Abstract:
At a time when Europe faces numerous crises, there is a real need for rigorous evidence to underpin effective policymaking. However, a gap between academia and policy creates clear obstacles in the use of evidence in policymaking. Many of these enduring obstacles are manifest in the inherent differences between separate communities: academics have difficulty communicating research in an applicable manner, and policymakers, in turn, tend to focus on operational motivations. The gap widens considerably when foreign, security and defence policy within the complex institutional structures of the European Union is considered. In addition to these well known barriers to evidence-based policy, there are two more obstacles in the defence and security space: sovereignty and dispersed decision-making. A dialogue of best practices must be opened up to broker knowledge in the EU context.

Abstract:
Security and resources are closely linked together. To broaden the category of security from strictly military and defense issues to include energy and resource security is not a new idea. Ultimately, “security is what actors make it.“ This definition of securityis a wide ranging one and includes political and military aspects as well as societies and their developments including many actors and different levels and sectors – so called `units`. This wide definition is also useful for analysing the Levant region, which is currently undergoing a period of transformation. On the one hand, developments since 2010 have applied increasing pressure on the actors of the so called sub-Regional Security Complex (RSC) Levant. On the other hand, new development can be observed in the level of interdependence in the substitution of natural resources like water, gas and oil. Internal transformation of the region has occurred and will lead to a transition of the region. The impact on security dynamics with regard to energy and resources will have consequences for the entire Levant and beyond.

Abstract:
This publication offers the Key Issues and Policy Recommendations based on the results of the Ninth International Conference “Ukraine’s Security Sector Reform: Accomplishments and Plans”. Ukraine, in challenging circumstances, has made significant achievements in strengthening its national defence capabilities and developing its national security system. This has been possible due to the joint efforts of the Ukrainian government and society, and the unprecedented level of external support provided by Western entities: individual states, governmental and non-governmental organisations alike. The Ninth Conference was the last among a series of events held in the framework of the two-year project, which goals were to develop multi dimensional opportunities to support reform efforts and assist in the development of democratic governance in the Ukrainian security sector. The final event aimed not only to summarise the results of the project, but also to assess Ukraine’s SSR achievements, and also to examine how such achievements align with the strategic objectives of the project; namely, to identify the most problematic reform areas.

Abstract:
There is a constant stream of discourses on Nigeria’s foreign policy behaviour by scholars and policy makers alike. This owes largely to the unpredictable nature of the country’s actions and inactions on the global arena. Over the decades, there have been periods of dynamic foreign policy posturing, as well as the era of moderate foreign policy behaviour, and the combative approach to foreign policy. In large part, the prevailing attitudes are induced by the conditions in the two environments of foreign policy. This paper interrogates the impact of the conditions of the domestic milieu on the foreign policy behaviour of the Buhari administration. The analysis is based on the juxtaposition of variables in both the domestic and external environments of foreign policy. On the strength of data gathered from secondary sources, it is observed that the subsisting domestic conditions have great influences on Nigeria’s foreign policy behaviour under the Buhari administration. However, in the overall interest of projecting, promoting and protecting Nigeria’s national interest, the Buhari administration must continually balance the scale between domestic and foreign policy pursuits.
