grow their economies and modernize their armed forces, Australia must commit sufficient resources to its modernization agenda or risk losing its ability to help shape the Asia-Pacific ­security environment and risk fulfilling its role as a key US partner in America's pivot to Asia.

Abstract:
Kuwait is perhaps America's closest Arab ally; it remains the only country in the Middle East on whose behalf the United States went to war. Although the Islamic Republic of Iran has at times tried to leverage Kuwait's large Shi'ite minority against the Kuwaiti state, it has mostly been unsuccessful. Indeed, Kuwait's Shi'ite ­community has repeatedly worked to prove its loyalty to Kuwait. Recent political instability, however, is again opening the door for sectarian forces to undermine Kuwait and, by extension, an important pillar of US defense strategy.

507. Crisis Stability and Nuclear Exchange Risks on the Subcontinent: Major Trends and the Iran Factor

Abstract:
Crisis stability—the probability that political tensions and low-level conflict will not erupt into a major war between India and Pakistan—is less certain in 2013 than at any time since their sequential nuclear weapons tests of 1998. India's vast and growing spending on large conventional military forces, at least in part as a means to dissuade Pakistan's tolerance of (or support for) insurgent and terrorist activity against India, coupled with Pakistan's post-2006 accelerated pursuit of tactical nuclear weapons as a means to offset this Indian initiative, have greatly increased the risk of a future Indo-Pakistani military clash or terrorist incident escalating to nuclear exchange. America's limited abilities to prevent the escalation of an Indo-Pakistani crisis toward major war are best served by continuing a significant military and political presence in Afghanistan and diplomatic and military-to-military dialogue with Pakistan well beyond 2014.

The history of the North Atlantic Treaty Organization (NATO) will say that the first, and so far only, time NATO has called upon its Article 5 collective defense clause was on September 12, 2001, following a terrorist attack on one of its members. Yet, until the agreement by NATO Heads of State and Government on the new policy guidelines on counterterrorism on May 20, 2012, NATO did not have an agreed policy to define its role and mandate in countering terrorism.

Abstract:
The European defence industrial base is transforming. The changes in the European defence market legislation, the decrease in defence materiel demand and changing defence requirements are redefining the industry in a way that has not been seen in decades. The new European legislation in particular poses serious challenges for the Finnish defence industry, including the national market opening and the diminishing possibility for offset arrangements. It is likely that the major European states are trying to protect their own defence industrial base. The future of the Finnish defence industry will be determined by whether the European market opens up in the first place, in part or in its entirety. There is no going back to the time preceding the new legislation. It is crucial for the Finnish defence industry to find and utilize new market opportunities. Networking with the European system integrators and sub-contracting chains will be of paramount importance.

510. The civil defence-civilian protection nexus in the Occupied Palestinian Territory

Abstract:
This report investigates the civil defence-civilian protection interface in the Occupied Palestinian Territory (OPT). Findings show that international support to Palestinian civilians' safety is divided along the lines of civilian protection and civil defence. There are also striking differences between the Gaza administration's and the Palestinian Authority's (PA) approach to the interface of civilian protection and civil defence. The former has an explicitly gendered view and integrates internal and external threats to safety. At present, the PA is committed to the Hyogo Framework of Action and its approach reflects the international aid policy approach. However, gendered examples suggest that the cultural value basis of civil defence is not very different in the West Bank and Gaza Strip. Interviews with officials from West Bank municipalities show varying levels of awareness of civil defence law and national strategy, and variations in municipalities' existing civil defence practices in the West Bank. Existing plans and policy documents focus on natural hazards and appear to be gender blind, which, in the light of past experiences in the OPT and elsewhere, may increase violence against women in emergency situations. The report concludes that the encouragement of communitybased emergency preparedness by the PA and the international community reflects the privatisation of important segments of safety and protection to families and households.
